Park Advisory Board Meeting (Via - Zoom)
May 4,,2021- 6 PM
Minutes
The May 4,2021 Park Advisory Board (PAB) meeting was called to order by Mike Whitehill,
Chair at 6:02 p.m. via Zoom. The following members and staff were present: Mike Whitehill,
Chair; Priscilla Mileski, Vice Chair; Sandy Simpson, Secretary; Rich Ryan, Fred McNeil, and
Ryan Holgreve, Members; and Norma Robinson, Administrative Assistant.
Revicrv and Approval of Previous Minutes:
Ms. Mileski made a motion, which was seconded by Mr. Ryan, to approve the
Apil 6,2021 PAB meeting minutes, as presented. The motion passed unanimously.

Old Business:

Mr. Whitehill gave an update on the Wharf project. Contractors have started on the
boardwalk. Steps will be added on the boardwalk along with an additional power
tower with funding by Maryland Department of Natural Resources. The boat pump-
out station will be relocated from the South Pocket Park to the boardwalk.

Landscaping at the pocket parks looks good.

Mr. Whitehill is still working on the water drainage issue at Millstream Park' The
water spout at Millstream Park pavilion has not been fixed and is still tumed off.

Mr. Whitehill commented on the Arbor Day celebration. The Parks Board did great
justice in honoring Jack and Nancy Covert by planting of the Holly trees.
Mr. Whitehill thanked Art Shuster for donating the trees. He thanked the Town
Council, Town Staff, and PAB for participating and for their attendance. Students
participated and enjoyed the celebration which was a good leaming tool for them.

Town Clerk, Carolyn Brinkley, took pictures and sent a press release to the
newspaper.
New Business:
Mr. Whitehill advised that the Maryland Department of Transportation and Maryland
Transit Authority will be placing the old railroad track rails on the clearinghouse auction
to get rid of them. He is working on behalf of the Town to try to save or obtain a portion
of the rails.

Mr. Whitehill advised that Councilman Robert Hardy, is interested in revisiting
discussion for a dog park in Centreville. Mr. Whitehill will act as liaison between the
Parks Board and Council to advise ofprevious discussion.
Ms. Simpson stated that she received information that a new developer for the Carter
Farm property on Chesterfield Avenue (Green Development LLC) is proposing to build
on the land, however, they do not wish to include a trail with the development.
Mr. Whitehill asked Ms. Anania to research the Economic Development Plan which
states parks and trails are to be included in any new development. Mr. McNeil offered
comments. After discussion, Mr. McNeil made a motion to draft a letter to Town
Council recommending a trail be included in the development. Mr. Ryan seconded the
motion, which passed unanimously. Mr. Whitehilt will draft a letter on behalf of the
PAB and forward it to the Town and Ms. Anania.
Discussion:
a The June 1, 2021 PAB meeting will be held at Millstream Park pavilion, weather
permitting.

Councilwoman Anania thanked everyone for a successful Arbor Day celebration

Announcements for upcoming meetings and events were included in the packets.
Adioumment:
Mr. McNeil made a motion, which was seconded by Ms. Simpson, to adjourn. The motion
passed unanimously. The May 4,2021 PAB meeting adjoumed at 6:50 p.m.

Approved a letter be drafted and sent to Town Council recommending the developer of
the Carter Farm property include a trail in their development plans.
