May 12, 2026 The County Commissioners of Queen Anne’s County met this date pursuant to its last adjournment and there were present: James J. Moran Jack N. Wilson, Jr. Patrick McLaughlin Philip L. Dumenil (Absent) Christopher M. Corchiarino CLOSED SESSION: Pursuant to State Government Law Section 3-305(b), (8) to consult with staff, consultants or other individuals about pending or potential litigation; “The County Commissioners held a Closed Session on a motion of Commissioner Corchiarino, seconded by Commissioner Wilson, at 5:07 p.m. in the Office of the County Commissioners, The Liberty Building, 107 N. Liberty Street, Centreville, Maryland.” The Board adjourned in Closed Session at 5:18 p.m. Those in attendance were Mr. Todd Mohn, P.E., County Administrator, Mr. Patrick Thompson, County Attorney, Mr. Steve Cohoon, Public Facilities Planner, Department of Public Works, and Mrs. Stephanie Jarrell, Executive Assistant to the County Commissioners and Administrator. The board discussed potential litigation. CLOSED SESSION: Pursuant to State Government Law Section 3-305(b)(1) to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction; or any other personnel matter that affects one or more specific individuals; “The County Commissioners held a Closed Session on a motion of Commissioner Corchiarino, seconded by Commissioner Wilson, at 5:18 p.m. in The Office of the County Commissioners, The Liberty Building, 107 N. BAY BRIDGE AIRPORT ADVISORY COMMITTEE: May 12, 2026 1 On a motion made by Commissioner Moran, seconded by Commissioner Corchiarino, the Board unanimously agreed to appoint Guy McGuire to fill the vacancy on the Bay Bridge Airport Advisory Committee. This term will expire on June 30, 2029. Commissioners Yes No Moran x J Wilson x McLaughlin x Dumenil Absent Corchiarino x POLICE ACCOUNTABILITY BOARD: On a motion made by Commissioner Moran, seconded by Commissioner McLaughlin, the Board unanimously agreed to reappoint Douglas Womack, Janet Pauls, James Thompson III, Bernard Sadusky, and Pete Eliadis to fill the vacancies on the Police Accountability Board. These terms will expire on June 30, 2030. This term will expire on June 30, 2029. Commissioners Yes No Moran x J Wilson x McLaughlin x Dumenil Absent Corchiarino x TRAVEL AND TOURISM ADVISORY COMMITTEE: May 12, 2026 2 On a motion made by Commissioner Moran, seconded by Commissioner Wilson the Board unanimously agreed to reappoint Katharine Bonner, Dolores Jones and Kelly Phipps and appoint Kashira Brooks to fill the vacancies on the Travel and Tourism Advisory Committee. These terms will expire on March 31, 2029. Commissioners Yes No Moran x J Wilson x McLaughlin x Dumenil Absent Corchiarino x REVISED HUMAN RESOURCES POLICY: Ms. Beverly Churchill, Director, Humans Resources, submitted to the board for their approval the Revised Human Resources Policy for the Retiree Health Insurance Program, Policy Number 300-403 Section 4.8. On a motion made by Commissioner Corchiarino, seconded by Commissioner Wilson, the Board unanimously agreed to revise the Retiree Health Insurance Program policy number 300-403 section 4.8 to increase the vesting duration for the retirement health insurance benefit for County Commissioners from two full terms to three full terms. Commissioners Yes No Moran x J Wilson x McLaughlin x Dumenil Absent Corchiarino x MEETING CALLED TO ORDER: The meeting was called to order at 5:45 p.m. MINUTES: On a motion made by Commissioner Wilson, seconded by Commissioner Corchiarino the Board unanimously agreed to approve the agenda for the current meeting and the Regular Minutes of April 28, 2026. May 12, 2026 3 PRESS AND PUBLIC COMMENT: No persons spoke to the Commissioners on subjects of interest to them. LEGISLATIVE: COMPREHENSIVE WATER AND SEWER PLAN INFORMATIONAL MEETING – MARLING FARMS & DOMINION SEWER SERVICE AREA MAP: There is a public hearing scheduled for 5:40 p.m. on Tuesday, May 26, 2026, to discuss the following amendment request. This Informational Meeting allows the Commissioners to ask any questions of the applicant and/or staff in preparation for that hearing. Marling Farms & Dominion Sewer Service Area Map – The amendment seeks to adopt the service area map for the Marling Farms Subdivision and the community of Dominion. The areas in question have been noted as areas of Public Health Concern since at least the 1984 Comprehensive Water and Sewerage Plan, and every subsequent Plan since. Text briefly defining the problem remains in the 2011 Plan. The service area will carry a sewer service designation of S-3 (4 to 10 years) and the project will require a subsequent map amendment to S-2 should the project proceed. The Public Health Concern Maps were removed from the 2011 Plan to accommodate the adoption of the remainder of the Plan. The map needs to be amended back into the Plan in order to pursue a Public Health Exemption from the Smart Growth Coordinating Committee. This is a State committee consisting of the Secretaries of each State department who will judge the merit of the situation based upon a joint MDE and County presentation. As Marling Farms and Dominion are not within the County’s designated Priority Funding Areas, we cannot access State loan or grant funds which are essential to this project without this Exemption. When reaching out to the State in regard to setting the groundwork for the Exemption hearing (MDE has to sponsor the request on behalf of the County) the omission of the service area maps was raised as a fatal flaw, so this amendment is a pre-requisite to pursuing the Exemption. Also noted, the service area map will have to be amended from S-3 to S-2 if the project is to proceed. PRESENTATIONS: OPIOID POSTER CONTEST & AMBASSADOR PROGRAM: Mr. Warren Wright, QAC Drug Free Coalition Chairman, Mr. Lee DeLorme, Opioid Education & Prevention Coordinator, Ms. Julie Kille, Opioid Education Prevention Coordinator presented to the Board the Opioid Poster Contest Winners & Ambassador Program. May 12, 2026 4 2026 LEGISLATIVE WRAP UP: Mr. Bruce Bereano, Lobbyist presented to the Board the 2026 Legislative Wrap Up. Highlights are listed below: Judgeship Bill had tremendous support from our delegation. Regional Detention Center Voters Rights Bill Big energy bill Impact Fees Bill Passed WEEKLY CORRESPONDENCE AND PRESENTATION OF DOCUMENTS FOR SIGNATURE: The Board reviewed various correspondence with Todd Mohn, County Administrator. DEPARTMENT OF PUBLIC WORKS: TOWN OF SUDLERSVILLE - FOXX FARM PUBLIC WORKS AGREEMENT: Mr. Alan Quimby, Director, Department of Public Works, submitted to the Board for their approval the Town of Sudlersville - Foxx Farm Public Works Agreement. On April 14, 2026 the Sanitary Commission granted Foxx Farm LLC 61,750-gpd of sewer and water allocation to develop a 247-dwelling subdivision within the Town of Sudlersville. . The Agreement has been reviewed and approved by the County Attorney. On a motion made by Commissioner Corchiarino seconded by Commissioner Wilson the Board unanimously agreed to execute the Public Works Agreements with Foxx Farm LLC to allow them to construct 171 single family homes and 76 town homes within the environs of the Town of Sudlersville. As part of the motion, Commissioner Corchiarino and Commissioner McLaughlin asked questions and/or made comments on this topic. Commissioners Yes No Moran x J Wilson x McLaughlin x Dumenil Absent Corchiarino x May 12, 2026 5 ACTION ITEMS: MARYLAND DEPARTMENT OF INFORMATION TECHNOLOGY ANNUAL PAYMENT: Mr. Brian Riley, Director, Information & Communications Technologies, submitted to the board for their approval the Maryland Department of Information Technology Annual Payment. The ICT department is requesting authorization from the Commissioners for County Administrator Todd Mohn to approve payment on the County’s existing contract with the Maryland Department of Information Technology (DoIT). This covers costing of Network Maryland services utilized during Fiscal Year 2026. Network Maryland provides the County’s core internet services, including standard web access as well as our telephone and 911 Dispatch communications capabilities. The fee on this existing service contract is $112,209.00 for the period of July 2025 through June 2026 with remittance being due May 27, 2026. On a motion made by Commissioner McLaughlin, seconded by Commissioner Corchiarino, the Board unanimously agreed to authorize the County Administrator to approve the annual payment of $112,209.00 to the Maryland Department of Information Technology for services of the period July 2025 through June 2026. As part of the motion, Commissioner McLaughlin asked questions and/or made comments on this topic. Commissioners Yes No Moran x J Wilson x McLaughlin x Dumenil Absent Corchiarino x BUDGET AMENDMENT #CC-10 – CDBG CRITICAL WORKFORCE LOAN: This amendment increases the budget authority for the Critical Workforce Loans for FY2026 as well as increasing the number of loans that are made available to first-time home buyers in FY2026. This increase is funded with available fund balance in Fund 712-CDBG Critical Workforce Loans. On a motion made by Commissioner Corchiarino, seconded by Commissioner Wilson, the Board unanimously agreed to approve Budget Amendment #CC-10 – CDBG Critical Workforce Loan.
