Minutes
The November 2, 2021 Park Advisory Board (PAB) meeting was called to order by Mike Whitehill, Chair, at
6:00 p.m. in the Centreville Town Hall, 101 Lawyers Row. The following members and staff were present:
Mike Whitehill, Chair; Priscilla Mileski, Vice Chair; Sandy Simpson, Secretary; Gene Magary and Fred
McNeil, Members; Steve Walls, Town Manager; Norma Robinson, Administrative Assistant; and Shelby
Anania, Council Liaison, via phone.

Mr. Magary made a motion, which was seconded by Ms. Mileski, to approve the October 5, 2021
PAII minutes, as presented. The motion passed unanimously.

Old Business:
Wharf Park: Mr. Whitehill stated the electrical work has begun to include lighting. Critical
area planting is complete and will continue to be maintained by Unity Landscaping. The
request-for-bids are out for the three Wharf Park Pavilions; not to exceed $45K per pavilion.
The bids are due November 10,2021. Once the bids are in, they will be emailed to the PAB
for review, comments and recommendation to be presented to Town Council.
Pop Taylor Park: Mr. Whitehill advised that $800 was approved to replenish landscaping at the
Pop Taylor Park but the job has not begun.
Millstream: Acts of vandalism to the observation deck near Goose Landing were reported to the
Town of Centreville. The Department of Public Works have gone out twice to clean up the
graffiti, then the vandals returned a third time. Mr. McNeil asked if more policing could be done
in the area. Mr. Whitehill noted that while new grant funding is becoming available, the pAB
will need to use the current grant funds before the Town can apply for more funding.
Mr. Whitehill stated that Mr. McNeil was not at the last PAB meeting but had done some
research on dog parks. Mr. McNeil presented a packet on dog parks and their advantages and
disadvantages. After further discussion, it was stated that a committee can be formed, then take
their plans and discussion directly to the Town Council for their opinion and blessing to move
forward or not.

New Ilusincss:
Rich Ryan sent an email stating that there are ten Christmas Trees to decorate and there are ten
$oups to decorate. Mr. Ryan asked that the trees be out the week of Thanksgiving for tree
decorating. Mr. Whitehill stated that the Town is working on the street lamps on Lawyers Row and
electric should be installed by Christmas. Atthe end ofthe year or next year, the Town will apply
for grant funds for new sidewalks.
After discussion, the PAB set a date ofSunday, November 28, 2021 to decorate downtown
Centreville. Participants will meet at noon at Town Hall. They asked if the Town Clerk would add
information requesting volunteers in the next email blast. Mr. Whitehill asked if someone from
DPW would meet them at Town Hall on November 28s for access to the building and supplies.
Discussion:
After Ms. Mileski stated that the basketball court at Millstream Park could use some improvement.
Ms. Robinson noted that within the last month she saw game tables at other county parks. Mr.
Whitehill stated adding game tables to our local parks can be included in future projects. The tables
can also be covered within a grant.

Ms. Mileski made a motion, which was seconded by Mr. McNeil, to adjoum. The motion passed
unanimously. The November 2,2021 P AB meeting adjoumed at 6:40 p.m.
