Centreville Planning Commission Work Session May 4, 2022 7:00 p.m. MINUTES The May 4, 2022 Centreville Planning Commission work session was called to order at 7:00 p.m. by Kara Voight, Chair; in the Liberty Building, second floor meeting room. The following members and staff were present: Kara Voight, Chair; Pat Fox, Vice Chair; Tim Zuella, Secretary; Mitchell Delaney, Member; and Nancy Emerick, Alternate Member; Charles ‘Chip’ Koogle, Town Manager; Chris Jakubiak, Town Planner; Paige Tilghman, Economic Development Manager; and Betty Jean Hall, Administrative Assistant. Citizen Comment No citizens provided comments. Discussion a. Comprehensive Plan Discussion – Chris Jakubiak • Mr. Jakubiak provided the Working Draft Centreville Community Plan dated April 27, 2022 that was distributed in member packets. • Mr. Jakubiak presented a power point to provide some context of the main recommendations in the Plan and some of the issues we are grappling with, particularly sewer capacity, during the work session which included the slides below: Page 1 of 5 Page 2 of 5 Page 3 of 5 • 45 EDUs are remaining in Queen Anne’s County making future development potential in Centreville increasingly probable if Centreville is able to expand the existing wastewater treatment facility. • There will not be a proposal to change the growth areas except to extend it out to Rt. 301. Page 4 of 5 • When dealing with growth areas, as a condition of annexation, you could require developers to bring on the necessary public facilities and utilities to serve the project. Historically, that would be water and sewer but going forward it may include broadband or whatever the technology happens to be at that time. • The draft plan shows the property at 425 S. Commerce Street as an environmental corridor, work with the developer at the time of plan review to secure access to a trail through the property to the extent that is possible and ensure that no development encroaches closer to the trail than 50 feet. • There was discussion concerning adding to the Land Use section wording to require annexed land to have a certain percentage of land that must remain open space.
