Town Council of Centreville
January 2, 2020
7:00 p.m.
M I N U T E S
The January 2, 2020 Town Council meeting was called to order at 7:00 p.m. by President Jim A. Beauchamp at the
Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were
present: Jim A. Beauchamp, President; Jeffrey C. Morgan, Vice President; Timothy E. McCluskey, Member; Steve
Walls, Town Manager; Clifford Matthews, Director of Public Works; Sharon VanEmburgh, Town Attorney; and
Carolyn Brinkley, Town Clerk.
Following the Pledge of Allegiance and a moment of silence, Mr. McCluskey made a motion to approve the
December 5, 2019 meeting minutes, as written. Mr. Morgan seconded the motion, which passed unanimously.
Closed Session Statement
(i) The Town Council met in closed session on Thursday, December 5, 2019 at 7:54 p.m. at the Liberty Building,
107 N. Liberty Street, 2nd floor meeting room to discuss personnel in accordance with the Maryland Open Meetings
Act. (ii) Two members of the Town Council voted to close the session. (iii) The authority to close the session is
found in Section 3-305 of the General Provisions Article.
(iv) The Town Council discussed the following topics:
• Personnel – a personnel matter related to one or more individuals
Actions: No actions were taken.
The following members and staff were present: Jeffrey C. Morgan, Vice President; Timothy E. McCluskey, Member;
Steve Walls, Town Manager; Krystel Ebaugh, Human Resources Manager; Chief Kenneth Rhodes, Centreville
Police Department; and Sharon VanEmburgh, Town Attorney.
The meeting adjourned at 8:27 p.m.
(i) The Town Council met in closed session on Thursday, January 2, 2020 at 6:30 p.m. at Centreville Town Hall, 101
Lawyer’s Row to consult with counsel in accordance with the Maryland Open Meetings Act. (ii) Two members of
the Town Council voted to close the session. (iii) The authority to close the session is found in Section 3-305 of the
General Provisions Article.
(iv) The Town Council discussed the following topics:
• Consult with counsel – discussed the potential disposition of town property.
Actions: Council authorized Town Manager to discuss an offer with a prospective purchaser.
The following members and staff were present: Jim A. Beauchamp, President; Timothy E. McCluskey, Member;
Steve Walls, Town Manager; and Sharon VanEmburgh, Town Attorney.
The meeting adjourned at 6:41 p.m.

Old Business
a. Ordinance 15-2019 – Subdivision Regulations – First Reading
 Ms. VanEmburgh read Ordinance 15-2019 for the purpose of amending Section 138-64 of the Town
Code, which creates and sets forth the information that shall appear on the record plat.
 Ms. VanEmburgh reported that this is to revise signatures required on plats for the Town Engineer.
b. Ordinance 01-2020 – Tax Set-Off – First Reading
 Ordinance 01-2020 was presented to set the Town Council of Centreville’s request for a tax setoff from
Queen Anne’s County each year as a tax differential.
 A second reading will be held at the January 16th Town Council meeting.
Reports of Department Heads
a. Town Manager
 Mr. Walls reported the following:
 Happy Lady Lane sidewalks and driveway aprons were completed before the holiday;
 Pennsylvania Avenue striping will have to wait until the spring due to the weather;
 base paving is complete on Church Lane;
 contractor will be working on the sidewalks on Church Lane as well as tie-in work.
b. Public Works
 Mr. Matthews reported the following:
 a letter from MDE was received regarding the North Brook water plant;
 a request for professional engineering services was sent out for the water treatment plant in North
Brook; responses are due back by 1:00 p.m. January 8th;
 the Town has until January 20th to contact MDE with a timeline of the process and recommendations
to consider;
 a work session was scheduled for Thursday, February 6th at 7:00 p.m. to discuss the discolored water
in North Brook; it was requested to contact MDE requesting a representative to attend the work
session.
Correspondence
Mr. McCluskey read an email from Mary Cramer Wagner, Director, Voter Registration and Petition Division
Maryland State Board of Elections regarding Mr. Shonts’ voter registration. Ms. VanEmburgh requested a copy of
the final decision of Mr. Shonts’ appeal once it has been determined. Ms. Wagner stated, “I will be more than happy
to send you the final decision once we receive it. I know Judge La Forge said she wouldn't need the full 90 days, but
I haven't heard from her.”
Citizens Forum
Mary Margaret Goodwin, Commerce Street and Anne McCauley, Long Creek Way, provided comments.
Council Roundtable
 Mr. McCluskey reported on the following:
 thanked staff and volunteers for a wonderful Christmas parade;
 asked Mr. Beauchamp about transferring the url for the GoDaddy email account. Mr. Beauchamp
stated that he was working with Ms. Ebaugh on this.
 Mr. Morgan thanked the staff and volunteers for the decorations around town this holiday.

Motion to Adjourn
There being no further business, Mr. McCluskey made a motion to go into closed session to consult with counsel.
Mr. Morgan seconded the motion, which passed unanimously. The Town Council went into closed session at 7:27
p.m.
