Centreville Planning Commission April21,202l 7:00 p.m. MINUTES The April 21,2021Centreville Planning Commission meeting was called to order at7:00 p.m. by Kara Voight, Chair, in the Liberry Building, second floor meeting room. The following members and staff were present: Kara Voight, Chair; Darren Brown, Vice Chair; Pat Fox, Secretary, Vachel Downes, Patricia Cipriano, and Tim Zuella, Members; Tim McCluskey, Town Council President; Steve Walls, Town Manager; Sharon VanEmburgh, Town Attorney; Chris Jakubiak, Town Planner; and Betty Jean Hall, Administrative Assistant. Chair's Announcements Ms. Voight asked for a moment of silence in remembrance of former Planning Commission Chair, Elizabeth Brice. Bcview of Minutes from Previous Meetinss a. Ms. Fox moved to approve the February 17,2021Planning Commission meeting minutes as amended. Mr. Downes seconded the motion, which passed unanimously. b. Ms. Voight moved to approve the March 3,2021 Planning Commission work session minutes as written. Ms Fox seconded the motion, which passed unanimously. Citizen's Comments a No citizens provided comments Appearances a Final Site Plan for proposed YMCA - 210 Vincit Street, Lot l9-D; Kevin Shearon, DMS & Associates, Inc., Agent o Mr. Jakubiak stated Staff Report under comments on the site plan - site access and circulation references the extension of the road and number of parking spaces reduction, location of the parking, landscaping - tree ordinance matches preffy well. Conditions are included at end of memo that you may want to include in motion. o Mr. Shearon, Bruce Armistead, YMCA Attorney and Bill Sieg, Becker Morgan Architects were in attendance. . Mr. Shearon presented the layout of the YMCA. Proposing a roughly 52,000 sq. ft. YMCA building with two access points of off Vincit Street and a possible future connection to Little Kidwell Avenue extended. The majority of the parking is to the side of the building. There is a drop-off area atthe front of the building along with handicap parking. Future phases would be extending parking to the back, connecting onto Little Kidwell and an outdoor pool. o Site Access: DPW and the county on Little Kidwell extended. Currently doing engineering for that section of road that was not built. Currently they do not have the funding to build it. The County and the YMCA are working out whether the YMCA builds it and then gets reimbursed. The pledge is that it will get done as part of this project. Todd Mohn, Queen Anne's County Administrator: Little Kidwell extended was part of the original project for the Development. The road was preliminarily designed before which is now being wrapped up and will work with the YMCA to get that connection done. Utilities are there and some landscaping is on both sides so it is just a matter of finishing up that work. Completion of the extension is hoped to be completed within the next couple of years during the construction of the YMCA. ' After discussion regarding Green Street extended it was agreed upon by the Planning Commissioners that it should not be on the site plan. o Reduction in parking: Talbot County YMCA used as comparison - 70,000 sq. ft. bldg. with 9,000 members, 168 parking spaces. Queen Anne's YMCA will be a 52,000 sq. ft. bldg., membership is forecasted to be Page I of3 slightly less than Talbot because of the density in that area, proposing 172 spaces in phase one and phase two would add 65 spaces for a total of237 spaces. o Ms. Voight moved to approve the Final Site Plan, YMCA, 210 Vincit Street, with the Planning Commission allowing relief of 170-32(B)(2) & (3) - Parking Requirements being to the side and rear of building to allow for front of building parking, and relief of parking space requirements as presented on Final Site Plan. Additional conditions of approval being: 1. PWA to provide completion of Little Kidwell during phase 1 on site development. 2. Removal of Right of Way at Green Street stub, and replace with a continuation of the buffer yard. Ms. Fox seconded the motion, which passed unanimously. a Final Site Plan and Final Subdivision Plat for an Outdoor Grow Facility on Lot K of the Centreville Business Park; Kevin Shearon, DMS & Associates,Inc., Agent o Mr. Shearon reviewed the comments in the staffreport prepared by Mr. Jakubiak with the commission members. o The applicant is not requesting an exemption to the Tree Canopy requirement of l5o/o but for a deferral until the property is developed beyond the proposed agricultural use. This request does not constitute a waiver which would require off site planting or a fee in lieu. It is based on the limited amount of impervious surface cover, the location outside of the public's general view and the proposed perimeter privacy fence. Upon application of a permanent on-site building with associated parking the l5o/o tree canopy plan will be provided for the site. r The tree line to obscure the fencing at the end of the future Laser Drive cul-de-sac as shown on the Landscape Plan will not be required. o Joe Stevens, attorney for GTI, has drafted an access easement for Lots I and K that will be provided to the Town. o The area reserved for future development does not provide any approvals. o No municipalwater supply will be provided to Lot K from Lot I. o Required lines and infrastructure for Lot K must come from Laser Drive Extended. o Earth Data Incorporated completed a detail draw down report of the existing Town well, the possible future Town well nearby and the GTI well which showed negligible impacts on drawing water away from the Town's wells. o Ms. Voight moved to approve the Final Site Plan and Final Subdivision Plat for Outdoor Grow Facility on Lot K of Centreville Business Park conditional to execution of a PWA to include addressing Tree Ordinance requirements within three (3) years of site plan approval. Mr. Downes seconded the motion, which passed with 5 ayes, 1 nay and no abstentions. New Business a Ordinance 05-2021 - Text Amendment - Buffer Yard requirements for Non-Single-Family Dwelling in Residential Zones - for review and recommendation to Council o Ms. VanEmburgh reviewed the text amendment with the Planning Commissioners. o Ms. Voight moved to forward a favorable recommendation to the Town Council for Ordinance 05-2021 - Text Amendment: Buffer Yard requirements for Non-Single Family Dwellings in Residenti al Zones with the following revision to Section 2.K. (2): Within the 50-foot setback, the Planning Commission shall determine the required buffer yard from those that are set forth in Chapter 170, Attachment I of the Town Code considering the proposed use and adjacent uses. Ms. Fox seconded the motion, which passed unanimously. Unfinished Business a Accessory buildings - Chris Jakubiak, Town Planner o Deferred to next meeting. a Comprehensive Plan Update - Chris Jakubiak, Town planner o Mr. Jakubiak stated he presented the Municipal Growth section of the Comprehensive Plan to the Town Council at their last meeting. The remaining capacity of roughly 540 EDUs was reported which is based on Page 2 of 3 the technical evaluation not considering the commitments that the Town has already made. Once those are factored in the actual EDUs available are 300. a It will take years if the Town Council decides to expand the wastewater treatment plant for it actually to come to fruition. In the meantime we have a lot of development capacity in the Town. Citizen Comment . No citizens provided comments. Council Member Report Mr. McCluskey stated a developer came before the Town Council concerning a considerable number of Text Amendments for the Carter Farm prope(y. In general this development would take up approximately 120 EDUs and has an Agri-hood component to it. The concern with the presentation is the resistance to a perimeter trail.
