Centreville Ethics Commission Meeting July 9, 2020 10:00 a.m. MINUTES The July 9, 2020, Centreville Ethics Commission meeting was called to order at 10:18 a.m. at the Town of Centreville, Town Hall, 101 Lawyers Row. The following members and staff were present: Martha Herman, Chair; Carrie O’Connor, Vice Chair; and Lucy Ickes-Marks, Member; Steve Walls, Town Manager; and Carolyn Brinkley, Town Clerk. Approval of Minutes a. January 30, 2020 Ethics Commission Meeting Minutes • The minutes of the January 30, 2020 Ethics Commission Meeting Minutes were not available for review. New Business a. Review of Financial Disclosure Forms • Shelby Brown The Ethics Commission reviewed the financial disclosure statement for errors and omissions for Shelby Brown and was found to be incomplete. The Commission requested Ms. Brown be returned her statement, complete the required information, and return for another review. • Robert R. Hardy, Jr. The Ethics Commission reviewed the financial disclosure statement for errors and omissions for Robert R. Hardy, Jr. and was found to be in compliance. • Jeffrey D. Kiel The Ethics Commission reviewed the financial disclosure statement for errors and omissions for Jeffrey D. Kiel and was found to be in compliance. • Steven K. Kline The Ethics Commission reviewed the financial disclosure statement for errors and omissions for Steven K. Kline and was found to be in compliance. The Commission did question Mr. Kline as a Federal Lobbyist and after reviewing Chapter 54 felt it was not an issue since he is not lobbying on behalf of the Town of Centreville or in the capacity of a Council Member. The Commission asked that this be clarified with the Town Attorney. • Fred M. McNeil The Ethics Commission reviewed the financial disclosure statement for errors and omissions for Fred M. McNeil and was found to be incomplete. The Commission requested Mr. McNeil be returned his statement, complete the required information, and return for another review. Ms. Ickes-Marks made a motion to approve the financial disclosure statements for Robert R. Hardy, Jr., Jeffrey D. Kiel, and Steven Kline, as presented. Ms. O’Connor seconded the motion which passed unanimously. Ms. O’Connor made a motion to request Shelby Brown and Fred M. McNeil provide additional information and resubmit. Ms. Herman seconded the motion, which passed unanimously. The Ethics Commission will meet again on Friday, July 24th at 10:00 a.m. and Thursday, August 6th at 10:00 a.m. at Town Hall. 2020-07-09 Ethics Minutes Page 1 of 2 Motion to Adjourn There being no further business, Ms. Ickes-Marks made a motion to adjourn the July 9, 2020 Centreville Ethics Commission meeting.
