Centreville Planning Commission
January 19, 2022
7:00 p.m.
MINUTES
The January 19, 2022 Centreville Planning Commission meeting was called to order at 7:00 p.m. by Darren Brown, Chair,
in the Liberty Building, second floor meeting room. The following members and staff were present: Darren Brown,
Chair; Kara Voight, Vice Chair; Pat Fox, Secretary; Vachel Downes, Tim Zuella, and Mitchell Delaney, Members; Nancy
Emerick, Alternate Member; Steven K. Kline, Town Council President; Charles ‘Chip’ Koogle, Town Manager; Sharon
VanEmburgh, Town Attorney; Chris Jakubiak, Town Planner; Paige Tilghman, Economic Development Coordinator and
Betty Jean Hall, Administrative Assistant.
Review of Minutes from Previous Meetings
a. Ms. Voight moved to approve the November 17, 2021 Planning Commission work session minutes as submitted.
Mr. Zuella seconded the motion, which passed with 4 ayes, 0 noes, and 2 abstentions.
b. Ms. Voight moved to approve the December 13, 2021 Planning Commission meeting minutes as submitted. Ms.
Fox seconded the motion, which passed unanimously.

Appearances
a. Special Exception Request – Expansion of the Queen Anne’s County Detention Center, 500 Little Hut Drive;
Queen Anne’s County Commissioners, Owner; McCrone, Engineers.
Mr. Jakubiak gave an introduction of the special exception request for the Queen Anne’s County Detention
Center to include:
 The applicant was granted a special exception in 1985 for the construction of the detention center. There
was another approval in 2007 for an expansion of the facility.
 The applicant described the programming within the building and how things will change.
 The resident population is not proposed to increase with this expansion.
 The expansion is necessary to comply with the various codes and requirements that are stipulated under
state law governing how inmates are housed.
 Section 170-44 of the Centreville Zoning Ordinance provides that a correctional and detention facility is a
permitted use by special exception in any zone.
Lee Edgar, Chief of Engineering for the Queen Anne’s County Department of Public Works provided the
following comments:
 In 1985 the project consisted of a new 22,500 sq. ft. detention center located on a 5.26 acre parcel.
 In 1990 an additional 24 bed dormitory was constructed, increasing the capacity of the detention center to
104 beds.
 In 2009 construction of a second modular housing unit added 44 beds.
 The submitted plans include site lighting at a height of 25’. This is the height of the current lighting that
is utilized on the property.
 There is an existing floor area of just under 27,000 sq. ft. with a proposed floor area of 61,000 sq. ft. The
reason for the increase is largely to bring the County’s detention facility into compliance and up to date
with the current incarceration standards set forth by the state.
 A relocated cul-de-sac, an expanded perimeter fence and new parking area is proposed.
 The existing facility has 148 beds. There is no proposal to increase this number of beds.
Warden, Lamont Cook, Queen Anne’s County Detention Center provided the following comments:

 The current medical unit at the facility is small. The medical standards, now required to be met, cannot
be achieved with the current facility.
 Currently pre-trial release, Alcoholics Anonymous and Narcotics Anonymous programs are provided.
Anger management, mental health treatment, a GED program and how to transition individuals back into
the community need to be added.
 The visitation area needs to be expanded. Currently there is a 30-minute schedule that is followed for
visitation.
 The kitchen is still operating out of a space that was designed to accommodate individuals in 40 beds.
 Mr. Edgar stated the construction schedule provides for the new addition to be completed first. Once that
is completed the inmates would be moved into the new addition and renovation work on the existing
facility. This will likely be a two-year project that would be put out to bid in early 2023.
 Warden Cook stated approximately 42 staff are currently working on site, which is 5 short of what is
needed. This amount will increase with the expansion.
 Warden Cook added, the proposed fence will be 16 ft. high with non-climbable screen and razor ribbon at
the top.
Ms. Voight made a motion to forward a favorable recommendation to the Board of Appeals regarding the
expansion of the Queen Anne’s County Detention Center as it does not conflict with the Comprehensive Plan.
Ms. Fox seconded the motion, which passed unanimously.
Unfinished Business
a. Comprehensive Plan – Chris Jakubiak, Town Planner
This discussion is deferred until the February 2, 2022 work session.

Council Member Report
Mr. Kline stated the Town Council continues to discuss issues related to wastewater expansion. Town staff is fully
engaged with the Maryland Department of the Environment concerning the same. The Council is in the process of
drafting a letter to our state delegation and Governor Hogan requesting the State to pay for the entire expansion.
Adjournment
There being no further business, Mr. Downes moved to adjourn the January 19, 2022 Planning Commission meeting. Ms.
Fox seconded the motion, which passed unanimously. The meeting adjourned at 9:12 p.m.
