Park Advisory Board Meeting (via zoom)
Minutes
April 5,2022 - 6:00 PM
The April 5,2022 Park Advisory Board (PAB) meeting was called to order by Mike Whitehill, Chair at 6:00 p.m. via
Zoom. The following members and staff were present: Mike Whitehill, Chair; Priscilla Mileski, Vice Chair; Sandy
Simpson, Secretary; and Gene Magary, member; Shelby Anania, Council Liaison; and Norma Robinson, Administrative
Assistant.
Review and Apnroval of Previous Minutes:
a Minutes from the March 1,2022 meeting were emailed for review. Ms. Mileski made a motion, which was
seconded by Ms. Simpson, to approve the March 1,2022 PAB meeting minutes. The motion passed by a
unanimous vote.

Mr. Whitehill advised that the Town received one landscape bid which was from the current contractor.
The contract will take effect April 11,2022. The new contract increased by approximately $1200. The new
landscape maintenance agreement includes all parks and pocket parks and is now a five-year agreement.

Progress has been made on the construction of the pavilions and the weathervanes have been set. There is an
opening at the top of each pavilion for future use of electricity such as adding Christmas lights. The pump-
out facility will be moved away from the Wharf boardwalk as a green marina. Funding for construction of the
bandshell should be included inthe 2024 Community Parks & Playground grant funds. Ms. Mileski asked if
there would be a ribbon cutting. This is something that would be approved and coordinated by the Cenheville
Town Council. The Wharf is indeed a huge improvement project with several amenities to show off. The
handrail was constructed and will be placed along the north side of the boardwalk. The Wharf Park and
pavilions will be handicapped accessible. New power outlets will be installed at the Wharf for future use of
food service trucks. This would eliminate the noise caused by running generators of food trucks.

Mr. Whitehill advised that the Pop Taylor Park could use revitalization of annual plantings. He advised that
there has been no further discussion to install power at the Pop Taylor Park due to the cost. There is no power
outlet at the park at this time.

Signs along Millstream Trail are old, corroded and need to be replaced.

The Department of Public Works (DPW) noticed graffiti spray painted on one of the benches at Millstream
Park. DPW will work to have the graffiti removed.

Millstream Trail has some intrusion of tree roots. Mr. Whitehill will work with a contractor to see what can
be done to remove the tree roots.

The eradication process to clear phragmites along the shoreline of Millstream Park, near the Captains Walk,
Corsica Street and other streets will be completed.

a Mr. Whitehill met with Nancy Scozzari, Chief of Parks & Resource Planning for QAC, regarding future
access to connect the Town trails to Taylor Mill Road. Discussion is ongoing.
a Ms. Simpson reached out to Centreville Elementary School to include the children as part of the Arbor Day
Celebration. The children can leave the school around 9: l5 but must return by 1 1:15am. A timeframe of
9:30 a.m. was set for the Arbor Day Celebration. Mr. Whitehill stated three trees will be planted. Tree guards
were recommended to prevent new trees from being accidently cut down.
a Mr. Whitehill stated that there is no budget for a Harvest Path Edible Trail at this time but the PAB could
work on something for the future.
a Mr. Whitehill advised that the dog park coming to White Marsh Park is in the works by QAC. A letter of
recommendation and support was requested to be sent to the Town Council from the PAB. Mr. Whitehill
discussed a connector trail from North Brook to White Marsh Park. There is a right-of-way agreement by the
Town, which can be used to connect the trails.
New Business:
a Mr. Whitehill opened the floor for the Election of Officers. After polling, the following slate of officers was
created and read aloud by Ms. Robinson. The slate of officers is; Mike Whitehill for Chair, Gene MaGary,
Vice Chair, and Sandy Simpson, Secretary. Mr. MaGary made a motion, which was seconded by Ms.
Mileski, to accept the slate of officers as presented. The motion passed by a unanimous vote.
a Mr. Whitehill advised that the developer, MC Ventures, is working on a project to build homes at the end of
Glendale and Windsor Avenues adjacent to Millstream Trail. There is a small stormwater pond in the
development agreement to catch and collect any water runoff.
Discussion:
a Mr. Whitehill stated that the Centreville Town Council has discussed the sale of some of its properties in the
future. His thought is that the Town should hold on to the land on the left side of Watson Road near the
bridge, which could be used as needed parking spaces at the Wharf.
a The next PAB meeting will be an in-person meeting held at the Wharf.

Mr. Whitehill made a motion, which was seconded by Ms. Simpson, to adjourn. The motion passed unanimously
