March 12, 2020
7:00 p.m.
TOWN COUNCIL REORGANIZATION MEETING
M I N U T E S
The March 12, 2020 Town Council reorganization meeting was called to order at 7:00 p.m. by President Jim A.
Beauchamp at the Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members
and staff were present: Jim A. Beauchamp, President; Jeffrey C. Morgan, Vice President; Timothy E. McCluskey,
Member; Joshua E. Shonts, Member-Elect; Steve Walls, Town Manager; Clifford Matthews, Director of Public
Works; Chief Kenneth N. Rhodes, Centreville Police Department; Sharon VanEmburgh, Town Attorney; Carol
D’Agostino, Main Street Manager; Paige Tilghman, Economic Development Manager; and Carolyn Brinkley, Town
Clerk.
Following the Pledge of Allegiance and a moment of silence, Ms. Katherine Hager, Clerk of the Circuit Court,
administered the oath of office for Joshua E. Shonts as Council Member.
Citizens Comments
Bob Pino, Water Street and Joe Brown, Concerto Avenue, offered comments.
After some discussion, Mr. McCluskey made a motion to approve Bob Pino’s recommendation for six (6) televised
Town Council meetings that have been paid for by citizens. Mr. Morgan seconded the motion, which passed
unanimously.
Mr. Beauchamp thanked everyone for their support during his time as a Centreville Town Council Member and is
very proud of the accomplishments he has been a part of while in office.
Certification of Oath Administration
Ms. Brinkley read the certification of Oath Administration for Joshua E. Shonts, as administered by Katherine Hager,
Clerk of the Circuit Court.
Mr. Morgan thanked Mr. Beauchamp for all his hard work on the tax-set off as well as leading the town during a
tumultuous time.
Mr. McCluskey read a summary of Mr. Beauchamp’s life and accomplishments and thanking him for his time on the
Town Council. The Town Council presented Mr. Beauchamp with a “Key to the City” in appreciation for his service
to the Town of Centreville.
Seating of New Council Member
Mr. Josh Shonts took his seat as an official member of the Town Council of Centreville.
Election of the Council President
Mr. McCluskey made a motion to elect Jeffrey C. Morgan as President of the Town Council. Mr. Shonts seconded
the motion, which passed unanimously.
Election of the Council Vice President
Mr. Morgan made a motion to elect Timothy E. McCluskey as Vice President of the Town Council. Mr. Shonts
seconded the motion, which passed unanimously.

President’s Appointments
Mr. Morgan appointed Mr. McCluskey as Town Council liaison to the Centreville Planning Commission. Mr.
Morgan appointed Mr. Shonts as Town Council liaison to the Park Advisory Board. Mr. Morgan appointed himself
as the Town Council liaison and voting member of the Queen Anne’s County Council of Governments.
The Town Council took a 10-minute recess at 7:15 p.m. from the Reorganization meeting.
The Town Council resumed their regular meeting at 7:28 p.m.
COVID-19 Policy
After some discussion, Mr. McCluskey made a motion that the Town of Centreville will follow the policies of Queen
Anne’s County as they relate to COVID-19. Mr. Shonts seconded the motion, which passed unanimously.
Draft Charter Amendments Discussion
Ms. VanEmburgh reviewed Resolutions 01-2020 through 11-2020 for the purpose of amending the Town Charter to
revise the provisions as they relate to the increase of Town Council members from three to five and matters generally
related thereto.
By consensus, the Town Council were in agreement to move forward with Resolutions 01-2020, 02-2020, 06-2020,
07-2020, 08-2020, 09-2020, and 10-2020. The following resolutions will be deleted: 03-2020, 04-2020, 05-2020,
and 11-2020. All resolutions will be re-numbered, as needed.
Citizen’s Comments
Bob Pino, Water Street and Niki Pino, Water Street, offered comments.
Council Roundtable
Mr. Shonts stated that he is glad to be on the Town Council and would like to see more transparency, making
transitions easier for the public. He hopes that he can help bridge that gap.
Mr. McCluskey stated that this is one of his favorite meetings because it means democracy is working; showing a
peaceful transition of power.
Mr. Morgan stated that more information will be available on how the County will be holding public meetings and
these may affect the March 19th Town Council meeting.
Motion to Adjourn
Mr. McCluskey made a motion to adjourn. Mr. Shonts seconded the motion, which passed unanimously. The March
12, 2020 Town Council Reorganization meeting adjourned at 7:56 p.m.
