adjournment and there were present:

MEETING CALLED TO ORDER:
The meeting was called to order at 5:00 p.m.
MINUTES:
On a motion made by Commissioner Wilson, seconded by Commissioner Dumenil, the
Board unanimously agreed to approve the agenda for the current meeting, the Regular Minutes of
April 14, 2026, the Closed Session Minutes of April 14, 2026, the Sanitary Minutes of April 14,
2026.

LEGISLATIVE:
COMPREHENSIVE SOLID WASTE MANAGEMENT PLAN 2026-2035:
This 10-year plan is required pursuant to the Code of Maryland Regulations Title 26,
Subtitle 03, Chapter 03 entitled “Development of County Comprehensive Solid Waste
Management Plans.”
On a motion made by Commissioner Dumenil, seconded by Commissioner Wilson, the
Board unanimously agreed to adopt the Comprehensive Solid Waste Management Plan for 2026-
2035.
As part of the motion, Commissioner McLaughlin and Commissioner Wilson asked
questions and/or made comments on this topic.

COUNTY ORDINANCE NO. 25-12:
A BILL ENTITLED AN ACT CONCERING Use of Growth Allocation in Resource
Conservation Areas in Queen Anne’s County; FOR THE PURPOSE of amending the existing
growth allocation standards within the Chesapeake Bay Critical Area to allow for the award of
growth allocation within the Resource Conservation Area (RCA), non-adjacent to an existing
Limited Development Area (LDA) or Intensely Developed Area (IDA), for the expansion of
current non-profit institutional uses as of June 29, 1988 that provides secondary education or is
used as a youth camp lawfully existing as of the date of enactment of this amendment; providing
a definition of Secondary Education; including specific conditions; limiting such award of growth
allocation to no more than 150 acres; and generally dealing with and revising the growth allocation
standards within the Chesapeake Bay Critical Area in Queen Anne’s County;
On a motion made by Commissioner Wilson, seconded by Commissioner Dumenil, the
Board unanimously agreed to adopt County Ordinance No. 25-12.

AMENDMENT NO. 1 TO COUNTY ORDINANCE NO. 26-02:
Commissioner Wilson introduced Amendment No. 1 to County Ordinance No. 26-02.
AN AMENDMENT TO A BILL ENTITLED AN ACT CONCERNING Speed Monitoring
Systems in Queen Anne’s County; FOR THE PURPOSE of providing a sunset provision for
pending County Ordinance No. 26-02 and providing for the automatic expiration of same unless
further action is taken to extend it;
On a motion made by Commissioner Wilson, seconded by Commissioner Dumenil, the
Board unanimously agreed to adopt Amendment No. 1 to County Ordinance No. 26-02.

COUNTY ORDINANCE NO. 26-02:
A BILL ENTITLED AN ACT CONCERNING Speed Monitoring Systems in Queen
Anne’s County. FOR THE PURPOSE of authorizing the use of Speed Monitoring Systems in
Queen Anne’s County; providing for the locations of such systems; providing procedures for
activating such systems; providing for the issuance of warnings for the first 30 days after activation
of such systems; providing for hours of operation of such systems; providing authorization to
acquire and use such systems and to enter into agreements for the furnishing of such systems;
providing for the imposition and payment of civil penalties for citations issued as a result of the
use of Speed Monitoring Systems; and generally authorizing and regulating Speed Monitoring
Systems in Queen Anne’s County;
On a motion made by Commissioner Wilson, seconded by Commissioner Dumenil, the
Board unanimously agreed to adopt County Ordinance No. 26-02 as amended.

COUNTY ORDINANCE NO. 26-04 – USES ALLOWED TO OCCUPY IN EXCESS OF
65,000 SQUARE FEET OF GROSS FLOOR AREA IN THE AIRPORT PROTECTION
AND KENT ISLAND GATEWAY (APKIG) DISTRICT:
Commissioner Moran introduced County Ordinance No. 26-04.
A BILL ENTITLED AN ACT CONCERNING Uses Allowed to Occupy in Excess of
65,000 Square Feet of Gross Floor Area in the Airport Protection and Kent Island Gateway
(APKIG) District in Queen Anne’s County, FOR THE PURPOSE of allowing boat sales and

repair and marinas to occupy more than 65,000 square feet of gross floor areas in the Airport
Protection and Kent Island Gateway (APKIG) District in Queen Anne’s County.
A public hearing will be scheduled for May 26, 2026.
COUNTY ORDINANCE NO. 26-07 – NONRESIDENTIAL FLOOR AREA RATIO (FAR)
IN THE WATERFRONT VILLAGE CENTER (WVC) ZONING DISTRICT:
Commissioner Wilson introduced County Ordinance No. 26-07.
A BILL ENTITLED AN ACT CONCERNING Nonresidential Floor Area Ratio (FAR)
in the Waterfront Village Center (WVC) Zoning District in Queen Anne’s County; FOR THE
PURPOSE of increasing the by-right maximum nonresidential floor area ratio (FAR) from 30%
to 40% in the Waterfront Village Center (WVC) Zoning District; removing the nonresidential
floor area bonus in the WVC District; and generally modifying and addressing nonresidential
floor area ratio (FAR) in the Waterfront Village Center (WVC) Zoning District in Queen Anne’s
County.
A public hearing will be scheduled for May 26, 2026.
COUNTY ORDINANCE NO. 26-08 – COMMERCIAL APARTMENTS IN THE
WATERFRONT VILLAGE CENTER (WVC) ZONING DISTRICT:
Commissioner Wilson introduced County Ordinance No. 26-08.
A BILL ENTITLED AN ACT CONCERNING Commercial Apartments in the
Waterfront Village Center (WVC) Zoning District in Queen Anne’s County; FOR THE
PURPOSE OF allowing commercial apartments on any floor, including the first floor, in the
Waterfront Village Center (WVC) Zoning District and providing that such commercial
apartments shall be located on the same floor;
A public hearing will be scheduled for May 26, 2026.
COUNTY ORDINANCE NO. 26-09 - AMENDMENTS TO THE TRANSFER
DEVELOPMENT RIGHTS (TDR) STANDARDS:
Commissioner Wilson introduced County Ordinance No. 26-09.
A BILL ENTITLED AN ACT CONCERING Amendments to the Transfer Development
Rights (TDR) Standards in Queen Anne’s County, Maryland; FOR THE PURPOSE OF
amending the Transferable Development Rights (TDR) standards to permit a transferor parcel,

which is designated as “Open Space” following the conveyance of development rights to be
subdivided through the administrative subdivision process to accommodate lot line adjustments
but not to create additional lots; and generally addressing subdivision of Open Space in Queen
Anne’s County;
A public hearing will be scheduled for May 26, 2026.
COUNTY ORDINANCE NO. 26-10 - AMENDMENTS TO THE NONCONTIGUOUS
DEVELOPMENT (NCD) STANDARDS:
Commissioner Wilson introduced County Ordinance No. 26-10.
A BILL ENTITLED AN ACT CONCERNING Amendments to the Noncontiguous
Development (NCD) Standards in Queen Anne’s County, Maryland; FOR THE PURPOSE OF
amending the Noncontiguous Development (NCD) standards to allow a noncontiguous and
developed parcel, which is designated “Open Space” to be subdivided through the administrative
subdivision process to accommodate lot line adjustments but not to be reconfigured or to create
new lots; and generally amending and addressing subdivision of Open Space created on
noncontiguous and developed parcels under the Queen Anne’s County Zoning Ordinance;
A public hearing will be scheduled for May 26, 2026.
COUNTY ORDINANCE NO. 26-12 – QUEEN ANNE’S COUNTY FOREST
CONSERVATION ACT, CHAPTER 18:2 OF THE CODE OF PUBLIC LOCAL LAWS:
Commissioner Dumenil introduced County Ordinance No. 26-12.
A BILL ENTITLED AN ACT CONCERNING the Queen Anne’s County Forest
Conservation Act, Chapter 18:2 of the Code of Public Local Laws of Queen Anne’s County; FOR
THE PURPOSE OF repealing and replacing Chapter 18:2 of the Code of Local Laws of Queen
Anne’s County, the Queen Anne’s County Forest Conservation Act; bringing the Forest
Conservation Act into compliance with SB 526 and HB 1511 which articulate numerous changes
to the Maryland Natural Resources Title 5 Forest and Parks Subtitle 16 Forest Conservation § 5-
1601 through § 5-1612; providing for definitions, rules of interpretation and purpose; providing
for application of the provisions, amendments thereto; providing for qualified professionals,
general requirements and a declaration of intent; providing for forest stand delineation, forest
conservation plans, riparian buffers and for retention, afforestation and reforestation requirements;
providing for priorities and timing for afforestation and reforestation; providing for a Local
Conservation Fund, fee-in-lieu and payments by credits into an approved forest mitigation bank;
providing for native tree species, financial security, protective agreements and standards for
protection of trees; providing for variances, inspections and commercial timber harvests;;

providing for violations and penalties; and generally addressing, regulating and protecting forest
resources in Queen Anne’s County;
A public hearing will be scheduled for May 26, 2026.
PRESENTATIONS:
PROCLAMATION NO. 26-12 MONTH OF THE YOUNG CHILD:
Commissioner Dumenil read Proclamation No. 26-12 Month of the Young Child.
WHEREAS, the month of April has been designated the Month of the Young Child by the State
of Maryland; and
WHEREAS, all children are vitally important to the State and to the future of this country; and
WHEREAS, a safe and stable environment for our children is of most importance to Queen
Anne’s County; and
WHEREAS, we know that as a community all young children deserve quality early learning
environments that support them as capable and competent lifelong learners; and
WHEREAS, we recognize the importance of seeing our children as a positive resource for the
present and future of our community; and
WHEREAS, we must ensure that our children are healthy emotionally, physically, intellectually,
socially and mentally in order to promote successful growth from infancy into adulthood; and
WHEREAS, we know that as a community children and their families deserve quality and
accessible childcare, and early education programs build strong brains during the critical years
from birth to age 5; and
WHEREAS, we as a community know the importance of working with agencies and schools in
helping and preparing our young children to be ready for school and continue to be successful
throughout their school career; and
WHEREAS, we recognize the importance of being intentional in building positive assets and
opportunities for our children; and
WHEREAS, we realize that it takes all community members to help our children grow in positive
ways and in character; and we encourage all members of our community to:

 Recognize the importance of early childhood education and care and support local early
childhood programs and initiatives.
 Celebrate the achievements and potential of our young children and advocate for policies
that promote high-quality early learning opportunities for all children.
 Engage with families and caregivers to foster a positive and supportive environment for
young children.
WHEREAS, we recognize that teachers and others who work with or on behalf of young children
birth through 2nd grade, who make a difference in the lives of young children in Queen Anne’s
County deserve thanks and recognition; and
WHEREAS, we call upon all Queen Anne’s County citizens to join together to ensure kindness,
love, laughter, respect and encouragement is a daily part of our children’s lives; and
NOW, THEREFORE, WE THE COUNTY COMMISSIONERS OF QUEEN ANNE’S
COUNTY, do hereby designate the month of April as ‘The Month of the Young Child in Queen
Anne’s County.”
PROCLAMATION NO. 26-14 SEXUAL ASSAULT AWARENESS MONTH:
Commissioner McLaughlin read Proclamation No. 26-14 for Sexual Assault Awareness
Month.
WHEREAS, April 2026 marks Sexual Assault Awareness Month (SAAM), a time to bring
attention to the widespread issue of sexual violence and empower communities to take action; and
WHEREAS, sexual assault, abuse, and harassment affect people of every age, gender,
race, and background, and every person in our community deserves safety, dignity, and respect;
and
WHEREAS, in Maryland, more than half of women (57.2%) have experienced sexual
violence in their lifetime, and one in four Maryland men report experiencing some form of
unwanted sexual contact in their lifetime, compared to 45.1% of women and 16.9% of men
nationally; and
WHEREAS, one in three female victims and one in four male victims of rape or attempted
rape first experienced it as a child between the ages of 11 and 17; and
WHEREAS, For All Seasons’ April 2026 Sexual Assault Awareness Month campaign
focuses on helping Mid-Shore residents to stay informed, vigilant, and equipped to safeguard
themselves and their communities against sexual violence; and

WHEREAS, Queen Anne’s County supports the experts who work to identify and prevent
sexual violence and is dedicated to providing services and avenues for survivors to seek proper
care and treatment; and
WHEREAS, Sexual Assault Awareness Month and each day of the year is an opportunity
to stand with survivors, recognize progress in combating these crimes, and recommit to reducing
sexual violence in Queen Anne’s County;
NOW, THEREFORE, WE, THE COUNTY COMMISSIONERS OF QUEEN
ANNE’S COUNTY, do hereby recognize April 2026 as Sexual Assault Awareness Month, and
call this observance to the attention of all our citizens.
QUEEN ANNE’S COUNTY LIBRARY UPDATE:
Ms. Janet Salazar, Director, Queen Anne’s County Public Library, Ms. Sharon Sinsky-
Hopkins, Board Member & Ms. Natalie Bilbrough, Board Member, presented to the Board the
Queen Anne’s County Public Library update.

DEPARTMENT OF PUBLIC WORKS:
DRAFT 2026 ANNUAL MDOT TRANSPORTATION PRIORITY LETTER - FOR
INCLUSION IN THE FY 2027-2032 CONSOLIDATED TRANSPORTATION PLAN:
Mr. Steve Cohoon, Public Facilities Planner, submitted to the Board for their review the
Draft 2026 Annual MDOT Transportation Priority Letter - For inclusion in the FY 2027-2032
Consolidated Transportation Plan.

This is the 2026 MDOT priority letter from the Queen Anne’s County Commissioners to
Maryland Department of Transportation Secretary Thomson. The letter outlines transportation
priorities for inclusion in the upcoming 2027-2032 Consolidated Transportation Plan. The letter
continues to identify the major priorities for Queen Anne’s County as:
1) Construct safety improvements at US 301 & MD 405 intersection
2) Expedite the Chesapeake Bay Crossing Tier II NEPA and start engineering and
design.
3) Plan for future widening of US 50/301 corridor from Cox Creek to Queenstown
4) Continue partnership with SHA for Ramp Management Program on Kent Island
5) Construct improvements in the MD 18 corridor from Castle Marina Road to Kent
Narrows
6) Support planning, design and engineering for a pedestrian overpass to connect the
Cross Island Trail with the South Island Trail
7) Support efforts to expand our bicycle and pedestrian network
8) Construct the US 50 & MD 213 interchange
9) Continued support of our local transit efforts
10) Support Chesapeake Bay Passenger Ferry
11) Support regional coordination for transportation projects
12) Support Queen Anne’s County Rail Rehabilitation identified in the Maryland State
Rail Plan

Transportation.

ACTION ITEMS:
COUNTY COMMISSIONERS PROPOSED BUDGET RELEASE FY27:
April 28, 2026

Mr. Jeff Rank, Director, Budget & Finance, submitted to the Board the County
Commissioners Proposed Budget Release for FY 2027. No action is being taken, this item is for
informational purposes.
The following are changes from the County Administrator’s budget which was presented on
March 24th:
a) Reduction of Real Property Tax revenue to coincide with $0.03 tax rate decrease;
b) Inclusion of funding for an additional EMS crew for the Department of Emergency
Services;
c) Inclusion of funding for a facilities Technician position for the Public Housing Authority;
d) Increase of $682,000 for Parks Project #40941 “Athletic Field Work,” which will cover
ball field lights at Batt’s Neck Park;
e) Reduction of estimates for unratified state cost shifts; and
f) Reduction of funding estimates for positions to support second circuit court judge.
The total proposed General Fund operating budget totals $230,950,880 and the total proposed
capital budget for FY2027 totals $63,493,968.
The annual series of budget presentations followed by receipt of public comment will
commence on May 18th, 19th, and 20th, in Stevensville/Kent Island Library, Centreville/Liberty
Building, and Sudlersville/SMS, respectively. After any final adjustments we plan to have the
budget resolution prepared for final consideration/approval/adoption at your June 9th meeting.
