Park Advisory Board Tree Board Meeting -Via Zoom – 6:00 PM Minutes - March 2, 2021 The March 2, 2021 Tree Board meeting was called to order by Michael Whitehill, Chair at 6:02 p.m. via Zoom. The following members and staff were present: Mike Whitehill, Chair; Priscilla Mileski, Vice Chair; Sandy Simpson, Secretary; Gene Magrary, Fred McNeil, and Rich Ryan, Members; Shelby Anania, Council Liaison; Steve Walls, Town Manager; and Norma Robinson, Administrative Assistant. Review of Previous Minutes: • Minutes from the February 4, 2020 Tree Board meeting were emailed for review. The February 4, 2020 minutes were approved at the PAB regular meeting on March 3, 2020. Appearances: • None Tree Canopy: • Mr. Whitehill stated that at the PAB regular meeting in March he presented a proposal from Washington College for the task to update the Tree Canopy layer map and to update statistics on acreage and percentages. The total cost for both proposals is $910. Mr. Whitehill asked for discussion or an approval. Ms. Simpson made a motion, which was seconded by Mr. Ryan, to approve the proposals to have Washington College update the Tree Canopy map on behalf of the Tree Board. The motion passed unanimously. • Mr. Whitehill advised that the Town staff will be doing their part to collect and save data for Tree Canopy coverage by obtaining an application to remove or replace trees and by creating a spreadsheet to document lost trees and trees planted for new homes and developments. New Business: • The PAB received a letter from the Arbor Day Foundation requesting a donation. After discussion, Ms. Simpson made a motion, which was seconded by Ms. Mileski, to donate $55. There was discussion from Mr. Walls and Ms. Anania that some members of the Town Council are not in favor of making donations. Once you make one donation, another request will follow. Page 1 of 2 Donations are more for private entities. Ms. Anania will take this discussion to the Town Council. • Mr. Whitehill discussed planting Holly trees at Centreville Elementary School in honor of Jack & Nancy Covert. Ms. Robinson advised she made several calls to the Board of Education to discuss their policy regarding tree planting but was unsuccessful. Ms. Simpson spoke with Principal Farnell who was in favor of the tree planting but did not give approval. Mr. McNeil asked Ms. Simpson to contact Dick Smith regarding an approval. Whether planted on county property or along Millstream trail, the trees will be planted as part of the Arbor Day Celebration. Discussion: • None There being no further business, Ms. Mileski made a motion, which was seconded by Ms. Simpson, to adjourn.
