A March 3, 2021 Centreville Planning Commission work session reviewed a draft Municipal Growth chapter of the Community Plan and discussed the town's development capacity, infrastructure constraints, and potential regulatory responses. Commissioners reviewed baseline and pipeline data (1,846 households; no developments in the pipeline except Providence Farm with 12 lots remaining), noted 279 acres with capacity for 1,177 housing units concentrated on five major tracts, discussed Development Rights and Responsibility Agreements (DRRA) and an Adequate Public Facilities Ordinance (APFO), considered ordinance options (one EDU per parcel, rezoning TND & R-3 to lower density or creating a new lower-density zone), noted wastewater treatment plant expansion would take 4–5 years and that 20% remaining capacity is a “red zone” (10% would mean no more development), and requested the Town Planner attend a Town Council meeting to present the Commission’s position on future growth.
