The County Commissioners of Queen Anne’s County met this date pursuant to its last
adjournment and there were present:

CLOSED SESSION:
Pursuant to State Government Law Section 3-305(b)(1) to discuss the appointment,
employment, assignment, promotion, discipline, demotion, compensation, removal, resignation,
or performance evaluation of appointees, employees, or officials over whom this public body has
jurisdiction; or any other personnel matter that affects one or more specific individuals; “The
County Commissioners held a Closed Session on a motion of Commissioner Dumenil, seconded
by Commissioner Wilson, at 5:00 p.m. in The Office of the County Commissioners, The Liberty
Building, 107 N. Liberty Street, Centreville, Maryland.” The Board adjourned in Closed Session
at 5:34 p.m. Those in attendance were Mr. Todd Mohn, P.E., County Administrator, Mr. Alan
Quimby, Director, Public Works, Mr. Jeff Rank, Director, Budget and Finance, Ms. Beverly
Churchill, Director, Human Resources, and Mrs. Stephanie Jarrell, Executive Assistant to the
County Commissioners and Administrator.
The Board discussed Boards and Commissions vacancies and Personnel.
AGRICULTURAL PRESERVATION BOARD:
On a motion made by Commissioner Dumenil, seconded by Commissioner McLaughlin,
the Board unanimously agreed to reappoint Scott MacGlashan to fill the vacancy on the
Agricultural Preservation Advisory Board. This term will expire on June 30, 2031.

the Board unanimously agreed to appoint Devrine Jones and reappoint Joselle Gatrell, Michelle
Johnson, and Gail Lundberg to the Local Management Board. These terms will expire June 30,
2029.

MEETING CALLED TO ORDER:
The meeting was called to order at 5:37 p.m.
MINUTES:
On a motion made by Commissioner Wilson, seconded by Commissioner Dumenil, the
Board unanimously agreed to approve the amended agenda for the current meeting and the Regular
Minutes of May 26, 2026, and the Closed Session Minutes of May 26, 2026.

The following persons spoke to the Commissioners on subjects of interest to them:

LEGISLATIVE:
COMPREHENSIVE WATER AND SEWER PLAN– MARLING FARMS & DOMINION
SEWER SERVICE AREA MAP:
Marling Farms & Dominion Sewer Service Area Map – The amendment seeks to adopt the
service area map for the Marling Farms Subdivision and the community of Dominion. The areas
in question have been noted as areas of Public Health Concern since at least the 1984

Comprehensive Water and Sewerage Plan, and every subsequent Plan since. Text briefly defining
the problem remains in the 2011 Plan. The service area will carry a sewer service designation of
S-3 (4 to 10 years), and the project will require a subsequent map amendment to S-2, should the
project proceed.
The Public Health Concern Maps were removed from the 2011 Plan to accommodate the
adoption of the remainder of the Plan. The map needs to be amended back into the Plan in order
to pursue a Public Health Exemption from the Smart Growth Coordinating Committee. This is a
State committee consisting of the Secretaries of each State department who will judge the merit
of the situation based upon a joint MDE and County presentation. As Marling Farms and
Dominion are not within the County’s designated Priority Funding Areas, we cannot access State
loan or grant funds which are essential to this project without this Exemption. When reaching out
to the State in regard to setting the groundwork for the Exemption hearing (MDE has to sponsor
the request on behalf of the County) the omission of the service area maps was raised as a fatal
flaw, so this amendment is a pre-requisite to pursuing the Exemption.

the Board unanimously agreed to adopt the Comprehensive Water and Sewer Plan for Marling
Farms & Dominion Sewer Service Area Map.

COUNTY ORDINANCE NO. 26-04 – USES ALLOWED TO OCCUPY IN EXCESS OF
65,000 SQUARE FEET OF GROSS FLOOR AREA IN THE AIRPORT PROTECTION
AND KENT ISLAND GATEWAY (APKIG) DISTRICT:
A BILL ENTITLED AN ACT CONCERNING Uses Allowed to Occupy in Excess of 65,000
Square Feet of Gross Floor Area in the Airport Protection and Kent Island Gateway (APKIG)
District in Queen Anne’s County FOR THE PURPOSE of allowing boat sales and repair and
marinas to occupy more than 65,000 square feet of gross floor areas in the Airport Protection and
Kent Island Gateway (APKIG) District in Queen Anne’s County; BY AMENDING Section

COUNTY ORDINANCE NO. 26-07 – NONRESIDENTIAL FLOOR AREA RATIO (FAR)
IN THE WATERFRONT VILLAGE CENTER (WVC) ZONING DISTRICT:
A BILL ENTITLED AN ACT CONCERNING Nonresidential Floor Area Ratio (FAR) in the
Waterfront Village Center (WVC) Zoning District in Queen Anne’s County; FOR THE PURPOSE
of increasing the by-right maximum nonresidential floor area ratio (FAR) from 30% to 40% in the
Waterfront Village Center (WVC) Zoning District; removing the nonresidential floor area bonus
in the WVC District; and generally modifying and addressing nonresidential floor area ratio (FAR)

COUNTY ORDINANCE NO. 26-09 - AMENDMENTS TO THE TRANSFER
DEVELOPMENT RIGHTS (TDR) STANDARDS:
A BILL ENTITLED AN ACT CONCERING Amendments to the Transfer Development Rights
(TDR) Standards in Queen Anne’s County, Maryland; FOR THE PURPOSE OF amending the
Transferable Development Rights (TDR) standards to permit a transferor parcel, which is
designated as “Open Space” following the conveyance of development rights to be subdivided
through the administrative subdivision process to accommodate lot line adjustments but not to
create additional lots; and generally addressing subdivision of Open Space in Queen Anne’s
County; BY AMENDING Sections 18:1-101.A. and 18:1-104.A. of the Code of Public Local Laws
of Queen Anne’s County.

COUNTY ORDINANCE NO. 26-10 - AMENDMENTS TO THE NONCONTIGUOUS
DEVELOPMENT (NCD) STANDARDS:
A BILL ENTITLED AN ACT CONCERNING Amendments to the Noncontiguous Development
(NCD) Standards in Queen Anne’s County, Maryland; FOR THE PURPOSE OF amending the
Noncontiguous Development (NCD) standards to allow a noncontiguous and developed parcel,
which is designated “Open Space” to be subdivided through the administrative subdivision process
to accommodate lot line adjustments but not to be reconfigured or to create new lots; and generally
amending and addressing subdivision of Open Space created on noncontiguous and developed

parcels under the Queen Anne’s County Zoning Ordinance; BY AMENDING Section 18:1-98 of

COUNTY ORDINANCE NO. 26-12 AMENDMENT NO. 1 – QUEEN ANNE’S COUNTY
FOREST CONSERVATION ACT, CHAPTER 18:2 OF THE CODE OF PUBLIC LOCAL
LAWS:
Commissioner Wilson introduced County Ordinance No. 26-12 Amendment No. 1 –
Queen Anne’s County Forest Conservation Act, Chapter 18:2 of the Code of Public Local Laws.
AN AMENDMENT TO A BILL ENTITLED AN ACT CONCERNING the Queen Anne’s
County Forrest Conservation Act, Chapter 18:2 of the Code of Public Local Laws of Queen Anne’s
County
FOR THE PURPOSE of amending pending County Ordinance 26-12 to provide
supplemental requirements for certain tracts of land; providing reforestation at a ratio of 1.5 acres
for each acre removed for such tracts; prohibiting fee-in-lieu as respect such tracts; limiting the
extent of forest clearing on such tracts. BY AMENDING Sections 18:2-8, 18:2-10, 18:2-13 and
18:2-14 of pending County Ordinance No. 26-12.

COUNTY ORDINANCE NO. 26-12 – QUEEN ANNE’S COUNTY FOREST
CONSERVATION ACT, CHAPTER 18:2 OF THE CODE OF PUBLIC LOCAL LAWS:
A BILL ENTITLED AN ACT CONCERNING the Queen Anne’s County Forest Conservation
Act, Chapter 18:2 of the Code of Public Local Laws of Queen Anne’s County; FOR THE
PURPOSE OF repealing and replacing Chapter 18:2 of the Code of Local Laws of Queen Anne’s
County, the Queen Anne’s County Forest Conservation Act; bringing the Forest Conservation Act
into compliance with SB 526 and HB 1511 which articulate numerous changes to the Maryland

Natural Resources Title 5 Forest and Parks Subtitle 16 Forest Conservation § 5-1601 through §
5-1612; providing for definitions, rules of interpretation and purpose; providing for application of
the provisions, amendments thereto; providing for qualified professionals, general requirements
and a declaration of intent; providing for forest stand delineation, forest conservation plans,
riparian buffers and for retention, afforestation and reforestation requirements; providing for
priorities and timing for afforestation and reforestation; providing for a Local Conservation Fund,
fee-in-lieu and payments by credits into an approved forest mitigation bank; providing for native
tree species, financial security, protective agreements and standards for protection of trees;
providing for variances, inspections and commercial timber harvests;; providing for violations
and penalties; and generally addressing, regulating and protecting forest resources in Queen

COUNTY ORDINANCE NO. 26-13 PROHIBITION OF POLITICAL SIGNS ON
COUNTY PROPERTY:
Commissioner Dumenil introduced County Ordinance No. 26-13.
A BILL ENTITLED AN ACT CONCERNING the Prohibition of Political Signs on
County Property; FOR THE PURPOSE OF prohibiting political signs on Queen Anne’s County

UPPER SHORE WORKFORCE INVESTMENT BOARD UPDATE:
Ms. Ellen LaFrankie, Executive Director, Upper Shore Workforce Investment Board, and
Ms. Beverly Churchill provided an update to the Board. Also presented to the Board was the
Memorandum of Understanding with the Upper Shore Workforce Investment Board for the
Resource Sharing Agreement.
On a motion made by Commissioner Wilson, seconded by Commissioner McLaughlin,
the Board unanimously agreed to execute the Memorandum of Understanding with the Upper
Shore Workforce Investment Board for the Resource Sharing Agreement.

VETERAN AND MILITARY SUPPORT ALLIANCE UPDATE:
Ms. Kathy Deoudes, Board Chair, VAMSA, Mr. Walt Petrie, Founding Member, VAMSA,

the Veteran and Military Support Alliance.

DEPARTMENT OF PUBLIC WORKS:
MERGANSER DRIVE PUBLIC HEARING REQUEST:
Mr. Shane Moore, Chief Roads Engineer, Public Works, submitted to the Board the
Merganser Drive Public Hearing Request.
An Informational meeting was held on May 20th at the Crumpton VFD Firehouse to present
and review the proposed Merganser Drive Improvement Special Benefit Tax Assessment project

with property owners and community members. The Merganser Drive project totals 2,090 ft
extending from Double Creek Point Road to 304 Merganser Drive and includes 34 properties.
The total estimated cost of the improvement project is $150,000 equating to a cost per owner of
$4,412 with a twenty (20) year annual payment of $311. Of the 34 properties, a total of sixteen
(16) provided their view of the project proposal. The majority voting in-favor of holding a public
hearing with ten (10) for and six (6) opposing the project. The next step in the special assessment
process is to schedule a public hearing.

Board unanimously agreed to schedule the Merganser Drive Improvement Project Public Hearing
for October 27, 2026, at the Crumpton VFD Firehouse.

CECIL ROAD PUBLIC HEARING REQUEST:
Mr. Shane Moore, Chief Roads Engineer, Public Works, submitted to the Board the Cecil
Road Public Hearing Request.
An Informational Meeting was held on January 28th at the Kent Island Estates Community
Hall to present and review the proposed Cecil Road Improvement Special Benefit Tax Assessment
project with members of the Kent Island Estates Roads Association, property owners and
community members. The Cecil Road project totals 965 ft, extending from Route 8 to 132 Cecil
Road and includes 21 properties. The total estimated cost of the improvement project is $115,000
equating to a cost per owner of $5,476 with a twenty (20) year annual payment of $385. Of the 21
properties, a total of eleven (11) provided their view of the project proposal. The majority voting
in-favor of holding a public hearing with nine (9) for and two (2) opposing the project and two (2)
owners were undecided. The next step in the special assessment process is to schedule a public
hearing.
On a motion made by Commissioner McLaughlin, seconded by Commissioner Dumenil,
the Board unanimously agreed to schedule the Cecil Road Improvement Project Public Hearing
for September 21, 2026, at the Liberty Building.

ACTION ITEMS:
FY2027 COUNTY BUDGET RESOLUTION NO. 26-06:
This Resolution is to adopt the FY2027 County Budget. Note the following change was
included in the Commissioners’ proposed budget which was released on April 29th:
 Addition of a $700,000 match required to receive state grant funding for the Queen
Anne’s County Detention Center project.
The total proposed General Fund operating budget totals $230,950,880 and the total proposed
capital budget for FY2027 totals $66,793,607. The operating budget is balanced without the use
of fund balance.
The tax rates for Fiscal 2027 are established as follows:
 Real property tax rate (County-wide) - $0.8000
 Real property tax rate (Centreville) - $0.6700
 Real property tax rate (Millington) - $0.7150
 Public utility personal property tax rate - $2.0000
 Kent Narrows Commercial Management and Waterfront Improvement District special
taxing area rate - $0.0600
 Income tax rate of 3.2%
On a motion made by Commissioner Moran, seconded by Commissioner Dumenil, the
Board unanimously agreed to adopt Resolution 26-06, a “Resolution to Establish the Fiscal Year
2027 Annual Budget and Appropriations”, with real property tax rate of $0.80 per $100 of assessed
value, and tax-differential rates of $0.67 per $100 of assessed value for the Town of Centreville
and $0.715 per $100 of assessed value for the Town of Millington, a public utility personal
property tax rate of $2.00 per $100 of assessed value, and a Kent Narrows Commercial
Management and Waterfront Improvement District special taxing area rate of $0.06 per $100 of
assessed value.

On a motion made by Commissioner Moran, seconded by Commissioner Dumenil, the
Board unanimously agreed to allow the Finance Office to draft a budget amendment to the Fiscal
Year 2027 operating budget to be presented for vote at our July 14th Commission Meeting, which
will grant an additional $500,000 to the Board of Education to be used to fund 2 district-wide
rotating behaviorists and 4 middle school mental health support staff.

RURAL HEALTH TRANSFORMATION PROGRAM AGREEMENT WITH
MARYLAND INSTITUTE FOR EMERGENCY MEDICAL SERVICES SYSTEMS:
Chief Scott Haas, Department of Emergency Services, submitted to the Board for their
approval the Rural Health Transformation Program Agreement with Maryland Institute for
Emergency Medical Services Systems. The Department of Emergency Services requests approval
to enter into a Rural Health Transformation Program (RHTP) Agreement with the Maryland
Institute for Emergency Medical Services Systems (MIEMSS) to support the Queen Anne's
County Whole Blood Program. Through this agreement, MIEMSS will provide reimbursement
funding of up to $155,500 through federal Centers for Medicare and Medicaid Services (CMS)
RHTP funding administered by the Maryland Department of Health. The funding will support
approved Whole Blood Program expenses, including equipment, supplies, training, and the salary
and benefits for a Program Coordinator responsible for managing and sustaining the program. This
grant requires no County matching funds and does not create a long-term financial obligation for
the County.

to enter into the Rural Health Transformation Program Agreement with the Maryland Institute for

totaling $155,500.00.

QUEEN ANNE’S COUNTY LIBRARY FY2027 CAPITAL GRANT CERTIFICATION
LETTER:
The Queen Anne’s County Library is requesting execution of a letter that certifies that they
will provide matching funds in the amount of $65,000 for the procurement of architectural and
engineering services for the North County branch project for state fiscal year 2027. The grant funds
awarded by the state have been instrumental in moving this project forward. This $65,000 match
is included in the FY27 budget.
On a motion made by Commissioner Dumenil, seconded by Commissioner Wilson, the
Board unanimously agreed to execute the Queen Anne’s County FY2027 Capital Grant
Certification Letter for the procurement of architectural and engineering services for the North
County branch project in the amount of $65,000.

IMPACT FEE SCHEDULE FY2027:
Ms. Amy Moredock, Director, Planning and Zoning, submitted to the board for their review
the Impact Fee Schedule FY2027.

Board unanimously agreed to keep the Impact Fees flat at 0% increase in accordance with §18:3-
6.C of the County Code.
