Town Council of Centreville January 6, 2022 7:00 p.m. M I N U T E S The January 6, 2022 Town Council meeting was called to order at 7:00 p.m. by President Steven K. Kline at the Liberty Building located at 107 N. Liberty Street, 2nd floor meeting room. The following members and staff were present: Steven K. Kline, President; Jeffrey D. Kiel, Vice President; Eric Johnson and Ashley Kaiser, Members; Charles (Chip) Koogle, Town Manager (via Zoom); Sharon VanEmburgh, Town Attorney; Clifford (Kip) Matthews, Director of Public Works; Chief Joe Saboury, Centreville Police Department; Carol D’Agostino; and Carolyn Brinkley, Town Clerk. Following the Pledge of Allegiance and a moment of silence, Ms. Kaiser made a motion to approve the December 2, 2021 meeting minutes, as presented. Mr. Kiel seconded the motion, which passed unanimously. Closed Session Statement (i) The Town Council met in closed session on Thursday, January 6, 2022 at 5:36 p.m. at the Liberty Building, 107 N. Liberty Street, 2nd floor meeting room to discuss land acquisition and consult with counsel in accordance with the Maryland Open Meetings Act. (ii) Five members of the Town Council voted to close the session. (iii) The authority to close the session is found in Section 3-305 of the General Provisions Article. (iv) The Town Council discussed the following topics: Land acquisition – discussed the acquisition of land Consult with counsel – discussed potential legal matters; discussed developer agreements; and future development within the Town Actions: No action taken. Carol D’Agostino – 2022 Drink Maryland and Centreville Day Ms. D’Agostino reported that the 2022 Drink Maryland event will take place on Saturday, June 18, 2022 and the 2022 Centreville Day event will take place on Saturday, October 22, 2022. 2022-01-06-TC Approved Minutes.doc Page 1 of 3 New Business a. Procurement Policy Discussion Mr. Koogle presented a draft procurement policy for review by the Town Council. He stated that this would be for review and discussion at this time as it will more than likely result in amendments to the Town Charter and Code. Ms. Kaiser stated that she asked staff to prepare this policy for review and discussion by the Town Council. She stated that this would be just for items that were already approved in the budget. Mr. Johnson stated this gives Town leadership the ability to move quickly on items that require a short turnaround to approve with the vendor. Mr. Kline stated that these purchases would still come to the Council as part of a verbal presentation (over $50,000) and to inform the Council how the purchase went. Ms. Kaiser stated she would like to the Town Manager to report on any purchases and updates on code enforcement during his report. b. Cleaning Day Mr. Koogle presented the following memo: Mr. Kiel made a motion to approve six full day closures of Town offices on the third Tuesday of each month for the first six months of 2022 to allow Town staff to review, scan, file, and archive official documentation to bring the Town’s records into compliance with Maryland regulations. Mr. Johnson seconded the motion, which passed unanimously. Reports of Boards and Commissions a. Maryland Municipal League Ms. Kaiser stated she had no report at this time. b. Economic Development Mr. Johnson stated he had nothing to report at this time. c. Council of Governments Mr. Kiel reported the January meeting has been cancelled and the next one is planned for February 9th. d. Centreville Planning Commission Mr. Kline reported that the Planning Commission met after the last Town Council meeting. The Carter Farm development is moving forward and site plans will be presented soon for review. He stated the Town Council will need to decide on sewer allocations for this project. Reports of Department Heads Town Manager: Mr. Koogle stated he had nothing additional to report. He looks forward to the future and challenges related to the position. Mr. Koogle thanked Steve Walls who served the Town for nearly 10 years and many years before that with Queen Anne’s County. 2022-01-06-TC Approved Minutes.doc Page 2 of 3 b. Chief of Police: Chief Saboury reported the following: Overview of the November statistics for the benefit of the Town Council, staff, and public. The Town Council will begin receiving a single page summary of information instead of the large packet currently being circulated. Senior staff will begin presenting to the Council at future meetings. Gave statistics on the speed trailer currently located on Kidwell Avenue. By consensus, the Town Council agreed to deploy an additional speed camera on Kidwell Avenue. Will be prepared to present a report on calls of service reported at other YMCAs at a future meeting. c. Director of Public Works: Mr. Matthews reported the following: Thanked the public for their support during Monday’s snow storm. Staff will be pre-treating the roads after at 9:00 this evening and in at 5:00 a.m. the following morning to begin plowing. The Town’s first objective is to make the main roads passable for emergency vehicles then move on to the side streets. He stated the more vehicles that are able to be removed from the street the faster it will be for Town staff to clear the snow. There was discussion regarding leaves, limbs, yard waste being placed at the street and left there until the following week for pick-up. After additional discussion, the Town Council agreed to send a letter to the resident explaining the Town rules and process and then a violation be issued if not taken care of after the first letter. The Town Council requested the new Code Enforcement Officer attend a February meeting to be introduced. Citizens Forum No citizens offered comments. Council Roundtable Ms. Kaiser thanked the Public Works and Police Department staff for their work during Monday’s snow storm and the impending snow expected later that evening. Mr. Johnson stated he and his wife provided soup to the Police Department and Public Works staff during the snow storm. He asked the Town Council to think about “adopting a department”. The Pride Committee originally discussed changing their name to the Beautification Committee. He stated they did a Facebook Live requesting suggestions for a new name. At this time, “Centreville Strong” seems to be the leader among the options. Mr. Kiel thanked the Police Department for speed enforcement on 4-H Park Road. He also reported that he and staff members attended a meeting at North Brook regarding the fence located on 213 at the right-of-way emergency entrance. He stated the Town is allowing the HOA to install a 6-foot privacy fence. Weedon Street is completed and the contractor did a good job. Mr. Kline stated that the Town needs to reach out to the owners of the Mill located by Mill Stream Park. He stated the building and property is in disrepair. Motion to Adjourn There being no further business, Mr. Kiel made a motion to adjourn the January 6, 2022 Town Council meeting. Ms. Kaiser seconded the motion, which passed unanimously.
