Town Council of Centreville
May 20, 2021
7:00 p.m.
M I N U T E S
The May 20, 2021 Town Council meeting was called to order at 7:00 p.m. by President Timothy E. McCluskey at the
Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were
present: Timothy E. McCluskey, President; Steven K. Kline, Vice President; Robert R. Hardy, Jr., Jeffrey D. Kiel,
and Shelby C. Anania, Members; Krystel Ebaugh, Acting Town Manager; Chief Joe Saboury, Centreville Police
Department; Karen Luffman, Finance Officer; Clifford “Kip” Matthews, Director of Public Works; and Carolyn
Brinkley, Town Clerk.
 Following the Pledge of Allegiance and a moment of silence, Mr. Kline made a motion to approve the May
6, 2021 budget meeting minutes, as amended. Mr. Hardy seconded the motion, which passed unanimously.

Public Hearing: Ordinance 06-2021 – FY2022 Budget
 The public hearing began at 7:19 p.m. for Ordinance 06-2021 for the purpose of adopting a budget for the
Town of Centreville for Fiscal Year 2022.
 Ms. Ebaugh stated that she and Ms. Luffman will be making a presentation for the public to explain the
information more clearly in the FY2022 budget.
 Mr. McCluskey recommended that this presentation be sent out to the citizens. By unanimous consensus, the
Council were in favor of an additional amount being added to the budget to complete this mailing.
 Ms. Ebaugh made the following presentation:

 Ms. Brinkley verified that the notice of hearing was publicized in a newspaper circulated in Queen Anne’s
County.
 There being no legal matters relating to the jurisdiction of the Town Council of Centreville nor any
objections in regards to the Notice of Public Hearing, Mr. McCluskey asked for comments from anyone in
favor of proposed Ordinance 06-2021.
 No one spoke in favor of Ordinance 06-2021 and no written comments were received.
 Mr. McCluskey asked for comments from anyone opposed to Ordinance 06-2021. Royce Herman, Hope
Road and Steve Quigley, Symphony Way, offered comments. Additional comments that were submitted via
email were read from the following: Penny Lins, Watson Road; Loralyn Andersen-Petrie, Sonata Way; Justin

Asher, Brook Run Lane; Elizabeth Lepre, Creamery Lane; and Darrell Barricklow, Edenderry Avenue;
offered comments.
 Mr. Kline made a motion to adjourn the public hearing. Mr. Kiel seconded the motion, which passed
unanimously. The public hearing for Ordinance 06-2021 adjourned at 8:03 p.m.
Public Hearing: Constant Yield Tax Rate
 The public hearing began at 8:03 p.m. concerning the constant yield tax rate for the Town of Centreville for
Fiscal Year 2022.
 Ms. Luffman reported that the Town of Centreville is required to hold a public hearing when the proposed
tax rate is higher than the constant yield tax rate. The Town Council is proposing a $.535 per $100 tax rate
and a $13 public utility tax rate.
 Ms. Brinkley verified that the notice of hearing was publicized in a newspaper circulated in Queen Anne’s
County.
 There being no legal matters relating to the jurisdiction of the Town Council of Centreville nor any
objections in regards to the Notice of Public Hearing, Mr. McCluskey asked for comments from anyone in
favor of the proposed Constant Yield Tax Rate.
 No one spoke in favor of the Constant Yield Tax Rate and no written comments were received.
 Mr. McCluskey asked for comments from anyone opposed to the Constant Yield Tax Rate.
 No one offered comments opposed to the Constant Yield Tax Rate and no written comments were received.
 Mr. Kline made a motion to adjourn the public hearing for the Constant Yield Tax Rate. Mr. Hardy
seconded the motion, which passed unanimously. The hearing adjourned at 8:05 p.m.
Citizens Comments
Melinda Morrison, Weedon Street, offered comments.
Old Business
a. Ordinance 06-2021 – FY 2022 Budget – Second Reading
 Mr. Kline read Ordinance 06-2021 for the purpose of adopting a budget for the Town of Centreville for
Fiscal Year 2022.
 Ordinance 06-2021 will be considered at the June 3, 2021 Town Council meeting.
b. Trash and Recycle Bid Consideration
 Mr. Matthews presented the following memo:
 Mr. Kline expressed his concerns with the quality of service provided by the current contractor. He
stated he is uncomfortable with approving another contract, at an increased rate, with their past
performance.
 Mr. Matthews stated that he understands and is in agreement, however, only two bids were received from
the Request for Proposal and unfortunately, the other bid was significantly higher.
 After further discussion, Mr. Hardy made a motion to approve Chesapeake Waste Industries, LLC for a
three-year contract in the amount of $903,888.24 for July 1, 2021 to June 30, 2024 with 2 – 1-year

options for renewal per the prices quoted for subsequent years. Mr. McCluskey seconded the motion.
The motion passed with 4 ayes and 1 no with Mr. McCluskey, Mr. Hardy, Mr. Kiel, and Ms. Anania
voting yes and Mr. Kline voting no.
c. Quarterly Landfill Fees
 Ms. Luffman presented the following memo:
 Mr. Hardy made a motion to increase the landfill fee to $48.50 per EDU/per quarter for FY22 and have
an annual increase of 3% per year thereafter. Ms. Anania seconded the motion, which passed
unanimously
d. 2021 Fireworks
 No new comments to report at this time.
New Business
a. Resolution 04-2021 – Law Enforcement Officers’ Pension System (LEOPS)
 Chief Saboury stated that the Law Enforcement Officers’ Pension System is a retirement system specific
to law enforcement officers and agencies. He stated this system is used by about 90% of law
enforcement agencies across Maryland.
 Mr. Kline made a motion to approve Resolution 04-2021 for the purpose of enrolling the officers of the
Centreville Police Department in the Law Enforcement Officers’ Pension System beginning July 1,
2021. Ms. Anania seconded the motion, which passed unanimously.
b. Resolution 05-2021 – Law Enforcement Officers’ Pension System Pick-Up
 Mr. Kiel made a motion to approve Resolution 05-2021 for the purpose of participating in LEOPS and to
pick up all of the mandatory contributions by the employees who are members of the LEOPS through a
payroll deduction. Mr. Kline seconded the motion, which passed unanimously.
Correspondence
Mr. McCluskey stated that he received an email requesting the Town Council of Centreville consider declaring June
4th as Gun Violence Awareness Day in Centreville. Mr. McCluskey reported that a resolution has been prepared if
the Council is in favor. Mr. McCluskey made a motion to proclaim Friday, June 4, 2021 as Gun Violence Awareness
Day. Mr. Hardy seconded the motion. The motion passed with 4 ayes and 1 no with Mr. McCluskey, Mr. Hardy,
Mr. Kiel, and Ms. Anania voting yes and Mr. Kline voting no.
Reports of Boards and Commissions
a. Centreville Park Advisory Board
 Ms. Anania had nothing to report.
b. Council of Governments
 Mr. Kiel reported that COG met on May 12th and the towns discussed that they have all been working on
budgets.
c. Maryland Municipal League
 Mr. Hardy had nothing to report.

d. Centreville Planning Commission
 Mr. McCluskey stated that the Planning Commission met the previous evening regarding the text
amendment for the Carter Farm creating an Agriculture Zoning District overlay for the TND. He stated
that Sharon VanEmburgh, Town Attorney, will be preparing correspondence to send to the Town
Council.
e. Economic Development
 Mr. Kline had nothing to report.
Reports of Department Heads
a. Town Manager
 Ms. Ebaugh stated that roadwork will take place Saturday, May 22nd to connect a sewer lateral on
Banjo Lane for Mr. Goodheart. Mr. Hardy congratulated the Town Council and Mr. Matthews for
getting this completed. Mr. Kline stated he received an email from Mr. Goodheart expressing his
appreciation to Mr. Matthews for his help and diligence to resolve this issue. Mr. Kline thanked Mr.
Matthews as well.
b. Chief of Police Report
 Chief Saboury presented the April 2021 statistical report.
 Chief Saboury reported that the police department cleaned out the second floor of the building. He stated
that he has gun locks available if the public is interested, to stop by the police department.
 Mr. Kline asked Chief Saboury if he has thought about the use of electric vehicles in the fleet. Chief
Saboury stated that he has and thinks they would be a great addition.
 By consensus, the Town Council asked that electric vehicles be prioritized when purchasing new Town
vehicles.
c. Director of Public Works
 Mr. Matthews presented the following memo:
 Mr. Matthews reported that these are tree replacements as a result of an MDE inspection. He stated the
trees in this area of the Water Reuse Farm have been in the capital budget since 2016 and now the Town
is required to replace them. He also stated that there currently is a shortage of these trees. He is awaiting
a quote from a contractor to plant the trees due to staff shortage in Public Works.
 After some discussion, Mr. McCluskey made a motion to approve the purchase of 50 – 8 ft to 10 ft. tall
white pine trees for replacement at the Water Reuse Farm buffer not to exceed $29,000 from the
Enterprise Fund/Wastewater.
 Mr. Matthews also reported that Fin Ricketts erected two (2) benches as an Eagle Scout project. These
benches are located at the Millstream Park playground and the Centreville Wharf Park playground.
d. Human Resources Manager
 Ms. Ebaugh reported the following:
 Open enrollment will begin Monday, May 24th
 Will be interviewing for Utility Worker positions and Water/Wasterwater Operators
 Mr. McCluskey stated that if there are changes to the Town Manager job description, they need to go
to Ms. Ebaugh so the job announcement can be sent out.

e. Town Clerk
 Ms. Brinkley stated that each year the Town Council decides on a summer meeting schedule. Typically,
it is only one meeting in July and August and, depending on the budget process, only one meeting in
June.
 After some discussion, and by unanimous consensus, the Town Council approved the following meeting
schedule:
 June 17th Town Council meeting cancelled
 July 1st Town Council meeting cancelled
 July 15th Town Council meeting cancelled
 August 5th Town Council meeting cancelled
 Regular meeting scheduled for July 8th
 Regular meeting scheduled for August 19th
Citizens Forum
 No citizens offered any comments.
Council Roundtable
 Ms. Anania had nothing to report.
 Mr. Kiel thanked Mr. Matthews for getting the Chesterfield Cemetery cut and trimmed. He stated it really
looks good.
 Mr. Hardy stated that Lynda Palmatary, Treasurer of the Chesterfield Cemetery Advisory Committee,
thanked him for the Council recognizing the budgetary needs of the Chesterfield Cemetery.
 Mr. Kline had nothing to report.
 Mr. McCluskey stated that Sunday, May 23rd, at 2:00 p.m. will be an unofficial Senior parade at Queen
Anne’s County High School. He also reported that this year was a heavy budget and a lot of decisions were
made. He stated that he would be happy to meet with anyone who would like to discuss the budget. He
stated his number for anyone who would like to call him – 443-262-5729.
Motion to Adjourn
There being no further business, Mr. Kline made a motion to adjourn the May 20, 2021 Town Council meeting. Mr.
Kiel seconded the motion, which passed unanimously. The meeting adjourned at 8:39 p.m.

3. By unanimous consensus, the Council were in favor of an additional amount being added to the budget to

4. By 4 to 1 vote, approved Chesapeake Waste Industries, LLC for a three-year contract in the amount of
$903,888.24 for July 1, 2021 to June 30, 2024 with 2 – 1-year options for renewal per the prices quoted for
subsequent years.
5. Approved to increase the landfill fee to $48.50 per EDU/per quarter for FY22 and have an annual increase of
3% per year thereafter.
