MINUTES
The June 16,202l Centreville Planning Commission meeting was called to order at7:02 p.m. by Daren Brown, Chair, in
the Liberty Building, second floor meeting room. The following members and staff were present: Darren Brown, Chair;
Kara Voight, Vice Chair; Pat Fox, Secretary; Vachel Downes, Joseph Cichocki, Patricia Cipriano and Tim Zuella,
Members; Tim McCluskey, Town Council President; Steve Walls, Town Manager; Sharon VanEmburgh, Town Attorney;
Chris Jakubiak, Town Planner; and Betty Jean Hall, Administrative Assistant.
Review of Minutes from Previous Meetines
a.
Ms. Voight moved to approve the May 19,2021Planning Commission meeting minutes as amended. Mr.
Cichocki seconded the motion, which passed with 6 ayes, 0 noes, and I abstaining.
b.
Ms. Voight moved to approve the June 2,2021Planning Commission work session minutes as submitted. Mr.
Zuella seconded the motion, which passed with 5 ayes, 0 noes, and 2 abstaining.

Joe Cichocki announced his resignation from the Planning Commission effective this evening. He has accepted a
job in another state and will be moving in early July.
Unfinished Business
a. Accessory Buildings - Chris Jakubiak, Town Planner
o
Mr. Jakubiak stated most of his recommendations at the last meeting were accepted with the provision
that we develop a relationship between the setback and the height of the building. The taller an accessory
building gets, the more it should be set back from the properry line. After some discussion, the Planning
Commission agreed on 2 feet of horizontal distance for every I foot above l2 feet of vertical height in
addition to the current minimum of setback of 3 feet.

Currently the minimum setback is 3 feet without any buffer.
o
Building height is measured at the half way point between the eave and the ridge.
o
After some discussion, Mr. Jakubiak consolidated the main points by stating the maximum height shall be
no higher than the principal structure with a maximum setback of 20 feet.

The rear yard equals the width of the lot times the depth of the rear yard which is 30 to 35 feet depending
on the zone. If the lot is 75 feet wide and the setback is 30 feet offthe rear yard line there is 2,250 square
feet for the required yard.2,250 times 30%o equals a maximum 675 square foot buildable footprint.

The Commission was in agreement with the building footprint and building height requirements, as
discussed.

Further discussion ensued in reference to the building setback resulting in the majority of the Commission
Members agreeing on a 3-foot setback from the side and rear lot line for an accessory structure up to 12
feet in height. Each additional foot in height would then add 2 feet to each lot line setback up to a
maximum of 20 feet. Measurements that include inches will be rounded to the next highest measurement.

A native species evergreen buffer planting plan should be included with a permit application for any
building 15 feet or more in height, was included in the draft amendment by Mr. Jakubiak. He explained
15 feet is the number decided on because a l2-foot structure is only 3 feet from the lot lines, which is
impractical. With a S-foot setback, if there is a fence and a shed, it becomes hard to fit a planting buffer
in between the two. Once beyond 15 feet in height with a 9-foot setback the space for plantings to grow
and satisfo a buffer requirement is created.

Ms. Voight moved to forward the proposed text amendment to the Town of Centreville Zoning Ordinance
regarding accessory buildings to the Town Council. Mr. Zuella seconded the motion, which passed
unanimously.

Mr. Jakubiak reviewed the preliminary draft of Chapter V. Land Use with the Commission Members.

Minor typographical changes were made to the text changing the word Road to Avenue and west to east
in the Existing Pattern of Use section.

The second bullet under Land Use Objectives on page 5 should be changed to read: Guide the
development of the Town's future neighborhoods into patterns that encourage intergenerational and
inclusive communities.

There being no further business, Ms. Voight moved to adjourn the June 16,2021Planning Commission meeting. Ms. Fox
seconded the motion, which passed unanimously. The meeting adjourned at 9:15 p.m.
