Park Advisory Board
Minutes
March 3,2020
The March 3,2020 Park Advisory Board (PAB) meeting was called to order by Priscilla Mileski, Vice Chair
at 6:00 p.m. in the Town Hall meeting room, 101 Lawyers Row. The following members and staff were
present: Priscilla Mileski, Vice Chair; Sandy Simpson, Secretary; Shelby Brown, Member; Steve Walls,
Town Manager;Norma Robinson, Administrative Assistant and Mike Whitehill, via conference call.
Review and Approval of Previous Minutes:
Ms. Simpson made a motion, which was seconded by Mr. Whitehill, to approve the February 4,
2020 meeting minutes. Ms. Simpson made a motion, which was seconded by Ms. Brown, to
approve the February 4,2020 Tree Board meeting minutes. The motions passed unanimously.

Old Business:
a Mr. Whitehill provided updates that Gametime Playground Equipment will be installing a new
coral reef at the Centreville Wharf playground as replacement for the one which was broken.
Mr. Whitehill advised that he spoke with and received proposals from Erica McMaster at
Washington College for GIS mapping. The PAB will further discuss the proposals after the GIS
County mapping has been updated.
a Mr. Whitehill stated that on behalf of the PAB he drafted a request to the Town Council to
approve Southeast Lawn and Landscape to continue landscaping as part of their year two
landscape agreement for the Town parks. The drafted letter included a request for the Town
Council to approve Southeast Lawn and Landscape to extend their agreement to cover
landscaping at the Centreville Wharf. Mr. Walls advised that funding for this extension is not in
the current budget. Discussion will come before the Town Council at the April budget meeting
but may not take effect until the new fiscal year.
Ms. Mileski advised that she was unable to meet with Rick Strittmater from Queen Anne's
County Centre for the Arts but Mr. Strittmater is willing to attend the next PAB meeting to
discuss sculptures and artwork for the Town.
a Ms. Mileski emailed and presented to the PAB a picture of a large Loblolly Pine which is at
Millstream Park. She will meet with the Department of Natural Resources to officially measure
the tree to verifu that it meets the standards for a Maryland Champion Tree.
a The PAB discussed their current budget and asked if there was other funding to cover such
projects as the artwork/sculpture and the GIS mapping proposal from Washington College. Mr.
Walls stated there may be funding within other budget categories. Ms. Robinson suggested it
would be beneficial for the PAB to create a list of projects and cost to be presented to the Town
Council as part of a request to increase the PAB budget.

o Ms. Robinson submitted a list of park use fees from surrounding towns and counties. After
discussion, the PAB will review the list then make a recommendation to the Town Council. Mr.
Walls advised that the Town is working on a revised Town fees schedule to cover necessary
increases.

a The Town's Arbor Day celebration will be held on Friday, Apri|24,2020. Ms. Simpson asked
Mr. Whitehill or the Town would select the type of trees to be planted on Arbor Day.
a Ms. Robinson advised that Mr. Scott with Character Counts was unable to attend the meeting.
Mr. Scott was willing to gather students for community service but his concem is who will
supervise the children when they are doing community service.
New Business:
a The Annual PAB election of officers will be held in April. Mr. Walls advised that at the Town
Council work session they will discuss members whose term will expire.

a Mr. Walls advised that the Town Council decided to end the hearing process and accept Joshua
Shonts as a Town Council member. Mr. Shonts will be seated at the March 12,2020

Mr. Whitehill made a motion, which was seconded by Ms. Simpson, to adjourn. The motion passed
unanimously. The PAB meeting adjoumed at 6:40 p.m. The next PAB meeting is scheduled for
April7,2020 at 6:00 p.m.
