March 10, 2026 The County Commissioners of Queen Anne’s County met this date pursuant to its last adjournment and there were present: James J. Moran (Absent) Jack N. Wilson, Jr. Patrick McLaughlin Philip L. Dumenil Christopher M. Corchiarino CLOSED SESSION: Pursuant to State Government Law Section 3-305(b)(1) to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction; or any other personnel matter that affects one or more specific individuals; “The County Commissioners held a Closed Session on a motion of Commissioner Dumenil, seconded by Commissioner Corchiarino, at 5:00 p.m. in The Office of the County Commissioners, The Liberty Building, 107 N. Liberty Street, Centreville, Maryland.” The Board adjourned in Closed Session at 5:05 p.m. Those in attendance were Mr. Todd Mohn, P.E., County Administrator, and Mrs. Stephanie Jarrell, Executive Assistant to the County Commissioners and Administrator. The Board discussed Boards and Commissions. BROADBAND ADVISORY COUNCIL: On a motion made by Commissioner Dumenil, seconded by Commissioner Corchiarino, the Board unanimously agreed to recommend James Benson, Alison Davis, Ed Cummins and Jerrod Rickard to fill the vacancies on the Broadband Advisory Council. This term will expire on March 31, 2029. MEETING CALLED TO ORDER: The meeting was called to order at 5:42 p.m. MINUTES: On a motion made by Commissioner Dumenil, seconded by Commissioner McLaughlin, the Board unanimously agreed to approve the amended agenda for the current meeting, the Regular Minutes of February 24, 2026, the Closed Session Minutes of February 24, 2026, the Sanitary Minutes of February 24, 2026, and the Roads Minutes of February 24, 2026. PRESS & PUBLIC COMMENT: Jay Falstad – Bay Bridge LEGISLATIVE: PUBLIC HEARING ON COUNTY ORDINANCE NO. 26-01: Mr. Patrick Thompson, County Attorney, conducted the hearing on behalf of the Commissioners and noted all legal requirements had been met. A BILL ENTITLED AN ACT CONCERNING Traffic Control Signal Monitoring Systems (Red Light Cameras) in Queen Anne’s County. PUBLIC COMMENT: Eric Levasseur - Concerns The record for written testimony will remain open for two weeks. PUBLIC HEARING ON COUNTY ORDINANCE NO. 26-02: March 10, 2026 2 Mr. Patrick Thompson, County Attorney, conducted the hearing on behalf of the Commissioners and noted all legal requirements had been met. A BILL ENTITLED AN ACT CONCERNING Speed Monitoring Systems in Queen Anne’s County. The record for written testimony will remain open for two weeks. PRESENTATIONS: QUEEN ANNE’S COUNTY HEALTH UPDATE: Mr. Brice Strang, Health Officer, Health Department, and Ms. Danya Benton, Deputy Director, Health Department, presented to the Board the Health Department Update. Some highlights shown were: AHEAD Model State/Local Health Improvement Plans Rural Health Transformation Program FEC SWEARING IN AND YEAR IN REVIEW: Mr. Raymond Aaron was sworn in as the Chairman of the Fire and EMS Commission by Commissioner Wilson. He also provided the Board with the Fire and EMS Commission’s “Year in Review”. WEEKLY CORRESPONDENCE AND PRESENTATION OF DOCUMENTS FOR SIGNATURE: The Board reviewed various correspondence with Todd Mohn, County Administrator. DEPARTMENT OF PUBLIC WORKS: MOSQUITO CONTROL PROGRAM AGREEMENT 2026: Mr. Dave MacGlashan, Chief Property Manager, Public Works, submitted to the Board the Mosquito Control Program 2026 Agreement. This item is a budgetary agreement between the State and the County for the 2026 Mosquito Control Cost Share Grant. The total 2026 Mosquito Program Budget is $172,000. This March 10, 2026 3 agreement stipulates that the State and County will cooperatively fund the Mosquito Control Program as follows: User Fees County State Total Budget Integrated Mosquito Management None $30,000 $20,000 $50,000 County-wide Surveillance/larvicide Adult Mosquito Surveillance and Control in Participating Communities $112,000 $10,000 None $122,000 ______________________________________________________________________________ $112,000 $40,000 $20,000 $172,000 By the terms of the agreement the County is responsible for all costs exceeding the state grant and collection of user fees. For example, disease suppression events are not included in this budget. If such an event occurred and was documented by the County Health Officer, additional local funds may need to be allocated. On a motion made by Commissioner Corchiarino, seconded by Commissioner Dumenil, the Board unanimously agreed to execute the 2026 Mosquito Control Agreement with the Maryland Department of Agriculture. Commissioners Yes No Moran Absent J Wilson x McLaughlin x Dumenil x Corchiarino x MIDSHORE HOUSEHOLD HAZARDOUS WASTE DROP-OFF DAY IS APRIL 11, 2026: The next Midshore Household Hazardous Waste Drop-Off Day Event is scheduled for Saturday, April 11, 2026, from 8 AM – 2 PM at the Department of Public Works Building at 312 Safety Drive in Centreville. This is the bi-annual event provided by Maryland Environmental Service as part of the Midshore Regional Recycling Program. The event is open to residents of Queen Anne’s, Kent, Caroline and Talbot Counties for their household items. ACTION ITEMS: COMMUNITY REINVESTMENT AND REPAIR FUNDS ALLOCATIONS FY2027: Mr. Mike Clark, Executive Director, Housing and Family Services, submitted to the Board the Community Reinvestment and Repair Funds Allocations for FY2027. March 10, 2026 4 The Community Reinvestment and Repair Fund (CRRF), established under the Maryland Cannabis Reform Act of 2023, is an initiative designed to reinvest cannabis tax revenue into communities disproportionately impacted by cannabis prohibition. The fund focuses on promoting social equity, economic development, and addressing key community needs. The Local Management Board serves as the CRRC to administer the programs. Duties include overseeing the public grant application process, recommending fund allocations, and ensuring transparency and community input. Beginning in FY2027, CRRF allocations are being aligned to the County’s fiscal year to improve coordination with other County funding decisions and reporting timelines. Funding levels fluctuate based on the prior-year balance and revenues received from the State. FY2027 Fund Allocations: The CRRC seeks approval for the following FY2027 allocations, totaling $160,173: 1. Minority Entrepreneur Training Accelerator (META) Program: $35,000 o Operating as Catalyst Q, providing leadership development and business training for minority entrepreneurs. 2. After-School Programming (Partnering for Youth): $100,000 o Providing educational and recreational opportunities for youth. 3. Homelessness Prevention Efforts: $0 o Homelessness services are expected to be supported through other County funding sources. 4. Ad-Hoc Community Needs Funding: $0 o Due to the available funding level, ad-hoc funding will be reconsidered in FY2028. 5. Account Balance for Growth: $25,173 o This balance will remain in the CRRF account to allow the fund to grow and support future allocations. If needed, these funds may also be considered to supplement homelessness prevention efforts, subject to future CRRC review. On a motion made by Commissioner Dumenil, seconded by Commissioner Corchiarino, the Board unanimously agreed to approve the allocations listed for the FY2027 Community Reinvestment and Repair Funds in the amount of $160,173 effective July 1, 2026. As part of the motion, Commissioner McLaughlin asked questions and/or made comments on this topic. Commissioners Yes No Moran Absent J Wilson x McLaughlin x March 10, 2026 5 Dumenil x Corchiarino x RURAL LEGACY DEEDS OF CONSERVATION EASEMENT – CHINO FARMS: As part of the Conditional Use Approval process for the development of a bird banding station, counsel for Washington College drafted an Amendment and amended plat to reflect the relocation of the bird banding station on the property. Part of the requirement to amend the easement is to have all lot owners execute the document. The County is the lot owner of a portion of this property (Lot N-5, Tax ID 07-019165 a 35-acre parcel off Roundtop Road along Pear Tree Point Road, Chestertown, MD). On a motion made by Commissioner Dumenil, seconded by Commissioner Wilson, the Board unanimously agreed to table this item. As part of the motion, Commissioner Moran, Commissioner Wilson and Commissioner McLaughlin asked questions and/or made comments on this topic. Commissioners Yes No Moran Absent J Wilson x McLaughlin x Dumenil x Corchiarino x RESOLUTION NO. 26-03 – AVIATION OBSTRUCTION REGULATIONS: This resolution establishes the process for considering variances under title 5, subtitle 7 of the transportation article of the Annotated Code of Maryland (Aviation Obstruction Regulations) for structure locations and size in the vicinity of the Bay Bridge Airport provided that any such variance does not endanger the health, safety and welfare of local aviation activities. On a motion made by Commissioner Corchiarino, seconded by Commissioner Dumenil, the Board unanimously agreed to adopt Resolution No. 26-03 Aviation Obstruction Regulations.
