Town Council of Centreville
December 2, 2021
7:00 p.m.
M I N U T E S
The December 2, 2021 Town Council meeting was called to order at 7:01 p.m. by President Steven K. Kline at the
Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were
present: Steven K. Kline, President; Jeffrey D. Kiel, Vice President; Shelby Anania, Eric Johnson and Ashley Kaiser,
Members; Charles (Chip) Koogle, Acting Town Manager; Sharon VanEmburgh, Town Attorney; Clifford (Kip)
Matthews, Director of Public Works; Chief Joe Saboury, Centreville Police Department; Paige Tilghman, Economic
Development Manager; and Carolyn Brinkley, Town Clerk.
 Following the Pledge of Allegiance and a moment of silence, Ms. Anania made a motion to approve the
November 18, 2021 meeting minutes, as presented. Mr. Kiel seconded the motion, which passed
unanimously.
Closed Session Statement
(i) The Town Council met in closed session on Thursday, December 2, 2021 at 6:30 p.m. at the Liberty Building,
107 N. Liberty Street, 2nd floor meeting room to discuss personnel, land acquisition, and consult with counsel in
accordance with the Maryland Open Meetings Act. (ii) Five members of the Town Council voted to close the session.
(iii) The authority to close the session is found in Section 3-305 of the General Provisions Article.
(iv) The Town Council discussed the following topics:
 Personnel – discussed candidates for boards and commissions
 Land acquisition – discussed the acquisition of land
 Consult with counsel – discussed legal council researching options for economic development
Actions: No actions taken.
The following members and staff were present: Steven K. Kline, President; Jeffrey D. Kiel, Vice President; Shelby
C. Anania, Eric B. Johnson, Jr, and Ashley H. Kaiser, Members; Charles (Chip) Koogle, Acting Town Manager;
Sharon VanEmburgh, Town Attorney; and Carolyn Brinkley, Town Clerk.
The meeting adjourned at 6:58 p.m.

Old Business
a. Review Preliminary Engineering Report – David Nixson, PE, Whitman, Requardt, & Associates LLP
 Mr. Nixson reported that the Town’s current capacity is 542,000 gallons per day (GPD) to stream
discharge and spray irrigation. When the average flow exceeds 80%, the Town is required to enter into a
plan with the Maryland Department of the Environment (MDE).
 The Preliminary Engineering Report (PER) looks at the expansion of the wastewater treatment plant
(WWTP) in the best way possible. Mr. Nixson looked at expanding to 750,000 GPD and 1 million
gallons per day (MGD). He developed costs for Option A (750,000 GPD) and Option B (1 MGD). Mr.
Nixon recommended to the Town Council expanding the Town’s WWTP to 1 MGD.
 Mr. Kline stated the last expansion was in 2003 to 400,000 GPD and then later expanded to 542,000
GPD.
 Mr. Johnson stated that there is equipment in the plant that are not even available for replacement due to
the age.
 Mr. Matthews stated that the stream discharge permit with MDE is a 5-year permit and the permit for the
spray field is in renewal at this time. Mr. Matthews stated that MDE may not remove the right to stream
discharge but could make the regulations so stringent it would be almost impossible to discharge via
stream.
 A rough estimate of allocations needed was completed based on the current comprehensive plan and 1
MGD would just cover that need; 750,000 GPD would not.
 Mr. Johnson asked if the WWTP is listed on Delmarva Power’s list of critical service areas in case of an
emergency. Mr. Matthews was not sure but would find out.

 Mr. Johnson asked about the condition of the generator currently being used at the WWTP? Mr.
Matthews stated that it is in fair shape but each year some components need to be replaced as the
generator is 18 years old.
 Mr. Johnson asked about the laboratory building discussed on page 51 of the PER and how much the
increase would be in staff and operating costs with a proposed expansion of the WWTP. He discussed
the possibility of a 20-year capital investment plan.
 By consensus, the Town Council requested a 20-year capital investment plan be developed.
 Mr. Koogle stated that the PER will begin the process with MDE and asked the Town Council if they
were in agreement to submit.
 By consensus, the Town Council agreed to submit the Preliminary Engineering Report to the State.
b. Appointment to the Centreville Planning Commission
 Ms. Kaiser made a motion to appoint Mitchell Delaney as a member of the Centreville Planning
Commission. This appointment is for a regular seat and not the alternative seat. Ms. Anania seconded
the motion, which passed unanimously.
New Business
a. Department of Public Works Administrative Assistant
 Mr. Koogle presented the following memo:
 Mr. Johnson made a motion to approve a full-time Administrative Assistant II position for the
Department of Public Works beginning January, 2022. Ms. Kaiser seconded the motion, which
passed unanimously.
Reports of Boards and Commissions
a. Maryland Municipal League
 Ms. Kaiser stated she reached out to MML about their legislative process.
b. Council of Governments
 Mr. Kiel reported the next meeting is January 12, 2022 and will be hosted by the Town of Centreville.
c. Park Advisory Board
 Ms. Anania gave a big thank you to the volunteers and Park Advisory Board members who came out to
help decorate the Town. She also thanked the Girl Scout troops who decorated the trees along Lawyers
Row. The winners of the Tree Decorating Contest are: 3rd Place: Girl Scout Troop 1065/1001; 2nd Place:
Girl Scout Troop 112; and 1st Place: Girl Scout Troop 446.

d. Economic Development
 Mr. Johnson stated he received the Economic Development Activity Report from Ms. Tilghman and
thanked her for forwarding to the rest of the Town Council. He reported that he received a call from a
business owner looking for space in Centreville.
e. Centreville Planning Commission
 Mr. Kline stated the Planning Commission will meet on Monday, December 13th to discuss the on-going
development of the Carter Farm. He requested a consensus to send the letter drafted to the County
indicating that if they are going to allow development at the intersection of 213 and 301, then it should
be annexed into Centreville and allow the Town to decide how it should be developed.
 By consensus, the Town Council agreed to send the letter drafted by Mr. Kline to the QAC Planning
Commission regarding the intersection of 213 and 301.
Reports of Department Heads
a. Town Manager:
 Mr. Koogle reported on the following:
 Completed a tour with the current developers of the Carter Farm and members of the Critical
Area Commission.
 An email will be sent to the Town Council to begin thinking about the future of the Town.
 Will be placing an ad for the Program Manager funded through American Rescue Plan Act
(ARPA) funds.
 Will be discussing the potential for a “cleaning day” to take place at Town offices to begin
purging files.
b. Chief of Police
 Chief Saboury reported the Centreville Christmas Parade will take place the following night on
December 3rd at 6:30 p.m.
 The Police Department began their Holiday Awareness Campaign encouraging everyone to be
vigilant during the holidays by securing their packages/valuables.
 The speed trailer is doing well at the Kidwell Avenue and Bristol Lane. Chief Saboury reviewed
data collected from the speed trailer at this location.
 Several meetings were held to put strategies in place for the parade.
c. Town Attorney
 Ms. VanEmburgh stated that Chris Jakubiak, Town Planner, has submitted a staff memo related to
the Carter Farm for the December 13th Planning Commission meeting. She encouraged all Town
Council members to read the memo as it is very helpful in understanding the process.
d. Town Clerk
 Ms. Brinkley reported the Christmas Parade will be held the following evening and thanked the
Department of Public Works and the Centreville Police Department for all their work to prepare for
the parade as well as during the parade.
 Ms. Brinkley stated the Tree Lighting Ceremony the night before was a huge success and stated this
is the largest crowd since the ceremony began.

Council Roundtable
 Ms. Kaiser thanked Town staff and volunteers for the tree lighting ceremony. She stated that there will be
food trucks located on Broadway during the Christmas parade.
 Mr. Johnson stated the Centreville Town Beautification Group will be meeting on December 14th at the QAC
Library.
 Ms. Anania thanked the Town staff, public works, and police department for their work in preparing for the
holidays.
 Mr. Kiel thanked the volunteers and staff their work on the parade and the tree lighting ceremony. He stated
the work on Weedon Street is coming along and the contractor is doing a good job.
 Mr. Kline thanked the staff and volunteers for their work on the Town and upcoming events.

Motion to Adjourn
There being no further business, Ms. Kaiser made a motion to adjourn the December 2, 2021 Town Council meeting.
Ms. Anania seconded the motion, which passed unanimously. The meeting adjourned at 8:09 p.m.
