Centreville Planning Commission Work Session March 3,2021 7:00 p.m. MINUTES The March 3,2021Centreville Planning Commission work session was called to order at7:05 p.m. by Kara Voight, Chair, in the Liberty Building, second floor meeting room. The following members and staff were present: Kara Voight, Chair; Darren Brown, Vice Chair; Pat Fox, Secretary, Vachel Downes, Joseph Cichocki, and Tim Zuella, Members; Tim McCluskey, Town Council President; Steve Walls, Town Manager; Chris Jakubiak, Town Planner; and Betty Jean Hall, Administrative Assistant. Discussion a Comprehensive Plan Discussion a Mr. Jakubiak prepared a draft Municipal Growth section of the Community Plan to review and discuss the relevance for community facility and land use planning during this work session. a The first part of the chapter looks at the baseline and the pipeline. Currently there are no developments in the pipeline. That would be a project that has been approved but has not begun yet. a Zoned Development Capacity - the Capacity of the Town as it exists today to have more households including vacant lots and land that is developable but hasn't yet been developed and may show up in a subdivision. There are 279 acres in different zones within the available Town for development. a A Development Rights and Responsibility Agreement (DRRA) can be negotiated and tied to development outside of the constrictions based on the zoning ordinance until an Adequate Public Facilities Ordinance (APFO) is adopted or until there is ample capacity. Town Council has the right to object water and sewer allocations based on the capacity but there needs to be a plan for making the facilities adequate. Phases can be structured, 50 structures over the next 5 years, or look at the Comprehensive Plan and resize the development zones, make them smaller, or apply a zoning map amendment to reduce the amount of development. a 20o/o remaining capacity is starting to get into the "red zone". When 10% is reached there shouldn't be any more development allowed because there needs to be a reserve for infiltration. a Should an ordinance stating every parcel is entitled to only one equivalent dwelling unit (EDU) regardless of its size be considered? a Should the TND & R-3 zoning districts be changed to R-1 or should there be a new zoning category that has a lower density than R-l? a An expansion to the wastewater treatment plant would typically take four to five years before it would be operational. a The Planning Commission requested Mr. Jakubiak attend a Town Council meeting to express the Planning Commission's position on the future growth of the Town.
