M I N U T E S
The May 6, 2021, Town Council budget work session was called to order at 6:45 p.m. by President Timothy E.
McCluskey at the Liberty Building, 107 N. Liberty Street, 2nd floor meeting room. The following members and
staff were present: Timothy E. McCluskey, President; Steven K. Kline, Vice President; Robert R. Hardy, Jr.,
Jeffrey D. Kiel, and Shelby C. Anania, Members; Krystel Ebaugh, Acting Town Manager; Karen Luffman, Finance
Officer; Chief Joe Saboury, Centreville Police Department; William Chapman, Acting Town Attorney; and Carolyn
Brinkley, Town Clerk.

Discussion
 Law Enforcement Officers Pension System (LEOPS)
 Ms. Luffman discussed the highlights of entering the LEOPS program with the State.
 Mr. McCluskey stated that he was in favor of the Town joining LEOPS.
 Mr. Kline stated he did not know how the Town does not do this without losing police officers to surrounding
areas.
 Mr. Hardy, Mr. Kiel, and Ms. Anania all stated that they were in favor.
 By unanimous consensus, the Town Council requested LEOPS be discussed during Chief Saboury’s report at
the regular meeting.
 Final Operating and Capital Draft
 Ms. Luffman reported that after the April 15th budget work session, she revised the FY2022 proposed budget
based on the conversation during that meeting.
 Mr. Kline stated that currently, it is proposed that the Town will receive $4.132 million from the American
Rescue Plan Act (ARPA). Project management is budgeted at $100,000 and the remaining $1.062 million is
scheduled for projects.

Motion to Adjourn
Mr. Kline made a motion to adjourn the May 6, 2021 Town Council budget work session. Mr. Kiel seconded the
motion, which passed unanimously. The meeting adjourned at 6:56 p.m.
