Town Council of Centreville September 3, 2020 7:00 p.m. M I N U T E S The September 3, 2020 Town Council meeting was called to order at 7:00 p.m. by President Jeffrey C. Morgan at the Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were present: Jeffrey C. Morgan, President; Timothy E. McCluskey, Vice President; Steve Walls, Town Manager; Acting Chief Lt. Conrad Meil, Centreville Police Department; Clifford Matthews, Director of Public Works; Carol D’Agostino, Main Street Manager; and Carolyn Brinkley, Town Clerk. Following the Pledge of Allegiance and a moment of silence, Mr. McCluskey made a motion to approve the August 13, 2020 minutes, as presented. Mr. Morgan seconded the motion, which passed unanimously. Closed Session (i) The Town Council met in closed session on Thursday, August 24, 2020 at 6:30 p.m. at Town Hall, 101 Lawyer’s Row to discuss personnel in accordance with the Maryland Open Meetings Act. (ii) Two members of the Town Council voted to close the session. (iii) The authority to close the session is found in Section 3-305 of the General Provisions Article. (iv) The Town Council discussed the following topics: Personnel – discussed an employment agreement Actions: On a motion by Mr. McCluskey and seconded by Mr. Morgan, the draft employment agreement for the Chief of Police position was approved as presented. The motion passed unanimously. The following members and staff were present: Jeffrey C. Morgan, President; Timothy E. McCluskey, Vice President; and Steve Walls, Town Manager The meeting adjourned 6:41 p.m. Citizens Comments No citizens comments were received. Old Business a. Centreville Day Ms. D’Agostino reported that at this time, the Centreville Day Volunteer Committee is discussing possibly holding a partial live, partial virtual event for Centreville Day. She indicated that she still does need to speak with Dr. Ciotola, Health Officer of Queen Anne’s County Department of Health, on his thoughts on the event. The Town Council indicated they are looking at this event the same as the Drink Maryland event; do not want to see a “watered down” version of the event which could be detrimental to it in the future. Ms. D’Agostino thanked the Town Council for their comments and will let them know what will be considered after she speaks with Dr. Ciotola. b. In-Person Farmers’ Market Ms. D’Agostino reported that the Friends of the Farmers’ Market volunteer group is planning a one-time, live event on Sunday, September 27th from noon to 3:00 p.m. Currently, there are seven (7) farmers/producers signed up to participate. A brunch would also be a part of the event with a small dining area created with 4 to 5 tables. The food portion of this event is only open to Centreville restaurants. There are currently two (2) food trucks signed up and a few restaurants. Ms. D’Agostino is in the process of contacting other restaurants to find out their interest in the event. She stated this would take place on Lawyer’s Row and is requesting the shut-down of the street from the Town Council. By consensus, the Town Council was in agreement to shut down Lawyer’s Row on Sunday, September 27th for this event. Mr. McCluskey stated he thought this was a fantastic idea. Mr. Morgan stated the he was good with the event as long as there was enough space between the tables. 2020-09-03-TC Approved Minutes.doc Page 1 of 5 Ms. D’Agostino stated the regulations are 6-feet between tables (from chair to chair) and she is planning on 10-feet between tables (from chair to chair). c. Additional Voting Options Ms. Brinkley reported that the Board of Supervisors of Elections met and decided that they would hold two weekend days to allow citizens the opportunity to complete an absentee ballot if they were not comfortable coming on Election Day. She stated that Saturday, September 19th from noon to 3:00 p.m. in front of Town Hall, absentee ballots will be available for citizens to come and complete. Also, as part of the live Farmers’ Market event, a table will be set up on Sunday, September 27th from noon to 3:00 p.m. in front of Town Hall. Ms. Brinkley also stated that anyone who has already received an absentee ballot and has not returned it yet, will have the opportunity to drop their ballot off on one of these two days, as well. New Business a. Resolution 10-2020 – Revision to Right-of-Way Permit Fee Mr. Walls read Resolution 10-2020 for the purpose of amending the fee schedule to add fees for permits in the right of way, permits for small cell facilities in the right of way, permits for new poles, and annual right of way fees. Mr. Walls reported that the Town has been contacted by several companies with regards to work within the right of way; small cell and non-small cell companies. He stated that staff felt the descriptions and fees needed to be amended to offer a better explanation of the intent and purpose of the fees. Mr. McCluskey made a motion to approve Resolution 10-2020 for the purpose of amending the fee schedule to add fees for permits in the right of way, permits for small cell facilities in the right of way, permits for new poles, and annual right of way fees. Mr. Morgan seconded the motion, which passed unanimously. Town Manager Mr. Walls reported the following: Working on developer agreements. Working on building permits and zoning matters. b. Chief of Police Report Acting Chief Lt. Meil presented the August 2020 status report for the Council, staff, and public. He also thanked the Council for the acknowledgement as acting chief but stated that the credit should be given to the officers as they have been outstanding during this transition. c. Council Roundtable Mr. McCluskey congratulated Joe Saboury as the new Chief of Police and thanked the Acting Chief, Lt. Meil and the officers of the Centreville Police Department for all their hard work. Mr. McCluskey reported that the Maryland Women’s Museum has moved to the Turpins Farm from Bloomfield Farm and the new council will need to consider introducing a text amendment to allow for museums in Centreville. He stated, not only for the Maryland Women’s Museum, but any future museum that would like to come to Centreville, would not be permitted under the current zoning. Mr. Morgan also congratulated Joe Saboury as the new Chief of Police and thanked Acting Chief Lt. Meil and passed his appreciation to the officers. Motion to Adjourn There being no further business, Mr. McCluskey made a motion to adjourn the September 3, 2020 meeting. Mr. Morgan seconded the motion, which passed unanimously.
