Advisory Committee recommendations to the Town Council (Feb 20, 2020) presenting options to change council terms and structure — three primary alternatives: maintain 3‑year staggered terms, two different 4‑year term schedules with an “off” year, or a 2‑district/3‑year hybrid — with notes on required charter amendments, specific transition term lengths for seats, and an implementation timeline. The committee reported compliance with Maryland Open Meetings, work with Town Attorney Sharon VanEmburgh, election of Eric Johnson as Chair, and recommended substantial marketing and communication (email alerts, web page, social media) to inform citizens.
