Town Council of Centreville Work Session October 26, 2023 6:00 p.m. M I N U T E S The October 26, 2023 Town Council work session was called to order at 6:00 p.m. by Vice President Eric B. Johnson, Jr. at the Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were present: Ashley H. Kaiser, President (attending by Zoom); Eric B. Johnson, Jr., Vice President; Daniel B. Worth and Jeffrey D. Kiel, Members; Carolyn Brinkley, A/Town Manager; Stacey Dahlstrom, Town Planner; Kara Willis, Planning Commission Chair; and Betty Jean Hall, A/Town Clerk. Citizens Comments No citizens offered comments. Discussion a. Town of Centreville Comprehensive Plan: 2040 • Mr. Worth – pg. 57: change the IDA designation on the Carter Farm property to LDA • Ms. Kaiser – pg. 35: change the low-income designation to mixed income • Mr. Worth – pg. 29: the R-1 designation on the Carter Farm parcel should be changed to TND and the TND language should be placed back in the comprehensive plan; PUD concept to be reviewed. Ms. Willis added, this will change language in the Land Use chapter. • Mr. Worth – pg. 18: Figure 12, Growth Areas: keep growth area 8 in the plan as it is within walking distance to the business park; leave growth area 9 out. • Mr. Johnson – A traffic study should be completed for Rt. 213; add to the budget for next fiscal year. • Mr. Johnson – Replicate and update Table 5-1 Future Water and Wastewater Needs to replace Table 2 graph on page 14. • Ms. Dahlstrom – pg. 46: move recommendations to the front of the plan and strengthen language.
