Centreville Planning Commission
Special Meeting
August 2, 2023
7:00 p.m.
MINUTES
The August 2, 2023 Centreville Planning Commission Special meeting was called to order at 7:00 p.m. by Kara Willis,
Chair; in the Liberty Building, second floor meeting room. The following members and staff were present: Kara Willis,
Chair; Tim Zuella, Vice Chair; Mitchell Delaney, Secretary; Nancy Emerick and Jeff Kiel, Members; Steven K. Kline,
Town Council President; Daniel B. Worth, Council Member; Sharon VanEmburgh, Town Attorney; and Betty Jean Hall,
Administrative Assistant.
Chair’s Announcements
Ms. Willis offered condolences to the family and friends of Patricia Cipriano who passed on July 28. Patricia served on
the Planning Commission from January 2020 through April 2022.
Old Business
• Ms. VanEmburgh supplied the following edits which were reviewed and implemented during the special
meeting:
o Page 6, Abbreviations, Planned Business Development abbreviation should be PBD not PCD
o Page 13 under Housing Units, 5th line, “its” should be “it’s”. In the 7th line, “428” should be
“1375”
o Page 18, under Forecast 2040, second paragraph, 2nd line from bottom, add “as” after “adjust”
and before “it”
o Page 21, 2nd paragraph from bottom, 5th line, add “to” after “connection” and before “the”
o Page 22, paragraph above picture, last line, add “and” after “tax,” and before “supply”
o Page 26, second bullet says apartments are designed “multi-family residential” on map, but map
uses term “Residential High Density”. Either one works but should be consistent.
o Page 30, last line “were” should be “where”
o Page 37 first paragraph and Page 38 last paragraph before A Plan for Housing, Maryland law
adds protections for sexual orientation, gender identity, marital status, and source of income for
fair housing. These should be added in.
o Page 42, Public Schools, in the second line, Centreville Middle enrollment should be 83.5%
o Page 45, second full paragraph, third line, add “a” after “maintains” and before “set”. Also, on
next line “Design Standards” should be “Design Guidelines”
o Page 51, 3rd line down “Rover” should be “River”
o Page 52, Ensure Abandoned Wells are Closed paragraph, 1st sentence, add “of” between
“Department” and “Health”
o Page 59, A Town Forestry Program paragraph, 1st sentence should begin Town implementation
of a forestry program would promote. Same paragraph, sentence starting with In 2021,
“recommend” should be “recommended”
o Page 61, 2nd to last paragraph from bottom, 2nd line, add “to” after “it” and before “arterial”
o Page 64, Local Streets paragraph, 5th line, “they” should be “there”
• Additional changes implemented during the special meeting included the following:
• Page 16, the table should be labeled Table 3
• Page 22, Employment Areas, Economic Development should be changed to bold blue text, add black
subheading Technology Enterprise District
• Page 22, first sentence under Technology Enterprise District, delete first sentence and move second
sentence after third sentence.
• Page 23, change subheading to Commercial: MD Route 304 Corridor

• Page 34, change first full paragraph to read: The same assessment can be for owner occupied housing. As
of early 2023, for a house valued at the current estimated median sales price of $354,00015 a household
would pay about $2,555 per month, in mortgage, taxes, and insurance, exceeding the 30% affordability
standard.
• Change all occurrences of the word percentage to the percent symbol for continuity.
• Page 45, under Police and Fire Protection, 2nd paragraph, change first sentence to read: The Goodwill Fire
Company provides fire protection and emergency services in Centreville and within a larger service area
in central Queen Anne’s County.
• Page 59 remove “and the intensification” in second sentence after “redevelopment” and before “of” under
Protect Stream Buffers
• Page 73, 2nd bullet, change the first two lines of text to read: Consider incorporation within the Zoning
Ordinance of language to require testing and documentation of the traffic carrying capacity of streets and
• Page 33, Affordability in Centreville was discussed at length. The requirements of how much
information is required to be included in the Comprehensive Plan was not readily available due to Mr.
Jakubiak’s absence. Ms. VanEmburgh will research this.
• Mr. Delaney moved to close the record from the November Public Hearing Draft Town of Centreville
Comprehensive Plan: 2040. Mr. Zuella seconded the motion, which passed unanimously.
• Ms. Willis moved to forward the 2040 Comprehensive Plan Draft as amended to the Town Council for
review. Mr. Delaney seconded the motion, which passed unanimously.
Council Member Report
Council President Kline stated the Town Council will hold a Public Hearing for the Comprehensive Plan on Thursday,
September 21st.
Adjournment
There being no further business, Ms. Willis moved to adjourn the August 2, 2023 Planning Commission Special
meeting. Mr. Delaney seconded the motion, which passed unanimously. The meeting adjourned at 8:28 p.m.
