7:00 p.m.
M I N U T E S
The February 20, 2025, Town Council meeting was called to order at 7:00 p.m. by President Ashley H.
Kaiser at the Liberty Building located at 107 North Liberty Street, 2nd floor meeting room. The following
members and staff were present: Ashley H. Kaiser, President; Jeffrey D. Kiel, Vice President; Jim A.
Beauchamp, Daniel B. Worth, and Sandra L. Huffer, Members; Carolyn Brinkley, Town Manager;
Sharon VanEmburgh, Town Attorney; Clifford “Kip” Matthews, Director of Public Works; Ashley Russ;
Finance Specialist; and Gaye Adams, Town Clerk.
• Following the Pledge of Allegiance, Mr. Kiel made a motion to approve February 6, 2025,
meeting minutes. Ms. Huffer seconded the motion, which passed unanimously.
Citizens Comments
Mr. Tim McCluskey, a resident of Watson Rd., voiced his opposition to Ordinance 01-2025 -
Amending Chapter 158, Vehicles, Non-Self Propelled. Mr. McCluskey asked the Council to table the
ordinance and cancel the public hearing.
Appearances
a. Mr. Chris Lehman-SB & Company – FY24’ Audit.
• Mr. Lehman reported that the Town is in good shape. He stated no fraud was discovered, no
material weaknesses identified, and the company received full cooperation from management in
conducting this audit.

b. Ashlie Bagwell – Harris Jones & Malone – Maryland General Assembly Updates
• Ms. Bagwell stated the Maryland General Assembly is halfway through session.
• Two major issues are dominating the Session this year, one is the $2billion State budget deficit,
and the other is energy issues.
• Legislatively, municipalities are watching a bill that would allow a 3% local food and beverage
tax through the admissions and amusement tax.
• Ms. Bagwell is also following highway user revenues. Though Ms. Bagwell does not foresee an
issue this year, it could be problematic in 2026
• It's likely that a Special Session will be needed in September to address legislative issues
further.
c. Brandon Davis- DMS & Associates – Hillside Liquors Updates
• Attorney Ryan Showalter addressed the issues regarding the Hillside Liquor project.
• Mr. Showalter provided a letter from State Highway that addressed the entrance to the project and
SHA concluded that it does not create a safety hazard or adversely impact traffic on MD Rt. 213.
• Mr. Showalter also addressed the price point for the proposed apartments and how it falls into the
affordability discussion ongoing with the Town. Median income for Queen Annes County is
$122,200. Based on that data the apartments will rent from $1527.50-$3,055.00 per month. Those
proposed units will fall within a defined range of “Affordable, Workforce Housing”.
• Once again asked for the approval of the Public Works Agreement (PWA) request for 7 EDU’s
and the relocated 15’ wide pedestrian easement.
Old Business
a. Ordinance 01-2025- Amending Chapter 158, Second Reading- Vehicles, Non-Self Propelled-
Council Member Beauchamp
• Mr. Beauchamp elaborated that this ordinance is similar in nature to what other towns do and is
not new or groundbreaking.
• Ms. Kaiser is not inclined to cancel the public hearing on March 6, 2025 from one constituent
opposing the ordinance. Ms. Kaiser would like to hear from Town Residents in regard to this
issue at the public hearing.
b. Ordinance 02-2025 – Moratorium Extension, Second Reading – Sponsored by Council Member
Worth
• Mr. Worth stated the Planning Commission is in favor of the 6-month extension.
• A letter on the specific details the Planning Commission will achieve during the Moratorium
will be given to the Council as well as a timeline.

New Business
a. One Way Street Discussion-Clifford “Kip” Matthews
• A resident has requested the Council’s consideration to make the South end of Homewood Ave.
one way from Windsor Ave. to Belvedere Ave. in said direction and this end of Homewood Ave.
is very narrow. Large trucks try to turn from Belvedere Ave. onto Homewood Ave. and ride up
into the lawns on the corner of Belvedere Ave. and Homewood Ave..
• Parents leaving Centreville Elementary are also using this route to come out into a less congested
area.
• Mr. Kiel motioned to approve Homewood Avenue as a one-way street. Mr. Worth seconded.
Upon further discussion, Mr. Kiel withdrew his motion. The residents on Chesterfield Ave. should
be notified first that this issue is up for consideration by the Council. The Town Council requests
that a response to this notification be received no later than March 5, 2025, so it can be addressed
at the next Town Council Meeting on March 6th.
b. Resolution 01-2025 – Hillside Liquors – Proposed Public Works Agreement- Council President
• After a lengthy discussion Mr. Worth made a motion to approve Resolution 01-2025 to authorize
the execution of a Public Works Agreement with Corsica Creek Commons, LLC and Hillside
Liquors and Deli, LLC with Trail Easement Option B alignment. Mr. Kiel seconded the motion.
Ms. Kaiser called for a roll call vote.

Reports of Board and Commissions
a. Maryland Municipal League
• Mr. Beachamp stated the MML Conference registration is open, and the General Assembly is
halfway through a busy session.
b. Council of Governments

• Mr. Kiel stated the Council of Governments meeting scheduled for February 12, 2025 was
cancelled due to the weather and the next meeting will be in March.
c. Park Advisory Board
• Ms. Huffer stated there was nothing to report at this time.
d. Planning Commission
• Mr. Worth reported the following:
o The Comprehensive Plan future land use map amendment public hearing was
postponed as the Planning Commission needed to review the map changes. The
hearing and has been rescheduled for the March 19th meeting.
o Presentation from GTI by Byers Scientific regarding odor control including a new
concept called vapor phase which is a technique used in landfills to control odors.
o Approved GTI to plant 12 trees on the GTI site and 12 offsite. Need to amend the
PWA agreement to show this.
o GTI would like to measure the air quarterly in several areas within the town to help
mitigate issues for odor.
o YMCA Pool Shelter was approved subject to a Public Works Agreement.
o Buffer yard at the YMCA needs to be extended on the West side of the lot as it backs
up to residential.
o The fence in the pool rendering is the correct style fence being installed-not a chain
link fence.
o The Council would like the scope of work to be narrowed for the moratorium and
look forward to the letter explaining their process and timeline.
o Next Planning Commission Work Session is March 5, 2025, and the next meeting is
March 19, 2025
e. Economic Development
• Ms. Kaiser previously discussed changing the make-up of CEDA to reflect the current needs
of the town. The proposed reinstatement of CEDA is as follows:
o Keep a Centreville Main Street Representative
o One member from the Real Estate Sector
o One member of the Arts Council
o Two brick and mortar business owners- do not have to be town residents
o Two residents with experience or interest in Economic Development
o 7 Total Members
Reports of Department Heads
a. Town Manager
• Ms. Brinkley stated staff is continuing to work on the budget and at the March 6, 2025,
meeting she and Ms. Karen Luffman, Finance Officer will have a presentation and give
Council their binders.
• The Cemetery Advisory Committee has scheduled a clean up at the Chesterfield Cemetery
from 9am -11am on March 8, 2025, and they are looking for volunteers. Please attend if you
can.
b. Town Clerk
• Ms. Adams reported the following:
• On March 4, 2025 the Park Advisory Board will welcome two students from the Wye River

Upper School to be Trail Ambassadors for Millstream Park.
o Arbor Day is the last Friday in April, and 100 trees will be given away to the students.
Any trees left will be taken back to Town Hall to give away.
o It is time to register for the Maryland Municipal League Summer Conference which is
June 22-25, 2025. Ms. Adams asked the Town Council members to let her know if they
plan to attend.
o The volunteer appreciation dinner is March 8, 2025 at the American Legion.

• No citizens comment.

There being no further business, Mr. Beauchamp made a motion to adjourn. Mr. Kiel seconded the
motion. The meeting was adjourned at 8:12 p.m.
