Town Council of Centreville March 4, 2021 7:00 p.m. M I N U T E S The March 4, 2021 Town Council meeting was called to order at 7:00 p.m. by President Timothy E. McCluskey at the Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were present: Timothy E. McCluskey, President; Steven K. Kline, Vice President; Robert R. Hardy, Jr., Jeffrey D. Kiel, and Shelby C. Anania, Members; Steve Walls, Town Manager; Chief Joe Saboury, Centreville Police Department; Clifford Matthews, Director of Public Works; Sharon VanEmburgh, Town Attorney; Chelsey Townsend, Administrative Assistant, Centreville Police Department; and Carolyn Brinkley, Town Clerk. Following the Pledge of Allegiance and a moment of silence, Mr. Kline made a motion to approve the February 25, 2021 meeting minutes, as amended. Ms. Anania seconded the motion, which passed unanimously. Closed Session Statement (i) The Town Council met in closed session on Thursday, March 4, 2021 at 6:34 p.m. to consult with counsel to obtain legal advice on a legal matter and discuss personnel matters in accordance with the Maryland Open Meetings Act. (ii) All five members of the Town Council voted to close the session. (iii) The authority to close the session is found in Section 3-305 of the General Provisions Article. (iv) The Town Council discussed the following topics: Consult with counsel – discussed legal advice on developer agreements. Personnel – discussed the compensation of employees Actions: No actions taken. The following members and staff were present: Timothy E. McCluskey, President; Steven K. Board of Supervisors of Elections Mr. Hardy swore in Chrissy Chisolm as a member of the Board of Supervisors of Elections for a three- year term ending April, 2024. Broadband Update – Megan DelGaudio, IT Manager, Queen Anne’s County Ms. DelGaudio gave an update on the increased broadband service pending for Talkie Communications, Think Big Networks, Atlantic Broadband, and Choptank Electric Cooperative. Ms. DelGaudio and Mr. Hardy discussed the speed survey currently being conducted and Mr. Hardy asked everyone to go to https://maryland.speedsurvey.org/ to determine internet speed. This survey will help the State better understand the needs. Old Business a. Ordinance 03-2021 – North Brook Phase III – Deed of Dedication – Second Reading Mr. McCluskey read Ordinance 03-2021 for the purpose of authorizing the acceptance of the rights of way including roadways in the North Brook Phase III Subdivision and consenting to the conveyance of the 6.6-acre proposed park in the Phase II of the North Brook Subdivision to be conveyed directly to the North Brook Phase II Homeowners Association, Inc. in lieu of a conveyance to the Town; in compliance with the Charter of the Town of Centreville, Article III, Section 301, paragraph 46, and all matters related thereto. Ordinance 03-2021 will be considered at the March 18th Town Council meeting. b. Maryland Municipal League Summer Conference Mr. Hardy will be attending the Maryland Municipal Summer Conference from June 27 – 29, 2021. Ms. Anania stated she would be unable to attend. Mr. Kiel will let Ms. Brinkley know about his availability to attend. To conform with COVID distancing requirements, the MML Conference is limited to 400 people and only two per municipality may attend. c. 2021 Fireworks Ms. Brinkley stated that Image Engineering, the Town’s fireworks company, has been reserved for the July 3rd date. She also stated she sent a request to the County for another $5,000 donation towards the fireworks. Ms. Anania stated she would like to participate in the planning for this event. New Business a. Payment Schedule Request for Water & Sewer Usage – Green Thumb Industries, Inc. Mr. Walls presented the following memo: Mr. Kline made a motion to approve nineteen (19) additional allocations for Green Thumb Industries, Inc. Ms. Anania seconded the motion, which passed unanimously. Mr. Hardy made a motion to approve Green Thumb Industries, Inc. to pay the Town of Centreville in four (4) equal payments of $65,427, quarterly. Mr. Kline seconded the motion, which passed unanimously. b. Centreville Wayfinding Signage Plan & Signage Design – Proposal Consideration Ms. D’Agostino presented the following memo: 2021-03-04-TC Approved Minutes.doc Page 2 of 5 Mr. Kline made a motion to award the Wayfinding Signage Plan and Signage Design bid to Mead & Hunt not to exceed $14,460. Ms. Anania seconded the motion, which passed unanimously. Mr. McCluskey stated that as part of the Public Works Agreement (PWA) for the new Circuit Courthouse, Queen Anne’s County is required to install parking signs. c. Arbor Day Proclamation Ms. Anania read the following: WHEREAS, in 1872 J. Sterling Morton proposed that a special day be set aside for the planting of trees; and WHEREAS, this holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska; and WHEREAS, in 2008 the Town Council of Centreville amended Chapter 145 of the Code of the Town of Centreville which governs the planting, maintenance and removal of trees within the Town; and WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, lower our heating and cooling costs, moderate the temperature, clean the air, produce oxygen and provide habitat for wildlife; and WHEREAS, trees are a renewable resource giving us paper, wood for our homes, fuel for our fires and countless other wood products; and WHEREAS, trees in the Town of Centreville increase property values, enhance the economic vitality of business areas and beautify our community; and WHEREAS, trees, wherever they are planted, are a source of joy. NOW, THEREFORE, BE IT RESOLVED, that the Town Council of Centreville proclaims the last Friday in April as ARBOR DAY in the Town of Centreville; and BE IT FURTHER RESOLVED that the Town of Centreville urges all citizens to celebrate Arbor Day and to support efforts to protect our trees and woodlands and further urges all citizens to celebrate by either planting a tree or maintaining existing trees to promote the well-being of this and future generations of trees in our Town. Resolution 02-2021 – Consent Agenda Ms. Brinkley read Resolution 02-2021 for the purpose of adopting a rule of procedure for consent agendas. Ms. Brinkley stated the Council previously discussed implementing the use of consent agendas and it was advised by Ms. VanEmburgh that a new rule for procedures needed to be adopted. Mr. Kline made a motion to approve Resolution 02-2021 for the purpose of adopting a rule of procedure for consent agendas. Mr. Hardy seconded the motion, which passed unanimously. Reports of Boards and Commissions a. Centreville Park Advisory Board Ms. Anania stated the Park Advisory Board met via Zoom on March 2nd and discussed the following: Potholes in the parking lot at the Wharf need to be addressed. Ms. Mileski presented information from Chesapeake Wildlife Heritage regarding bluebird and wood duck boxes. The cost for each bluebird box is $75 plus $20 for travel expense and $90 for each wood duck box. The Park Advisory Board approved the purchase of three (3) bluebird boxes and four (4) wood duck boxes. The train at Millstream Park needs to be repainted and the hope is to solicit help from a Boy Scout troop. The large Champion tree along Millstream Trail is becoming overgrown with vines and needs to be trimmed back. Discussing updating the tree canopy with Washington College. Ms. Anania discussed the Park Advisory Board’s wish to donate $55 donation to the Arbor Day Foundation. After some discussion, Ms. Anania made a motion to donate $55 to the Arbor Day Foundation. Mr. Kiel seconded the motion. The motion passed with Mr. McCluskey, Mr. Hardy, Mr. Kiel, and Ms. Anania voting yea and Mr. Kline voting nay. Mr. Kline stated that he again would like everyone to know that he is not against any organization who requests a donation, he feels it is not the Town’s responsibility to make donations with the citizens’ money. b. Council of Governments Mr. Kiel reported the COG will be meeting on March 10th for the tax set-off/tax differential discussion with Queen Anne’s County. c. Maryland Municipal League Mr. Hardy reported that MML is working with the legislature to change the “may” to “shall” between the counties and municipalities in the language related to tax set-off/tax differential. d. Planning Commission Mr. McCluskey reported that the Planning Commission met the night before to work on the community plan. He stated they will begin meeting the first Wednesday of each month to update the community plan. Mr. McCluskey stated that Chris Jakubiak, Town Planner, will come before the Town Council to discuss the Municipal Growth Element (MGE) as part of the community plan. Reports of Department Heads a. Town Manager Mr. Walls reported that he has been working on development projects, various zoning matters, and the budget. b. Chief of Police Report Chief Saboury introduced Chesley Townsend, the new Administrative Assistant for the Centreville Police Department. Citizens Forum No citizens provided comments. Council Roundtable Mr. Hardy commended the Public Works staff on snow removal. 2021-03-04-TC Approved Minutes.doc Page 4 of 5 Mr. Kline stated the new report from the Corsica River Conservancy states that the nitrogen run-off is trending in the right direction. He requested Ms. Brinkley contact the Corsica River Conservancy and request they attend a future Town Council meeting to review the report. Mr. McCluskey stated that draft Ordinance 11-2020 regarding museums in residential districts had been tabled and he recommended to the Council this be moved forward by having Ms. VanEmburgh address the setbacks and other issues related to other institutional uses permitted in the residential districts. Motion to Adjourn There being no further business, Mr. Kline made a motion to adjourn the March 4, 2021 Town Council meeting. Ms. Anania seconded the motion, which passed unanimously.
