MINUTES
The May 3, 2023 Centreville Planning Commission work session was called to order at 7:00 p.m. by Kara Willis, Chair,
in the Liberty Building, second floor meeting room. The following members and staff were present: Kara Willis, Chair;
Tim Zuella, Vice Chair; Mitchell Delaney, Secretary; Steven K. Kline, Town Council President; Daniel B. Worth,
Council Member and Betty Jean Hall, Administrative Assistant.

Discussion
a. Comprehensive Plan Discussion
• Mr. Delaney stated the important elements of the Planned Unit Development (PUD) language that he
liked: mixed use, variety of housing forms, the idea of commercial space with a big caveat on limited
though possible, significant open space, language flexibility that gives power to the Planning Commission
such as density and canopy cover.
• Mr. Delaney’s challenges with the PUD are agriculture counting as open space, the PUD seems to place
more emphasis on parking rather than walkability, the PUD allows woonerfs to be a substitution for
sidewalks.
• Mr. Kline stated we do not need the infill lots to be identified as an overlay district to use the PUD. That
is an argument against tying our hands by making all five infill lots mandatory overlay districts.
• Ms. Willis stated it would not be insurmountable to have some allowances within the subdivision
regulations to give developers an idea of what we are looking for.
• Ms. Willis suggested to state in the Comprehensive Plan: We recommend a new zoning district be
created for infill development parcels that would allow for more flexibility than the current zoning code
allows. Also, independent of the that, say the PUD should be revisited.
• List of to do items: reorganization of the chapters within the draft Comprehensive Plan, a list of
acronyms and a list of the fold-out maps that are supposed to be at the end of the Plan.
• A photo of the proposed Technology Enterprise District was presented by Ms. Willis. Those in
attendance agreed it is indicative of the campus-like setting that has been envisioned.
Council Member Report
Mr. Kline stated the Council included in the budget funds to have the Planning Commission meetings on QACTV
however, the Board of Education meets at the same time so the Planning Commission meetings cannot be streamed live
but can be recorded. QACTV is at capacity right now so it is not coming any time soon.
