Town Council of Centreville Reorganization Meeting October 5, 2023 7:00 p.m. M I N U T E S The October 5, 2023 Town Council meeting was called to order at 7:00 p.m. by President Steven K. Kline at the Vincit Building located at 110 Vincit Street, QAC Planning & Zoning meeting room. The following members and staff were present: Steven K. Kline, President; Ashley H. Kaiser, Vice President; Eric B. Johnson, Jr., Daniel B. Worth, and Jim A. Beauchamp, Members; Jeffery D. Kiel, Member-Elect (via Zoom); Karen Luffman, Finance Officer; Chief Robert Hobbs, Centreville Police Department; Lt. Charles A. Larrimore, Centreville Police Department; Lt. Charles E. Harris, Centreville Police Department; Sharon VanEmburgh, Town Attorney; and Carolyn Brinkley, Town Clerk. Following the Pledge of Allegiance and a moment of silence, Mr. Beauchamp made a motion to approve the September 21, 2023 meeting minutes, as amended. Ms. Kaiser seconded the motion, which passed unanimously. Citizens Forum No citizens offered comments. Report of the Board of Supervisors of Elections Mr. James Watson, Chair, Board of Elections, read the October 2, 2023 Certification of Election Results, confirming the election of Jeffery D. Kiel for a three-year term to the Town Council. Mr. Kline thanked Jim Watson, Jennifer Holdgreve, and Nancy Weibell, members of the Board of Supervisors of Elections, for their service during the election. Mr. Johnson made a motion to accept the Certification of Election Results by the Board of Supervisors of Elections. Mr. Beauchamp seconded the motion, which passed unanimously. Mr. Kline stated his pleasure serving on the Town Council for the past three years. Swearing In of New Town Council Members Ms. Katherine Hager, Clerk of the Circuit Court for Queen Anne’s County, administered the oath of office for Jeffery D. Kiel as Centreville Town Council Member, the previous day, October 4, 2023. Ms. Katherine Hager, Clerk of the Circuit Court for Queen Anne’s County, administered the oath of office for Ashley H. Kaiser as Centreville Town Council Member. Certification of Oath Administration Ms. Brinkley read the certification of Oath Administration for Jeffrey D. Kiel and Ashley H. Kaiser, as administered by Katherine Hager, Clerk of the Circuit Court. Mr. Worth made a motion to accept the Certification of Oath Administration for Jeffrey D. Kiel and Ashley H. Kaiser. Mr. Beauchamp seconded the motion, which passed unanimously. The Council Members thanked Mr. Kline for his service and tenure on the Town Council and appreciated how he conducted meetings. Seating of New Council Member Ms. Kaiser remained on the dais as a re-elected Council Member and Mr. Kiel will take his seat at the October 19th Town Council meeting. Election of the Council President 2022-2023 Mr. Johnson made a motion that Ashley H. Kaiser be elected President of the Town Council, 2023-2024. Mr. Beauchamp seconded the motion, which passed unanimously. Ms. Kaiser thanked the Town Council and stated that she looks forward to a good year. Election of the Council Vice President for 2022-2023 Ms. Kaiser made a motion to elect Eric B. Johnson, Jr. as Vice President of the Town Council, 2023-2024. Mr. Worth seconded the motion, which passed unanimously. 2023-10-05-TC-Reorganization-Approved-Minutes Council Appointments Mr. Beauchamp made a motion to appoint Sharon VanEmburgh as Centreville Town Attorney for 2023-2024. Mr. Johnson seconded the motion, which passed unanimously. Mr. Worth made a motion to appoint Karen Luffman as Finance Officer for 2023-2024. Mr. Johnson seconded the motion, which passed unanimously. President’s Appointments Ms. Kaiser appointed Mr. Worth as Town Council liaison to the Centreville Planning Commission. Ms. Kaiser appointed herself as Town Council liaison to the Park Advisory Board. Ms. Kaiser appointed Mr. Johnson as Town Council liaison to Economic Development. Ms. Kaiser appointed Mr. Kiel as the Town Council liaison and voting member of the Queen Anne’s County Council of Governments. Ms. Kaiser appointed Mr. Beauchamp as Town Council liaison to the Maryland Municipal League. Citizens Comments No citizens offered comments. Presentation Mr. Johnson made the following presentation: There was consensus from the Town Council to move forward with using the task management tool to track tasks and priorities of the Town Council. 2023-10-05-TC-Reorganization-Approved-Minutes Motion to Adjourn Mr. Beauchamp made a motion to adjourn the October 5, 2023 Town Council Reorganization meeting.
