Centreville Planning Commission Work Session November 1, 2023 7:00 p.m. MINUTES The November 1, 2023 Centreville Planning Commission work session was called to order at 7:00 p.m. by Kara Willis, Chair; in the Liberty Building, second floor meeting room. The following members and staff were present: Kara Willis, Chair; Tim Zuella, Vice Chair; Mitchell Delaney, Secretary; Pat Fox, Nancy Emerick and Wendy Emerson, Members; Daniel B. Worth, Town Council Member; Sharon VanEmburgh, Town Attorney, and Betty Jean Hall, Administrative Assistant. Discussion a. Draft Comprehensive Plan Discussion • The page numbers referenced below are of the document from the November 1, 2023 packet. • Pg. 1 – replace Table 2 with Table 5-1 • Pg. 3, last paragraph, 2nd sentence - The current seasonal stream discharge to Gravel Run should be evaluated for year-round discharge as may be approved by all interested regulatory agencies. The outfall would need to be extended into the Corsica River west of the Watson Road Bridge. • Pg. 4, first paragraph, 3rd sentence – An explanation of this sentence is needed from the Town Planner. The commission members are not familiar with a Tier Map. • Pg. 8, sentence to be added at the end of first full paragraph – Additionally, the southern boundary in the area between Rolling Bridge Road and Symphony Village has been enlarged to abut the existing Mill Stream branch. • Pg. 8, language to be added after 2nd full paragraph – The Growth Area is enlarged along the southern side so that it now follows the stream rather than the planned Taylor Mill Road Extended. With this change, the Town could allow development to occur on both the north and south sides of Taylor Mill Road Extended which would facilitate the upgrade of this road by the private sector. Further, using natural features like a stream to establish the boundary is consistent with how the Centreville growth area is drawn elsewhere. • Check with Queen Anne’s County greenbelt for consistency on their Comprehensive Plan, especially if the area adjacent to Millstream is being considered for the Growth Area. • Pg. 10, last paragraph is incomplete. • A work session will be held on Wednesday, December 6.
