THE TOWN OF CENTREVILLE 101 LAWYERS ROW CENTREVILLE, MD 21617 410-758-1180 FAX 410-758-4741 WWW.TOWNOFCENTREVILLE.ORG MEMORANDUM To: Town of Centreville Planning and Zoning Commission From: Peter Flint, Zoning Administrator Date: 1/20/2026 Subject: Centreville Business Park, Lots N, O, & P – Architectural Review – Revised Submittal Introduction: Project History and Status The Planning and Zoning Commission (“Commission”) conditionally approved the Final Site Plan for Lots N, O, and P within the Centreville Business Park at its April 16, 2025, meeting. One condition requires Commission review of architectural elevations prior to final approval. Signage is not part of the architectural approval and will be reviewed under a future comprehensive shopping center signage plan following adoption of the related zoning text amendment. The applicant subsequently submitted architectural elevations for review. Staff documented initial comments in the November 12, 2025, staff memorandum. At its November 19, 2025, meeting, the Commission reviewed the architectural submittal and took no action, finding the package incomplete and directing the applicant to resubmit a complete package addressing the staff comments. The Commission’s discussion focused on completeness of elevations, façade articulation (including long elevations facing public view), weather protection/canopies, roofline/parapet continuity and screening, lighting fixture information, dumpster/service screening, and confirmation of exterior finishes/materials. At its December 17, 2025, meeting, the Commission held an informal, non-action discussion focused on proposed revisions to the Advance Auto Parts storefront and reiterated that sign copy should be omitted from elevation drawings for design review purposes. This discussion was intended to provide guidance prior to resubmission and did not constitute approval. The applicant has now submitted a revised architectural package dated January 7, 2026, along with a written response letter describing how the revised plans address staff comments. The applicant is requesting Commission action on architectural approval. Current Submittal: January 7, 2026 The January 7, 2026, submittal includes: • Applicant response/transmittal letter addressing the November 12, 2025, staff comments. • Revised architectural sheets with complete elevations and associated plan exhibits. • Exterior Building Finishes and Site Amenities Specifications • Exterior Lighting Specifications • Trash enclosure details No site plan revisions are included with this submittal, and no changes to the previously approved site layout are proposed. Staff Review Summary Staff reviewed the applicant’s January 7, 2026, resubmittal and response letter to confirm the package is complete for Commission action and responsive to the staff comments documented in the November 12, 2025, memo. Based on staff’s review of the revised elevations and specifications included in the packet, staff finds that the resubmittal provides the missing/clarifying information discussed at the November 19, 2025, meeting, including complete elevations, added/dimensioned articulation, weather protection details, lighting fixture specifications, and service-area enclosure details. Signage is not part of this architectural action and remains deferred to a future comprehensive shopping center signage plan following Town Council action on the sign ordinance amendment. Staff Recommendation 1. Approve the updated architectural elevations and associated specification/detail sheets dated January 7, 2026, for Lots N, O, and P. 2. Confirm this approval does not include signage, and that signage will be reviewed separately by the Commission under a comprehensive signage plan following adoption of the sign ordinance amendment.
