Minutes
The October 5, 2021 Park Advisory Board (PAB) meeting was called to order by Mike Whitehill, Chair, at
6:00 p.m. in the Centreville Town Hall, l0l Lawyers Row. The following members and staff were present:
Mike Whitehill, Chair; Priscilla Mileski, Vice Chair; Sandy Simpson, Secretary; Gene Magary, Rich Ryan,
Ryan Holgreve and Fred McNeil, Members; and Steve Walls, Town Manager and Chip Koogle, lnterim
T'own Manager.
Review and Arrproval of Previous Minutcs:
Ms. Mileski made a motion, which was seconded by Mr. Holgreve, to approve the May 4,2021,
and September 7,2021 PAB minutes, as presented. The motion passed unanimously.

Aplrcarances:
Mr. Whitehill introduced Mr. Chip Koogle as the new Town Manager. Mr. Koogle then gave
background information about himself, a very positive impression ofthe Town staff and
Centreville itsell which led to his decision to apply for the job. Mr. Koogle was heartily
welcomed by the PAB.

lJusiness:
WharlPark: Mr. Whitehill reported redecking the boardwalk is underway. Electric installation
has not begun. Unity Landscaping created a wetland meadow for critical area planting. Mulch
was laid where the swing set is to be placed. The Town put out proposals to design and build the
3 Wharf Park Pavilions using a maritime theme with a cap of $45,000 each pavilion. The
pavilions will have electric, which will add an additional expense for each one. The future band
shell proposal would then merge with the playground and pavilion themes.
Pop Taylor Park: Mr. Whitehill advised that a contract has been awarded for plantings atthe Pop
Taylor Park.
Tree Planting: New tree plantings are needed to replace the dead trees along the trail near Goose
Landing. Soil checks andthe depth ofplantings will be apprised forthe new tree plantings for
Tree City USA next year around Arbor Day.
Town Projects: Ms. Mileski reintroduced the idea of a sculpture at the Wharf. After discussion,

it was decided to hold offon this project untilthe pavilions are in place. sculpture could
then signify the theme ofthe pavilions.
Millstream: Mr. Whitehill advised that the train at Millstream Park was removed due to
significant deterioration. He encouraged the board to think about a replacement for the area
where the train was removed. Mr. Whitehill suggested the board consider a sensory playground.

There are different panels featuring texture, noise makers, etc. to attract children. There
was discussion regarding connecting a trail from Millstream Park to Symphony Village.
Mr. Whitehill advised this would require grant funding.
Nerv IJusincss:
Mr. Ryan stated that he needs help finding groups to get involved with the Christmas Tree decorating
on Lawyers Row. Mr. Magary and Mr. Holgreve offered their assistance. This year's theme is 'A
Gingerbread House Christmas'. Mr. Ryan requested to have the Department of Public Works go
through the existing Christmas Trees to determine how many new trees may be needed.
Mr. Whitehill advised that Mr. McNeil inquired about dog parks. Mr. Whitehill discussed various
aspects ofdog parks. The problems include; liability issues, fees, design, and constant maintenance.
The Town has at least thirteen potential properties but has not chosen to build a dog park. Mr.
Whitehill suggested the possibility that a community group bring its request to the Town Council,
then work with them on the issues ofa dog park.
Discussion:
Mr. Ryan asked when the street lights on Lawyers Row would be installed. The answer was that
installation is scheduled to begin mid-October.
