Board of Supervisors of Elections August 11, 2020 5:00 p.m. MINUTES The August 11, 2020 Board of Supervisors of Elections meeting was called to order at 5:04 p.m. by Jim Watson, Chair, at the Centreville Town Hall, 101 Lawyers Row. The following members and staff were present: Jim Watson, Chair; John Beskid, Vice Chair; Nancy Weibell, Member; Steve Walls, Town Manager; and Carolyn Brinkley, Town Clerk. Review Certificate of Nomination Ms. Brinkley reported that the following Certificates of Nomination were received: Dale Becraft, Shelby Brown, Robert Hardy, Jr., Jeffrey Kiel, Steven Kline, Anne Lane, Fred McNeil, George Sigler, and Daniel Worth. Ms. Brinkley stated that the Centreville Ethics Commission has reviewed the Certificate of Nomination and Financial Disclosure forms for each candidate and have found them to be in order. Letters were received for each candidate from the Ethics Commission. Ms. Brinkley also reported that she contacted the Queen Anne’s County Board of Elections and confirmed the following for each candidate: active voter, registered for 6 months or more, resident in town for two or more years, and are 25 years or older. She received confirmation from the QAC Board of Elections that each candidate met the qualifications. Mr. Watson made a motion to accept all certificates of nomination for: Dale Becraft, Shelby Brown, Robert Hardy, Jr., Jeffrey Kiel, Steven Kline, Anne Lane, Fred McNeil, George Sigler, and Daniel Worth. Mr. Beskid seconded the motion, which passed unanimously. Discussion There was discussion regarding providing alternative voting options to citizens including a drive-thru option the day of the election; alternate voting sites for absentee ballots on a Saturday to allow more citizens the opportunity to vote. The Board suggested speaking with Mr. Nicholson at the QAC Health Department for a list of guidelines to follow the day of the election. It was suggested to provide the following items: plexiglass, face shields, masks, hand sanitizer. The Board discussed that nine (9) volunteers would be ideal to help meet the needs the day of the election. This would include a hall monitor to check temperatures, face masks, and ensure everyone is remaining a 6-foot distance. It was also suggested that a large sample ballot and a description of the four open seats be provided in the hallway as well. Citizen Comments No citizens were present for comment. Adjourn There being no further business, Mr. Watson made a motion to adjourn the meeting. Mr. Beskid seconded the motion, which passed unanimously.
