Town Council of Centreville February 3, 2022 7:00 p.m. M I N U T E S The February 3, 2022 Town Council meeting was called to order at 7:00 p.m. by President Steven K. Kline at the Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were present: Steven K. Kline, President; Jeffrey D. Kiel, Vice President; Shelby C. Anania, and Ashley H. Kaiser, Members; Charles (Chip) Koogle, Town Manager; Sharon VanEmburgh, Town Attorney; Clifford (Kip) Matthews, Director of Public Works; Chief Joe Saboury, Centreville Police Department; Krystel Ebaugh, Human Resources Manager; and Carolyn Brinkley, Town Clerk. Following the Pledge of Allegiance and a moment of silence, Ms. Kaiser made a motion to approve the January 20, 2022 meeting minutes, as presented. Ms. Anania seconded the motion, which passed unanimously. Closed Session Statement (i) The Town Council met in closed session on Thursday, January 20, 2022 at 9:13 p.m. at the Liberty Building, 107 N. Liberty Street, 2nd floor meeting room to discuss personnel in accordance with the Maryland Open Meetings Act. (ii) Five members of the Town Council voted to close the session. (iii) The authority to close the session is found in Section 3-305 of the General Provisions Article. (iv) The Town Council discussed the following topics: Personnel – discussed an issue with an employee. Actions: discussed disciplinary actions against an employee. The following members and staff were present: Steven K. Kline, President; Jeffrey D. Kiel, Vice President; Shelby C. Anania and Ashley H. Kaiser, Members; Charles (Chip) Koogle, Town Manager; Sharon VanEmburgh, Town Attorney; and Krystel Ebaugh, Human Resources Manager. The meeting adjourned at 9:23 p.m. Citizens Comments No citizens offered comments. Appearances a. Robert F. Davis, Code Enforcement Officer Mr. Koogle introduced Mr. Bob Davis as the new Code Enforcement Officer with the Town of Centreville. Mr. Davis will be working part-time and has been around already to meet with some businesses and residents. Mr. Davis stated that he is happy to be with the Town and began working on procedures for code enforcement to share with Mr. Koogle for review. The Town Council is pleased to have Mr. Davis onboard. Old Business a. Resolution 01-2022 – Charter Amendment – Repeal Section 523 – Second Reading Mr. Kline read Resolution 01-2022 for the purpose of amending the Town Charter to repeal and replace Section 523 of the Town Charter. A public hearing is scheduled for the February 17th Town Council meeting. b. Ordinance 01-2022 – Purchases and Contracts – Second Reading Mr. Kline read Ordinance 01-2022 for the purpose of adding a new Chapter 105 to the Town Code to establish the procedures and requirements for the consideration and execution of purchases and contracts and matters generally related thereto. A public hearing is scheduled for the February 17th Town Council meeting. New Business a. Walking Trail Master Plan – Michael Whitehill, Chair, Park Advisory Board Mr. Whitehill was present and reviewed the Walking Trail Master Plan, which connects North Brook to Symphony Village, with the Town Council. 2022-02-03-TC Approved Minutes.doc Page 1 of 3 Mr. Kline stated he likes the idea of connecting North Brook and Symphony Village and would like to see a number in the budget to work on completing this master plan. b. Town Hall Updates Mr. Koogle discussed potential updates as they relate to Town Hall. He discussed a few current issues which are peeling paint, lead paint, rotted door, and new carpet. Ms. Kaiser stated if citizens are having a problem with the Council spending money to update Town Hall, to please visit to see the issues in person. c. Council in the Community Mr. Koogle stated that Mr. Johnson previously discussed holding meetings in multiple areas of town to discuss with citizens upcoming projects the Town will be undertaking. Mr. Koogle asked the Town Council to please respond to Mr. Johnson with dates they are available. Reports of Boards and Commissions a. Maryland Municipal League Ms. Kaiser stated she had no report at this time. b. Park Advisory Board Ms. Anania reported that the Tree Board had their annual meeting on February 2nd followed by the Park Advisory Board meeting. April 29, 2022 is confirmed as the Arbor Day Celebration. The Board is planning on obtaining trees to replace ones that have died along the trail as well as plant additional trees along the trail. c. Council of Governments Mr. Kiel reported the next COG meeting is scheduled for February 9th which the Town of Centreville will be hosting. d. Centreville Planning Commission Mr. Kline reported that the Planning Commission held a work session the previous evening on the Comprehensive Plan. He stated that Darren Brown, Chair, resigned as a member of the Planning Commission and the February 16th meeting will be his last meeting. Reports of Department Heads Town Manager: Mr. Koogle reported the following: o Working on a snow removal contract for any contractors the Town may use during a large snow event. He stated that if there is a large weather event, the Town is not able to recover the costs of contractors from FEMA unless a contract is already in place. o Town will be working on the Fats, Oils, Grease (FOG) ordinance and enforcement. He stated there are about three-dozen businesses in food preparation in Town and inspections should be taking place every 90-days. Have reached out to the QAC Health Department to help with these inspections. o The WWTP application for funding to the Maryland Department of the Environment was submitted. Staff are working with Whitman Requardt & Associates (WRA) to amend the Preliminary Engineering Report (PER). There are discussions with Ms. VanEmburgh regarding extending the current contract with WRA. o Recommending adding a section to the Town Code for right of entry for code enforcement. o Ms. Kaiser requested looking at the code and what is allowed to be towed. She stated the code does not make it easy for the police department to tow other items such as boats, RVs, etc. b. Chief of Police Chief Saboury presented the December monthly report. Chief Saboury reported that Sgt. Larrimore is in the process of identifying the second K9 Team for Centreville. K9 Crush will be retiring and K9 Ekk will be joining the department with Sgt. Larrimore once all of his certifications are completed. Other officers are attending additional trainings. Gave an update on the speed trailer. Met with RedSpeed and the speed camera will be moved to Bristol Lane/Little Kidwell Avenue. Mr. Kline asked Chief Saboury the impact to the Police Department after the discussion of the trail system. Chief Saboury stated the biggest concern is ensuring there is access to help assist anyone using 2022-02-03-TC Approved Minutes.doc Page 2 of 3 the trails. He indicated he is supportive of the trails and during the months of nicer weather, would deploy bike patrol. c. Director of Public Works: Mr. Matthews reported the following: New equipment trailer was delivered and Mr. Matthews thanked the Town Council for approving this purchase. Reported on trash for the previous month – 15 streets were missed and of those, 3 were missed at least twice; 27 stops were missed. After reviewing the information, approximately $4,700 will be deducted from the invoice. There was a water leak the previous Friday in which the Public Works Department worked into the early morning hours to fix. A lateral on Windsor Avenue and Belvedere Avenue were replaced. Weather has caused issues with completing scheduled projects. d. Human Resources Manager Ms. Ebaugh reported the following: Selected candidate for Project Manager Began interviewing for the administrative assistant position with Public Works Working on filling 2 Streets positions and 1 Water/Wastewater position e. Town Clerk Ms. Brinkley reported the following: Tree City USA application is completed and will be submitted after signatures are acquired. Sustainable Community Designation application is due February 22nd. Application renewal is required every 5 years and this will be the Town’s third submission. This designation allows the Town to have a Main Street district as well as apply for many funding opportunities. The retention schedule is being finalized and will be submitted to the Maryland State Archives the following week. Citizens Forum No citizens offered comments. Council Roundtable Ms. Kaiser asked everyone to keep Mr. Johnson in your prayers as he is having personal health problems. She stated that she appreciates all Department Heads attending the Town Council meetings. Ms. Anania stated the water was shut down for a little while this week on Belvedere Avenue but was quickly restored and thanked Mr. Matthews and his staff for completing this so quickly. Mr. Kiel thanked Mr. Matthews and his staff for their work during the snow. Thanked Chief Saboury and his officers for the speed trailer on 4-H Park Road. Thanked Mr. Koogle for getting the request for funding letter out to the State. Mr. Kline stated that Centreville has a litter problem. He asked everyone to have respect for our community and to take the time to pick-up trash. He stated the previous Town Manager was invested in the concept of returning alleys to property owners. He asked the status of this and what needs to happen. Mr. Koogle stated staff is working with Ms. VanEmburgh on creating a solution. Motion to Adjourn There being no further business, Ms. Kaiser made a motion to adjourn the February 3, 2022 Town Council meeting. Mr. Kline seconded the motion, which passed unanimously.
