The Council swore in Charles "Chip" Koogle as Town Manager, approved the January 6 minutes, and held a closed session on land acquisition, personnel, and legal consultation with no actions taken. Major matters discussed were the Wastewater Treatment Plant upgrade (Council by consensus chose a 1 MGD ENR upgrade; WRA will be asked to add an alternatives analysis to the PER for an MDE funding application due January 31, with planning/design covered 100% by MDE and construction funding dependent on equipment), amending an I&I study to cover additional interceptor segments, public outreach and a legislative funding request, and FY2022 mid‑year items including cemetery operations debate, parking meter options to be discussed February 17, and a request for a five‑year grants list.
