Town Council of Centreville
April 17, 2025
7:00 p.m.
M I N U T E S
The April 17, 2025, Town Council meeting was called to order at 7:00 p.m. by President Ashley H. Kaiser at the
Liberty Building located at 107 North Liberty Street, 2nd floor meeting room. The following members and staff
were present: Ashley H. Kaiser, President; Jeffrey D. Kiel, Vice President (via Zoom); Daniel B. Worth and
Sandra L. Huffer, Members; Carolyn Brinkley, Town Manager; Sharon VanEmburgh, Town Attorney; and
Clifford “Kip” Matthews, Director of Public Works.
• Following the Pledge of Allegiance and a moment of silence, Mr. Worth made a motion to approve the
April 3, 2025 budget work session minutes, April 3, 2025 meeting minutes, and the April 4, 2025
emergency meeting minutes. Ms. Huffer seconded the motion, which passed unanimously.

Appearances
a. Oath of Office – Priscilla Mileski – Park Advisory Board
• Ms. Huffer provided the oath of office for Ms. Mileski for the Park Advisory Board for a three-year term
expiring April 2028.
b. Kara Willis, Chair – Planning Commission – Centreville Comprehensive Plan: 2040 Amendment
• Ms. Willis stated that the Town of Centreville is required by the State to adopt a comprehensive plan and
update this plan every ten (10) years. She stated after approval of the comprehensive plan, the
recommended changes will need to be completed to amend the plan. The purpose of this presentation is
to review these recommended changes.
• Ms. Willis provided the following presentation:

Public Hearing: Ordinance 03-2025 – Amending Chapter 20 – CEDA Structure
• Ms. Kaiser called the hearing to order to discuss Ordinance 03-2025 for the purpose of amending the
provisions of Chapter 20, Article V of the Town Code related to the Centreville Economic Development
Authority at 7:20 p.m.
• Ms. Kaiser provided background information for Ordinance 03-2025 indicating that this ordinance is to
update the membership structure of CEDA, stating that the Town will now begin reviewing applications
received as well as seeking additional memberships.
• Ms. Brinkley verified the notice of hearing was publicized in a newspaper circulated in Queen Anne’s
County.
• There being no legal matters relating to the jurisdiction of the Town Council of Centreville nor any
objections regarding the Notice of Public Hearing, Ms. Kaiser asked for comments from anyone in favor
of Ordinance 03-2025. No comments were provided.
• Ms. Kaiser asked for comments from anyone opposed to Ordinance 03-2025. No comments were
provided.
• Mr. Worth made a motion to adjourn the public hearing. Ms. Huffer seconded the motion, which passed
unanimously. The public hearing for Ordinance 03-2025 adjourned at 7:21 p.m.
Old Business
a. Ordinance 03-2025 – Amending Chapter 20 – CEDA Structure – Consideration – Sponsored by Council
President Kaiser
• Ordinance 03-2025 was introduced for the purpose of amending the provisions of Chapter 20, Article V
of the Town Code related to the Centreville Economic Development Authority.
• Mr. Worth made a motion to approve Ordinance 03-2025. Mr. Kiel seconded the motion, which passed
unanimously.
• Ms. Kaiser called for a roll call vote:

b. Resolution 05-2025 – Centreville Comprehensive Plan: 2040 – Sponsored by Council Member Worth
• Resolution 05-2025 was discussed for the purpose of approving an amendment to the Town of Centreville
Comprehensive Plan: 2040 pursuant to the Land Use Article of the Annotated Code of Maryland.
• A public hearing for Resolution 05-2025 will be held during the May 15, 2025 Town Council meeting.
New Business
a. Ordinance 04-2025 – Text Amendment: Chapter 170 – Electronic Signs – First Reading – Council President
• Ordinance 04-2025 was introduced for the purpose of amending the Town of Centreville Zoning
Ordinance, which is Chapter 170 of the Code of the Town of Centreville, to allow electronic messaging
centers as a permitted use for schools in residential zones and subject to additional standards for such
signs.

• Ms. Kaiser stated she would like First Fridays to be considered a Town event moving forward and
allocate $1,000 to support the music for each First Friday from May through September. She also
requested Town staff to help with the picnic tables and trash cans and asked if Town staff could also
coordinate insurance coverage for use of Queen Annes Counties Courthouse Square.
• Mr. Kiel made a motion to approve the closure of Lawyers Row on each first Friday that occurs in May,
June, August, and September , allow the First Friday event to be considered a Town event; and approve
$1,000 be allocated to support the music at each of the First Friday dates. Ms. Huffer seconded the
motion, which passed unanimously.
Reports of Boards and Commissions
a. Maryland Municipal League
• Mr. Beauchamp was absent.
b. Council of Governments
• Mr. Kiel stated he would give an update on COG during the next Council meeting.
c. Economic Development
• Ms. Kaiser stated the ordinance was passed to implement a new membership structure and the Town will
request applications.
d. Park Advisory Board
• Ms. Huffer stated the Park Advisory Board held their annual election of officers:

➢ Gene Magary – Vice Chair
➢ Wendy Hubbert – Secretary
e. Centreville Planning Commission
• Mr. Worth made the following report:
• Planning Commission approved several homes on merged lots to be built on Spring St.
• Draper Brothers' expansion plans had two issues, one was the landscaping plan on the North side of
the building and the architectural features on the south side.
• The Planning Commission reviewed the sign Ordinance and the guidelines as it pertains to Drapers.
Drapers has too many signs per square feet.
• The Shopping Center and Business Park was granted final Site Plan approval, but the Planning
Commission is still waiting on a subdivision plan and a sign plan.
• Waiting on more architectural details in regard to the Auto Parts store.
• Reviewed the forwarded Ordinance 04-2025- Zoning Text Amendment, amending section 170-38
regarding the proposed Business District Park monument sign.
• Ordinance 04-2025 was deferred until the next Planning Commission meeting in May.
• Planning Commission Chair Willis will send a letter to the County regarding the liquor license for
Hillside to ensure the proper language is used due to the mixed-use nature of the building.
• Meeting to work on the TND complete neighborhood language will be May 3, 2025 at 9 a.m. – 3:00
p.m. at the Wharf Building.

how best to ensure the established regulations for electronic signs are followed.
Mr. Worth suggested creating a public works agreement or similar document for electronic signs. Ms.
VanEmburgh will research and report back to the Council.
• Mr. Worth made a motion to refer Ordinance 04-2025 to the Centreville Planning Commission. Ms.
Huffer seconded the motion, which passed unanimously.
First Fridays Discussion
• The following memo was presented:

• Ms. Brinkley reported the following:
• Attended the Queen Annes County tax set off meeting with Mr. Kiel.
• Reviewing development projects and building permits.
• Attended the Planning Commission meeting the previous night.
• Staff are modifying Town code language and application for the Peddlers Permit.
• Stated the June 19th Town Council meeting falls on a holiday for the Town, and asked if the Council
would like to cancel or reschedule the meeting. The Town Council cancelled the June 19th meeting
and rescheduled it for Thursday, June 26th.
b. Director of Public Works
• Mr. Matthews reported that work at the Town’s water reuse farm, will be taking place and wanted to let
the Town Council know so when they see the large expenses on the check register, they are aware of
what they are for. He stated these expenses are budgeted expenses.

Council Roundtable
• Ms. Huffer reported that Friday, April 25th is Arbor Day and students from Centreville Elementary School
and Wye River Upper School will be attending to plant trees. The event begins at 9:00 a.m.
• Ms. Kaiser reported that May 2nd will be the first First Friday.
Motion to Adjourn
There being no further business, Mr. Worth made a motion to adjourn the April 17, 2025 Town Council meeting.
