Centreville Planning Commission May 17, 2023 7:00 p.m. MINUTES The May 17, 2023 Centreville Planning Commission meeting was called to order at 7:00 p.m. by Kara Willis, Chair; in the Liberty Building, second floor meeting room. The following members and staff were present: Kara Willis, Chair; Tim Zuella, Vice Chair; Mitchell Delaney, Secretary; Pat Fox and Jeff Kiel, Members; Steven K. Kline, Town Council President; Daniel B. Worth, Council Member; Sharon VanEmburgh, Town Attorney; Chris Jakubiak, Town Planner; and Betty Jean Hall, Administrative Assistant. Appearances a. Final Site Plan Review – Proposed Queen Anne’s County Board of Education Bldg. – Jeremy Kline, WGM Architects and Kevin Shearon, DMS & Associates • Mr. Jeremy Kline stated since the last presentation before the Planning Commission with the informal architectural update the proposed project received Board of Appeals approval. • Mr. Shearon recapped the project stating the property is a little over 7 acres with about half being utilized for this development. It is surrounded by public roads, is not in the critical area and is owned by the Queen Anne’s County Commissioners. • A supplemental lighting plan was submitted that indicates the height of the light poles at 12 feet in accordance with the Town Code. • There is a crosswalk at the High School and one at the shopping center. • A bike rack is being incorporated into the site plan. • Mr. Jeremy Kline picked up the presentation stating a pedestrian connection would be placed on the site plan with a note stating the final location to be determined with the owner during construction to allow flexibility as to where that connection happens. • Mr. Jakubiak stated the illumination plan is well done and shows no light trespass. • The most important sidewalk connections are opposite the county office building and opposite Little Kidwell Avenue extended. A sidewalk off the northern corner where the courtyard/patio is located towards ACME/Railroad Avenue is advisable. • Mr. Jeremy Kline stated the staff of the Board of Education has indicated they are not in favor of a sidewalk on the northern edge because they do not want to give the impression that the courtyard is available for general public use whereas a connection to a public sidewalk could imply that. • Mr. Jakubiak suggested to get the right-of-way in alignment with the road which would allow the future round-a-bout at the intersection of Rt. 304 and John Andrews Blvd. If the Planning Commission is amenable to this type of approach that a condition be adopted that a right-of-way dedication agreement be worked out with the Town Attorney that would effectuate this in a way that she felt was acceptable. If there are obstacles that are uncovered while working with the Board of Education the Town Attorney and staff would work to resolve those issues. • A note should be added to the plan stating that the connection/easement will be made at such time as the southern part of the lot is improved and developed. • The landscaping plan needs more information on types of plants, species and number that are planted. Perhaps look at the planting plan of the YMCA and the County office building to create a beautiful campus setting. • Mr. Jeremy Kline stated he does believe the intent of the Board of Education is to include EV chargers on the site. • Ms. Willis moved to conditionally approve the site plan of the Queen Anne’s County Public Schools Board of Education on Vincit Street with the following conditions attached and Chris Jakubiak’s memo dated May 12, 2023 with the addition under point 1 of the conclusion to add the sentence Ideally an agreement should be executed creating a right-of-way dedicated to the town along the southwest side of 304 and the northernmost corner at Vincit Street and Kidwell Avenue. Mr. Zuella seconded the motion, which passed unanimously. Page 1 of 3 b. Election of Officers • Ms. VanEmburgh announced the offices of Chair, Vice Chair and Secretary were up for election. • Ms. Willis was nominated for the office of Chair and unanimously approved. • Mr. Zuella was nominated for the office of Vice Chair and unanimously approved. • Mr. Delaney was nominated for the office of Secretary and unanimously approved. Old Business a. Draft Comprehensive Plan Discussion • Mr. Delaney has started on the acronym list and will email to the other members when it is complete. • Ms. Willis reiterated the commission has spoken about reducing the growth area on the western side of Centreville. After another review of that growth area she believes the better thing to consider may be to follow the existing parcel line of the property that is currently half within Town limits. • Mr. Jakubiak stated the portion of the parcel outside Town limits is dedicated open space. • Mr. Kline stated the parcel is within the Critical Area. • Consensus to reduce the growth area following the existing parcel line was reached. • Ms. Willis displayed the new Technology Enterprise District (TED) photo for the members that were not in attendance at the last work session. • Ms. Willis suggested modifications be made to the Growth Area, Municipal Growth and Future Land Use chapters where infill development is concerned. Specifically in the Municipal Growth chapter leaving the language in the Planned Unit Development (PUD) and recommending the PUD language in the zoning code be revised. • Ms. VanEmburgh requested the track changes text to review so she can make recommendations on the text to add concerning discretionary use of the PUD. • Ms. Willis stated the density for infill parcels that are already within Town limits needs to be decided upon amongst the members. • Mr. Jakubiak and Ms. VanEmburgh commented on State mandates of 3.5 units per acre of density must be met for funding. Miscellaneous Business / Correspondence a. State Clearinghouse Project MD20230428-0341 Mr. Kline stated the project is concerning an almost eight-acre parcel on S. Commerce St. owned by the State of Maryland which is contiguous to other lands owned by the Town of Centreville where the Town has budgeted for trails. The Town is interested in obtaining this land from the State and it is now going through a clearinghouse process. The property will be sold to either Queen Anne’s County or the Town of Centreville for the average of two appraisals. Adjournment There being no further business, Ms. Willis moved to adjourn the May 17, 2023 Planning Commission meeting. Ms. Fox seconded the motion, which passed unanimously.
