Town Council of Centreville
March 18, 2021
7:00 p.m.
M I N U T E S
The March 18, 2021 Town Council meeting was called to order at 7:00 p.m. by Vice President Steven K. Kline at the
Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were
present: Steven K. Kline, Vice President; Robert R. Hardy, Jr., Jeffrey D. Kiel, and Shelby C. Anania, Members;
Steve Walls, Town Manager; Chief Joe Saboury, Centreville Police Department; Clifford Matthews, Director of
Public Works; William Chapman, Acting Town Attorney; Karen Luffman, Finance Officer; Krystel Ebaugh, Human
Resources Manager; Paige Tilghman, Economic Development Manager; and Carolyn Brinkley, Town Clerk.
 Following the Pledge of Allegiance and a moment of silence, Ms. Anania made a motion to approve the
March 4, 2021 meeting minutes, as presented. Mr. Hardy seconded the motion, which passed unanimously.

 No citizens comments provided.
Public Hearing: Ordinance 01-2021 – Text Amendment: Agriculture Uses in Planned Business District (PBD)
 The public hearing began at 7:03 p.m. for Ordinance 01-2021 for the purpose of amending the Town of
Centreville Zoning Ordinance, which is Chapter 170 of the Town Code, to add agriculture as a permitted use
(subject to limitations contained herein) in the Planned Business District (PBD).
 Mr. Walls stated that Green Thumb Industries (GTI) is planning to expand and agricultural uses are not
permitted within the PBD. He stated the Centreville Planning Commission reviewed Ordinance 01-2021 and
gave a favorable recommendation after amending the language to include: Agricultural (excluding dairy,
pasturing, viticulture, animal and poultry husbandry). Agricultural use in the PBD District includes the
growing and processing of cannabis authorized by and in accordance with a license issued by the State of
Maryland.
 Ms. Brinkley verified that the notice of hearing was publicized in a newspaper circulated in Queen Anne’s
County.
 Mr. Kline asked for comments from anyone in favor of Ordinance 01-2021. Mr. Joe Stevens, Water Street;
Laura Brown, Comet Drive; offered comments. Greg Torchio, Water Street and Kristen Whitten; submitted
written comments that were read.
 Mr. Kline asked for comments from anyone opposed to Ordinance 01-2021. No one spoke in opposition of
Ordinance 01-2021 and no written comments in opposition were received prior to the meeting.
 Mr. Kiel made a motion to adjourn the public hearing. Mr. Hardy seconded the motion, which passed
unanimously. The public hearing for Ordinance 01-2021 adjourned at 7:10 p.m.
Public Hearing: Ordinance 02-2021 – Text Amendment: Moratorium: Accessory Structures over 400 S.F.
 The public hearing began at 7:10 p.m. for Ordinance 02-2021 for the purpose of adopting a temporary
moratorium on the issuance of permits for accessory structures in excess of 400 square feet.
 Mr. Kline reported that this ordinance creates a moratorium of six (6) months and allows time for the
Planning Commission to consider further regulations on accessory structures 400 square feet and larger.
 Ms. Brinkley verified that the notice of hearing was publicized in a newspaper circulated in Queen Anne’s
County.
 Mr. Kline asked for comments from anyone in favor of Ordinance 02-2021. No one spoke in favor of
Ordinance 02-2021 and no written comments in favor were received prior to the meeting.
 Mr. Kline asked for comments from anyone opposed to Ordinance 02-2021. No one spoke in opposition of
Ordinance 02-2021 and no written comments in opposition were received prior to the meeting.
 Mr. Hardy made a motion to adjourn the public hearing. Ms. Anania seconded the motion, which passed
unanimously. The public hearing for Ordinance 02-2021 adjourned at 7:12 p.m.
Old Business
a. Ordinance 01-2021 – Text Amendment: Agriculture Uses in Planned Business District (PBD) –
Consideration
 Mr. Kline read Ordinance 01-2021 for the purpose of amending the Town of Centreville Zoning
Ordinance, which is Chapter 170 of the Town Code, to add agriculture as a permitted use (subject to
limitations contained herein) in the Planned Business District (PBD).

 Mr. Kiel made a motion to approve Ordinance 01-2021, as amended, to include the change
recommended by the Planning Commission. Ms. Anania seconded the motion, which passed
unanimously.
b. Ordinance 02-2021 – Text Amendment: Moratorium: Accessory Structures over 400 S.F. – Consideration
 Mr. Kline read Ordinance 02-2021 for the purpose of adopting a temporary moratorium on the issuance
of permits for accessory structures in excess of 400 square feet.
 Mr. Hardy reported that a letter was received by the Planning Commission forwarding a favorable
recommendation to the Town Council.
 Ms. Anania made a motion to approve Ordinance 02-2021, as presented. Mr. Hardy seconded the
motion, which passed unanimously.
c. Ordinance 03-2021 – North Brook – Phase III – Deed of Dedication – Consideration
 Mr. Kline read Ordinance 03-2021 for the purpose of authorizing the acceptance of the rights of way
including roadways in the North Brook Phase III Subdivision and consenting to the conveyance of the
6.6-acre proposed park in the Phase II of the North Brook Subdivision to be conveyed directly to the
North Brook Phase II Homeowners Association, Inc. in lieu of a conveyance to the Town; in compliance
with the Charter of the Town of Centreville, Article III, Section 301, paragraph 46, and all matters
related thereto.
 Mr. Hardy made a motion to accept Ordinance 03-2021, as presented. Mr. Kiel seconded the motion,
which passed unanimously.
d. 2021 Fireworks
 Ms. Brinkley stated that the new Fireworks Committee was formed and consists of Ms. Shelby Anania,
Chief Joe Saboury, and Ms. Chelsey Townsend, Administrative Assistant of the Centreville Police
Department.
 They met on March 16th and discussed the possibility of the family fun event prior to the fireworks.
They decided to continue planning the event however, make some changes based on COVID-19
guidelines. They will likely not schedule rides this year but have discussed other attractions that will
cater to children and their families. Food vendors will be contacted to ensure the event is on their
calendar and music will be a part of the event again this year.
 The committee will meet again on March 30th.
New Business
a. FY2022 Budget – Operating and Capital
 Ms. Luffman presented the FY2022 operating and capital budget for the Council to begin reviewing prior
to their scheduled March 25th budget work session.
b. Resolution 03-2021 – Comp Time Payout Policy
 Ms. Ebaugh presented the following memo:
 After some discussion, and by consensus, the Town Council requested additional time to consider
Resolution 03-2021.

c. Crack Seal Services
 Mr. Matthews presented the following memo:
 Mr. Hardy made a motion to approve Coppage Paving of MD at a rate of $1.25 per linear foot and to
expend up to but not exceed $30,000 for crack/seal services.
d. Ordinance 04-2021 – Remove Size of Trash Cans – First Reading
 Mr. Kline read Ordinance 04-2021 for the purpose of amending Section 129-32, Preparation and
Placement of Category I Waste, of the Town Code for the size required per container, and all matters
related generally thereto.
 Mr. Walls reported that staff felt it was best to remove the 49 gallon and 60-pound restrictions currently
in the Town Code and add that trash cans may be up to 96 gallons.
 Mr. Kline reported this was a first reading in which no consideration would be made at this meeting.
Reports of Boards and Commissions
a. Centreville Park Advisory Board
 Ms. Anania stated that the wood duck boxes are ready to be installed on the Millstream Trail.
b. Council of Governments
 Mr. Kiel reported that COG met on March 10th for the tax set-off/tax differential discussion with Queen
Anne’s County. The meeting with the County Commissioners will be held on March 23rd.
c. Maryland Municipal League
 Mr. Hardy reported that he inquired to MML about how other municipalities, who may be the county
seat, deal with government buildings not on their tax roll. He will report back to the Council.
Reports of Department Heads
a. Town Manager
 Mr. Walls reported that he has been working on the budget and communicating with various
development projects
b. Chief of Police Report
 Chief Saboury presented the February 2021 monthly statistical report for the Council, citizens, and staff.
He also stated that there has been a spike in phone and internet scams and information was posted on the
Police Department’s Facebook page.
c. Town Clerk
 Ms. Brinkley reported the following:
 At the March 4th meeting, the Town Council approved Mead and Hunt to move forward with the
Wayfinding Signage Plan and Sign Design Project. Ms. D’Agostino will hold her first meeting with
them on Monday, March 22nd.
 There were 36 applications received for the Maryland Strong Economic Recovery Initiative (MD-
SERI) micro grants. There will more than likely be a second round of applications for business
outside of the Main Street district and anyone who did not apply in the first round in the Main Street
district.

Council Roundtable
 Mr. Kiel reported that he received a citizen call regarding an Oxford House on Commerce Street. He also
stated that he noticed the property is being cleaned up at the Rt. 213/Rt. 18 intersection, the old auto service
station.
 Mr. Hardy reported in his discussions with MML regarding the tax differential, in general, since Queen
Anne’s County is a “may” county instead of a “shall” county we are dependent on the good will of the
County. He stated that MML is working to move all to “shall” counties.
 Mr. Kline stated that he attended the March 10th COG meeting and thanked Mr. Hardy, Mr. Kiel, and Mr.
Walls for attending and feels they presented a compelling case for the requested $.18 tax set-off/tax
differential.
 A letter was included in the Council’s packet to the QAC Commissioners requesting justification of their
proposed percentages related to Centreville’s tax set-off/tax differential request. By consensus, the Town
Council were favor of sending the letter to the QAC Commissioners.
Motion to Adjourn
There being no further business, Mr. Kiel made a motion to adjourn the March 18, 2021 Town Council meeting. Mr.
Hardy seconded the motion, which passed unanimously. The meeting adjourned at 8:06 p.m.
