TOWN COUNCIL OF CENTREVILLE
ORDINANCE 03-2024
AN ORDINANCE OF THE TOWN COUNCIL OF CENTREVILLE FOR THE
PURPOSE OF UPDATING THE BUILDING CODES OF THE TOWN OF
CENTREVILLE AND PROVIDING FOR AMENDMENTS THERETO
WHEREAS, the Town Council of Centreville is authorized by § 5-211 of the Local
Government Article of the Annotated Code of Maryland to adopt a building code within the
Town of Centreville; and
WHEREAS, Section 301 of the Charter of the Town of Centreville authorizes the Town
Council to adopt building and plumbing codes; and
WHEREAS, the Maryland Department of Labor in COMAR 09.12.51.04 has adopted
the 2021 International Building Code with amendments, the 2021 International Residential
Code for One- and Two-Family Dwellings with amendments, and the 2021 International Energy
Conservation Code with amendments; and
WHEREAS, the Town of Centreville is required by §12-505 of the Public Safety Article
of the Annotated Code of Maryland to implement and enforce the most current version of the
building codes and any local amendments within 12 months after adoption by the State.
NOW, THEREFORE, be it ordained by the Town Council of Centreville:
Section 1. Chapter 28, Sections 1 shall be repealed and re-enacted as follows:
§ 28-1. Adoption of standards by reference. [Amended by Ord. No. 03-2024]
Except as amended by § 28-2 through § 28-5 herein, the following codes are hereby adopted as
the Building Codes for the Town of Centreville as if the codes were set out in full in this chapter:
A. The International Building Code, 2015 2021 edition, as amended by § 28-2 and
including the State modifications provided in COMAR 09.12.51.04, including only
Appendix F, Rodent proofing, and Appendix G, Flood-resistant construction. All other
appendix chapters are expressly not adopted by this chapter.
B. The International Energy Conservation Code, 2012 2021 Edition, as published by
International Code Council, Inc. including the State modifications provided in COMAR
09.12.51.04.
C. The Life Safety Code NFPA 101 Life Safety Code, 2009 2018 Edition, as published by
the National Fire Protection Association.
D. The National Electrical Code, 2014 Edition, The NFPA 70 National Electrical Code
2017, as amended.
E. The Maryland Accessibility Code for the Handicapped, Code of Maryland Regulations
05.02.02 set forth in COMAR 09.12.53, as amended.

F. The Maryland 2021 International Plumbing Code, including the State modifications
provided in COMAR Code of Maryland Regulations 09.20.01.02, as amended.
G. The International Property Maintenance Code, 2009 2012 Edition, as amended as by
§ 28-4 and including the State modifications provided in COMAR 09.12.54.
H. The International Residential Code, 2015 2021 Edition, as amended by § 28-5 and
including the State modifications provided in COMAR 09.12.51.04.
Section 2. Chapter 28 Section 3 shall be deleted and show as (Reserved).
Section 3. If any section, subsection, sentence, clause or phrase of this ordinance or of the codes
hereby adopted are, for any reason, held to be unconstitutional, such decision shall not affect the
validity of the remaining portions of this Ordinance or those codes.
Section 4. This Ordinance shall become effective twenty (20) days after its enactment.
