5:15 p.m.
MINUTES
The August 20, 2020 Board of Supervisors of Elections meeting was called to order at 5:19 p.m. by Jim
Watson, Chair, at the Centreville Town Hall, 101 Lawyers Row. The following members and staff were
present: Jim Watson, Chair; John Beskid, Vice Chair; Nancy Weibell, Member; Steve Walls, Town
Manager; Sharon VanEmburgh, via phone; and Carolyn Brinkley, Town Clerk.
Review of Minutes
Mr. Watson made a motion to approve the August 11, 2020 meeting minutes, as presented. Mr. Beskid
seconded the motion, which passed unanimously.
Discussion
a. Additional Voting Options
o The Board discussed additional voting options such as: drive through voting, in-person
voting, absentee ballots, etc. It was suggested to not change the way voting takes place
and make it too different that will cause confusion among the voters.
b. Social Distancing Guidelines
o Ensure distancing requirements are marked and election day should be done in a way that
gives everyone a safe feeling.
o Ms. Brinkley will also speak to the County Board of Elections for any signs or
information they have or are planning to have for the Town to use.
o Ms. Brinkley will order face masks, hand sanitizer, Clorox wipes, and pens to use on
Election Day.
c. Candidate Ad
o The candidate ad was reviewed with the Board and there were no changes suggested.
Ms. Brinkley will place it in the September 4th edition of the Record Observer.
d. Absentee Ballots
o It was discussed to communicate, educate, and advertise the absentee ballot process and
allow this to be a safe way for residents to vote.
o The Board discussed offering an “early voting” option for residents by setting up tables at
Town Hall to vote. Since the Town’s Charter does not talk about “early voting”, staff
could offer a table and residents can complete the absentee ballot application form and
then either vote at that time, or return them at a later time.
o Saturday, September 19th from 1 to 4 and Sunday, September 27th from 12 to 3 were
agreed on as days to offer absentee ballots.
e. Election Day Set-Up
o The Board discussed plexiglass partitions to purchase for each station in the room as well
as ensuring the voting booths are spread 6-feet apart.
o Ms. Brinkley will order the partitions and have them set up.
o Ms. Brinkley will be at the Vincit Building at 1:00 on Friday, October 2nd to set up the
room if anyone is interested in helping.
